The key caveat: Oracle’s published GPU guides do not establish that any particular instance can sustain this workload. Treat stability as something to prove with a sustained test—not something guaranteed by choosing a GPU shape.
What you need to validate before building
This setup has three separate requirements: an OCI instance and driver that expose a suitable encoder, an application that can repeat the video and maintain valid audio, and a network path that can continuously deliver the selected bitrate to YouTube. Meeting YouTube’s ingest settings does not by itself prove the instance can encode at 60 fps or that its outbound connection is reliable.
- Check GPU quota and shape capacity in your intended OCI region before provisioning. Capacity and eligibility can vary; do not assume a shape is available or that a particular GPU family guarantees 4K60 streaming.
- Confirm that the selected OS image and installed GPU driver support the encoder you intend to use.
- Check that your encoder build exposes the required codec and RTMPS output.
- Ensure outbound throughput can sustain the chosen video bitrate, plus audio and network overhead.
- Plan a representative long-running test and monitor both the encoder and YouTube stream health.
Oracle’s OCI GPU Quick Starts cover hardware configuration snapshots, provisioning guidance, a “Hello World” readiness check, approved OS images and drivers, and health and diagnosis resources. The overview lists AMD MI300X and MI355X and NVIDIA B200, B300, GB200, GB300, H100, and H200 guides. Those are documented setup paths, not performance results for a continuous 4K60 YouTube stream.
Provision and verify the OCI GPU instance
- Choose a region and consult its GPU quick start. Start from Oracle’s GPU guide for the family you plan to use. Review its hardware snapshot and approved OS and driver guidance; check quota and current capacity in that region before deciding on a shape.
- Provision from the guide’s supported path. Follow the selected quick start for its instance, image, and driver setup. There is no validated shape recommendation here for sustained 4K60 encoding.
- Run Oracle’s readiness check. Use the guide’s “Hello World” sample to verify the basic GPU setup before adding a streaming workload. A successful readiness sample confirms only what that check tests; it is not a video-encoding benchmark.
- Verify encoder availability on the actual instance. Check that the GPU is recognized by its driver and that the encoder application exposes the specific hardware encoder and output protocol you plan to use. Do not infer codec support from the GPU model name alone.
- Measure under the intended workload. Test the target file, codec, resolution, frame rate, and bitrate for long enough to reveal sustained-load problems. Watch for encoder overload, dropped frames, process exits, and network instability before treating the instance as production-ready.
Choose a looping source and encoder
Use a video file that can repeat continuously in your chosen application, and ensure its audio remains valid throughout the loop—or intentionally configure a supported audio source if the video has none. The exact loop mechanism depends on the application and file, so this guide does not prescribe an unverified command.

OBS is one possible encoder path, but compatibility depends on the OS image, GPU driver, and installed build. OBS documents that hardware encoders shift encoding work from the CPU to a specialized GPU component, and its general compatibility notes include NVIDIA NVENC on Windows and Linux and AMD AMF on Windows and Linux. These notes do not establish that a specific OCI image or GPU will expose a working 4K60 encoder. See the OBS hardware encoding guide.
FFmpeg may also suit a file-based loop, but confirm the installed build’s codec and RTMPS capabilities and verify its loop behavior for your source before relying on it. No specific FFmpeg command or headless installation procedure is established here as a tested OCI recipe.

Set YouTube’s 4K60 ingest profile
YouTube’s current encoder guidance calls for RTMP or RTMPS, supports H.264, H.265/HEVC, and AV1, and allows up to 60 fps. For an encrypted connection, YouTube recommends RTMPS. Set a constant bitrate (CBR) and a two-second keyframe interval; do not exceed four seconds. Check Live Control Room’s current ingest options when configuring the stream, since YouTube’s settings can change.
| Video codec at 2160p / 4K, 60 fps | YouTube-listed minimum bitrate | YouTube-recommended bitrate |
|---|---|---|
| AV1 or H.265/HEVC | 10 Mbps | 35 Mbps |
| H.264 | 14 Mbps | 50 Mbps |
These are YouTube ingest figures, not a promise of image quality or proof that your encoder and OCI network can sustain the stream. Choose a codec only after confirming it is available in your actual encoder build and supported by the GPU and driver. For advanced audio settings, YouTube lists AAC or MP3 and recommends 44.1 kHz stereo at 128 Kbps stereo audio.

