Check the encoder’s network-dropped-frame counter, record YouTube’s stream-health message, measure the connection with TRAI MySpeed, then compare Wi-Fi with Ethernet and your ISP connection with another network. Those comparisons can help narrow down where the problem lies, but none alone identifies a specific faulty route.
What “packet loss” can—and cannot—tell you
YouTube’s Live Streaming API health documentation describes videoIngestionStarved this way: “YouTube is not receiving enough video to maintain smooth streaming.” That means YouTube is receiving too little video for a smooth stream; the message does not establish packet loss, identify which part of the connection is responsible, or prove that an ISP caused the issue. YouTube Live Streaming API health documentation also classifies configuration problems involving factors such as bitrate, frame rate, codec, keyframe frequency, and consistency between primary and backup streams.
A speed test can help describe the connection at the time and along the test’s route, but a good headline upload speed does not establish that the path to YouTube’s live ingest is stable. Compare measurements at different times and over different access types, alongside encoder network-dropped-frame indicators and YouTube’s stream health. There is no universal acceptable packet-loss percentage for YouTube Live established by the cited sources.
1. Check the encoder and YouTube stream health
Record the settings and exact event time
When the problem occurs, note the streaming application, selected ingest server or setting if exposed, configured bitrate, resolution, frame rate, and the event’s date and time. Keep the settings consistent during later comparisons where practical.

Separate network drops from encoding or rendering lag
Look at the encoder’s network-dropped-frame counter separately from counters for rendering lag or encoding lag. Network drops point toward difficulty sending data; rendering or encoding lag indicates a different part of the production chain. These counters help categorize the symptom, but they do not by themselves identify the responsible network segment.
Read the YouTube warning as an observation, not a diagnosis
Save the exact stream-health status or a screenshot. If YouTube says it is not receiving enough video, check both the outgoing connection and stream configuration. A platform status describes what YouTube observes at ingest; it does not expose every link between your computer and the ingest server.

2. Measure and preserve a connection baseline
Run TRAI MySpeed tests
Use TRAI MySpeed, which lists download and upload speed, latency, packet loss, and jitter. Record the result during the problem and repeat it at a quieter time. TRAI’s measurements reflect network conditions at the test’s time and location, so one result is a snapshot—not a permanent rating of your connection.
Keep a useful test log
For each test, record:
- Date and time, plus your city or general area (not your full address).
- ISP and access type, such as fixed broadband or mobile data.
- Whether the streaming computer used Wi-Fi or Ethernet.
- Whether another device was using substantial bandwidth.
- Upload and download speed, latency, packet loss, and jitter as reported by the test.
- The encoder’s network-dropped-frame count and YouTube’s exact stream-health message around the same time.
A speed test measures a particular test path at a particular moment. It does not guarantee performance to YouTube’s live ingest, so compare repeated results rather than treating a single test as conclusive.

3. Isolate Wi-Fi and household congestion
Try a closer, quieter Wi-Fi test
If you stream over Wi-Fi, test near the router and reduce obvious interference and competing traffic where practical. YouTube troubleshooting guidance recommends trying a different internet connection for connection-related issues and discusses minimizing Wi-Fi interference and competing device use in relevant troubleshooting contexts. Compare Wi-Fi with Ethernet
If possible, connect the streaming computer directly to the router by Ethernet, then repeat the same stream and connection measurements. A Cat6 cable can be a convenient way to make this temporary test; Cat6 is not specifically required, and purchasing a cable will not fix a problem on the ISP’s network.

- Ethernet is stable but Wi-Fi is not: investigate wireless placement, interference, and local network load.
- Both connections show the problem: Wi-Fi is less likely to be the only cause, but this comparison does not prove an ISP fault.
Keep the stream settings and test conditions as consistent as practical so the comparison is useful.

If available, briefly test the same computer, streaming software, and settings on another connection—for example, a phone hotspot. YouTube recommends trying a different internet connection when troubleshooting connection-related issues. Note any mobile-data charges or capacity limits before using a hotspot for a live stream.

If the problem repeatedly occurs on the ISP connection but not on the alternate network, that is evidence that the access path matters. It does not identify the precise cause: the difference could involve the access network or route, and further evidence from the ISP or YouTube would be needed to diagnose it.
5. Escalate with evidence, not assumptions
What to send your ISP
If the issue persists, provide timestamps and repeated MySpeed results, including upload, latency, packet loss, and jitter. Say whether Ethernet changed the behavior and whether another access network did. Include relevant encoder counters and YouTube stream-health screenshots or exact messages. Ask the ISP to check the access connection and route during the listed periods.
When to contact YouTube
If your evidence points to a YouTube-specific issue, send the same timestamps and diagnostics through YouTube’s available feedback or support channels. Avoid asserting throttling, peering failure, or deliberate blocking unless there is evidence to support that claim.
How TRAI reports fit in
TRAI publishes broadband quality-of-service regulations and performance reports, including wireline broadband reports. These provide regulatory and aggregate context; they do not establish an individual subscriber’s YouTube-specific service entitlement or prove an ISP fault in a particular stream. Do not use aggregate results as a diagnosis of your own ingest route.
