How Virginia’s Eelgrass Restoration Could Rebuild Food for Wintering Brant

Virginia’s long-running eelgrass restoration is rebuilding the submerged meadows that once fed Atlantic Brant and supported a wider Chesapeake Bay food web. The project began in the late 1990s by collecting seed from surviving eelgrass patches and spreading it in test areas. As beds expanded, tides carried seed into additional habitat. The National Audubon Society reported in December 2020 that this work covered nearly 9,000 acres in four bays on Virginia’s Eastern Shore and involved more than 70 million seeds.

That recovery makes the southern Chesapeake more promising as winter habitat for Brant, but it is not proof that local goose numbers have increased. The 2020 account explicitly said researchers had not established the restoration’s effect on Chesapeake Brant populations, whose winter distribution and population-health studies were concentrated largely in New York and New Jersey.

What the Virginia project restored

Eelgrass is submerged aquatic vegetation: a plant that grows below the water surface, forms dense beds, and creates living structure in shallow bays. Those beds provide cover and feeding areas for aquatic animals while also supplying plant material to waterfowl. In Virginia’s southern Chesapeake Bay, restoration focused on bringing back that physical foundation rather than releasing birds or feeding them directly.

Professor Robert Orth of the Virginia Institute of Marine Science and his colleagues began testing restoration in the late 1990s. They first searched for eelgrass that had survived in scattered patches. Those remnants supplied the seed needed to start new beds. The team then spread seed in experimental areas, measured what took hold, and expanded the treated areas as the results justified doing so.

By the time Audubon described the project on December 10, 2020, the reported footprint was nearly 9,000 acres across four bays on Virginia’s Eastern Shore. More than 70 million seeds had been collected and spread over more than two decades. These are historical figures from that 2020 report, not a verified 2026 project total.

The work also began to rely on a process that restoration ecologists hope to see: natural expansion. Once established beds produced seed, tidal currents carried some of it into nearby suitable areas. Audubon presented that movement as evidence that the meadows could grow beyond the places where people initially placed seed.

“We tried out this idea, and ended up recovering a lot of eelgrass thanks in large part to what nature does best,” Orth says. “It was that simple.”

The quote captures the project’s basic strategy: use human intervention to restart a native plant, then allow tides and reproduction to do more of the distribution work.

Why losing eelgrass changed the food web

The restoration matters because the original decline was unusually severe. Audubon’s 2020 account says disease and hurricanes in the 1930s decimated about 90 percent of Atlantic eelgrass vegetation. The loss removed not only a plant but also the submerged habitat associated with it.

Atlantic Brant were especially affected because eelgrass had been their principal food along the eastern seaboard. The article reports that Brant historically obtained more than 80 percent of their diet from eelgrass. When those beds became scarce, the geese shifted toward sea lettuce and other macroalgae. That flexibility helped them persist, but the account describes eelgrass as more energy-dense than macroalgae.

For a wintering goose, the difference is practical. A food with higher energy density can provide more usable energy for the same amount eaten, while a less concentrated food may require more time and foraging effort. The dietary shift therefore represents more than a change in menu: it signals a change in the energetic landscape available to Brant during winter.

Eelgrass beds can also influence the wider food web. Their blades create shelter and attachment surfaces for small aquatic organisms, and their structure changes how water moves across the bottom. Fish and invertebrates use submerged vegetation as habitat, while waterfowl feed directly on the plants or on organisms associated with them. Restoring the plant can consequently rebuild several ecological functions at once, even though the project’s clearest connection to Brant is food.

How the restoration method works

The project developed through a sequence of relatively simple actions rather than a single one-time planting. Each stage addressed a different bottleneck in the eelgrass life cycle.

  1. Find surviving eelgrass. Scientists located remnant patches instead of starting with seed from an unrelated system. Those survivors demonstrated that some local conditions could still support the plant and provided a source of reproductive material.
  2. Collect seed. Teams harvested eelgrass seed from the remaining beds. Seed collection allowed them to work at a scale larger than the isolated patches could achieve through natural spread alone.
  3. Spread seed in test areas. The collected seed was distributed in selected parts of the bays. Starting with test areas made it possible to see where establishment succeeded before committing to broader expansion.
  4. Expand successful areas. As test plots produced eelgrass, restoration moved into additional areas. This adaptive sequence reduced the risk of treating unsuitable sites and let observed results guide the next phase.
  5. Let tides extend the footprint. Established meadows released seed that currents transported into neighboring habitat. Natural dispersal became a second source of expansion, complementing the original human seeding.

The method depends on suitable underwater conditions. Seed can only establish where light, water quality, depth, bottom conditions, and disturbance allow eelgrass to grow. A large seeding effort is therefore not equivalent to a guaranteed acreage of mature meadow; establishment and persistence determine whether the intervention becomes functioning habitat.

What the reported numbers show

The 2020 Audubon report gives the project’s scale and inputs, but each number answers a different question. Acreage describes habitat extent, while seed counts describe restoration effort. Neither number alone measures how much food Brant consumed or whether their population changed.

Reported measure What it tells readers Qualification
Nearly 9,000 acres The approximate eelgrass area reported as restored across four bays on Virginia’s Eastern Shore. Reported by the National Audubon Society in 2020; it is not a verified 2026 status figure.
More than 70 million seeds The cumulative amount collected and spread during more than 20 years of work. Also a 2020 report figure; seed spread is an input, not a direct measure of surviving meadow or bird response.
Tidal seed dispersal Established beds were producing seed that currents carried into new areas. This indicates potential for self-expansion where conditions remain suitable, not guaranteed growth everywhere.