- Resolution and frame rate: 3840 × 2160 at 60 fps.
- Rate control: CBR.
- Keyframes: every 2 seconds; never more than 4 seconds apart.
- Transport: RTMPS recommended by YouTube for encrypted transport.
- Audio: AAC or MP3; YouTube’s advanced recommendation is 44.1 kHz stereo at 128 Kbps.
YouTube optimizes 2160p streams for normal latency; its “improve for low latency” option is not available for 4K/2160 streams. If a lower resolution is acceptable, the bitrate targets differ: at 1440p/60 fps, YouTube lists 6 Mbps minimum and 24 Mbps recommended for AV1/HEVC, or 8 Mbps minimum and 34 Mbps recommended for H.264; at 2160p/30 fps, it lists 8 Mbps minimum and 30 Mbps recommended for AV1/HEVC, or 11 Mbps minimum and 42 Mbps recommended for H.264. These are also ingest recommendations, not OCI performance guarantees. Settings are from YouTube’s encoder settings and bitrate guidance.
Connect to YouTube and preflight the loop
- Create or open the YouTube Live stream setup. Obtain the stream key and ingest destination from YouTube’s current Live Control Room. Treat the key as a secret: anyone who obtains it may be able to send video to your stream.
- Enter the key and destination in your encoder. Use the RTMPS endpoint and key supplied by YouTube where available. Keep the key out of public scripts, logs, and shared screenshots.
- Start with a representative test. YouTube recommends testing with representative movement and audio. Confirm the selected resolution, frame rate, codec, CBR bitrate, keyframe interval, and audio settings at the encoder.
- Check upload headroom and stream health. Verify that the instance’s outbound connection sustains the chosen rate, then inspect YouTube’s stream health and any review messages. A speed check alone does not establish stability over a continuous broadcast.
- Observe the whole system during a sustained run. Monitor dropped frames, encoder overload, GPU and driver status, application survival, audio continuity, and YouTube playback. Test reconnect behavior rather than assuming it will recover correctly after a network interruption.
- Only call the setup reliable after it passes. Confirm that YouTube viewers receive a stable picture and sound and that the loop continues as intended. If the process exits or the connection drops, diagnose and test recovery before leaving it unattended.
Troubleshooting common failures
| Symptom | Likely area to check | Next action |
|---|---|---|
| The encoder does not show the intended hardware codec. | GPU recognition, driver, OS image, or encoder build. | Recheck the image and driver guidance for the selected Oracle GPU quick start, then verify the application build exposes that encoder on this instance. |
| Encoding overload or dropped frames. | Sustained encoder throughput or workload settings. | Check the encoder’s health indicators and test a lower resolution, frame rate, or bitrate; do not assume the GPU family guarantees the target load. |
| YouTube reports poor stream health or playback stutters. | Outbound bandwidth, bitrate choice, or ingest configuration. | Confirm actual sustained upload capacity, match the encoder settings to YouTube’s current table, and inspect YouTube’s stream health messages. |
| Video arrives but audio is silent, intermittent, or ends at the loop boundary. | Source audio and encoder audio configuration. | Test the file’s audio through a complete loop and confirm an enabled audio encoder and supported format. |
| The stream stops after a network interruption or process exit. | Reconnect behavior, application survival, or instance/network interruption. | Inspect logs and YouTube’s status, then test the recovery path deliberately. A service manager and restart policy may help operations, but their configuration is specific to the chosen OS and application. |
| The key is rejected or video reaches the wrong stream. | Stream key or destination mismatch. | Copy the current key and ingest destination from YouTube Live Control Room, and keep the key private. |
Cost and operational limits
There is no verified OCI instance cost, egress charge, regional capacity figure, or continuous-streaming reliability result established here. Check current pricing, quota, and network egress terms for the specific region and shape before deployment. Include both compute and outbound data transfer in your own cost estimate; the 4K60 bitrate continues to consume network capacity while streaming.

Also account for content rights and YouTube’s policies: only loop material you have the rights to use, including music and other embedded audio. A technically healthy stream does not establish that its content is permitted or eligible for monetization. Review YouTube’s current copyright and monetization rules for your channel and material.
Or let it run in the cloud
If your goal is a YouTube channel that keeps uploaded videos live without maintaining an OCI GPU instance and encoder, StreamNeo is a separate cloud option: upload a recording or build a playlist, add your YouTube stream key once, and go live. It loops uploaded videos from the cloud, so nothing has to stay on at home. It streams the upload as made, up to 4K 60fps, at one price per slot regardless of quality; it automatically recovers if YouTube drops the stream. The first day is free with no card. The monthly price is $9.99 per month. StreamNeo streams to YouTube and plays uploaded videos; it is not a live camera service.