Reading the numbers this way prevents a common mistake: treating restored area as a proxy for wildlife recovery. Habitat extent is an important prerequisite, but it is only one link in a chain that also includes plant density, nutritional value, access for birds, weather, competing foods, and survival through the winter.

Why more eelgrass could help wintering Brant

Brant are closely tied to eelgrass. Ted Nichols, a wildlife biologist with the New Jersey Division of Fish and Wildlife, put the relationship plainly: “It’s hard to come up with any bird species that’s more tied to eelgrass than Brant,”

Restored meadows could improve wintering conditions in three connected ways:

  • More of the historically important food. Replacing bare bottom or algae-dominated areas with eelgrass increases the chance that Brant can find the plant that once supplied most of their eastern-seaboard diet.
  • A potentially richer energy source. Because the 2020 account describes eelgrass as more energy-dense than macroalgae, access to it could reduce the energetic disadvantage associated with relying heavily on sea lettuce and other macroalgae.
  • A more complete estuarine habitat. Eelgrass structure supports fish and other organisms, so its return may improve ecological conditions beyond the food that Brant crop directly.

Those mechanisms explain why the southern Chesapeake could become more viable Brant wintering habitat. They establish ecological plausibility, not a measured population result. A goose may use several bays, move between regions, or respond to weather and food conditions outside the restored area. Habitat improvement in Virginia can therefore be real and valuable without producing a detectable increase in a local count.

What researchers had not established by 2020

The central limitation is geographic and evidentiary. Audubon’s 2020 article says researchers had not yet established how the Virginia restoration affected Chesapeake Brant populations. Most wintering-Brant studies and population-health work were focused in New York and New Jersey, where many of the birds spend the winter.

That gap means the following statements should not be treated as interchangeable:

Statement Status supported by the cited reporting
Eelgrass was restored in Virginia’s Eastern Shore bays. Reported project outcome as of the 2020 article.
Restored eelgrass increases available Brant food in suitable beds. Ecologically plausible and consistent with the reported diet relationship, but local availability and use require measurement.
Virginia restoration increased Chesapeake Brant numbers. Not established in the 2020 account.
The project alone explains regional goose trends. Unsupported; migration, weather, food elsewhere, disease, and other habitat changes can also matter.

A rigorous population claim would require coordinated monitoring: repeated counts in and around restored bays, measurements of eelgrass biomass and nutritional condition, information about where Brant forage, and demographic data such as survival or recruitment. Without those links, it is safer to describe the project as rebuilding a resource that Brant need, not as having already restored the population.

What other waterbirds can—and cannot—tell us

A separate Audubon report published April 16, 2018, described increases in Tundra Swan and Redhead duck survey counts that tracked increases in submerged aquatic vegetation in Maryland coastal bays. That observation provides useful regional context: birds and aquatic vegetation can improve during the same period.

It does not prove that eelgrass alone caused those increases, and it does not answer the Brant question. The 2018 account included scientists’ cautions about attributing bird changes to seagrass alone and about other influences on waterbird numbers. The appropriate use of that evidence is as a reminder to examine habitat and birds together while testing alternative explanations.

Readers can review the context in Audubon’s 2018 report on Chesapeake birds and submerged vegetation. The project’s main chronology and Brant caveat come from the December 10, 2020 Audubon account of Virginia’s eelgrass restoration.

How to interpret the project’s status today

The acreage and seed totals belong to a historical snapshot. The article was published in 2020, and no current project update or 2026 Chesapeake Brant population assessment is established here. It is therefore accurate to say that the reported work had restored nearly 9,000 acres by the time of that account; it is not accurate to present that figure as a confirmed present-day total without newer monitoring.

The same discipline applies to future plans or apparent natural expansion. Tidal dispersal was reported as a sign that eelgrass could spread into new areas, but continuing expansion depends on conditions that can change. Storms, disease, water clarity, sediment movement, and other environmental pressures can alter both the size and quality of submerged meadows.

For viewers following the conservation story, the most informative future evidence would connect three measurements: where eelgrass persists, how much usable food it produces, and whether Brant use those beds in the Chesapeake. Until those measurements are reported together, the strongest conclusion remains conditional: restoring eelgrass rebuilds a lost food resource and may improve winter habitat, while the size of any Brant population benefit remains an open question.

Why this restoration is still significant

Even with the population caveat, the project demonstrates a useful conservation model. It began with small surviving patches, tested whether local seed could establish, expanded where results were positive, and then benefited from the plant’s own reproductive and tidal-dispersal processes. That sequence links restoration effort to natural recovery instead of treating habitat as something that must be replanted indefinitely by hand.

It also shows why food-web restoration is broader than a single species project. Bringing back eelgrass can return a historically important Brant food while recreating submerged structure used by other wildlife. The goal is not simply to create a larger number on a map; it is to restore a functioning habitat in which plants, tides, fish, invertebrates, and waterfowl interact again.

For wintering Brant, that distinction matters. The Chesapeake project has rebuilt part of the ecological opportunity the geese lost when eelgrass collapsed. Whether that opportunity translates into measurable changes in local abundance, condition, or survival requires the sustained monitoring that the 2020 report said was still missing.
