You can run a YouTube playlist stream from an inexpensive PC with OBS Studio and VLC: add a VLC Video source, select local files in order, and enable Loop Playlist if playback should repeat. Start with a simple 720p, 30 fps setup, then test the actual computer and upload connection before going live. Minimum system requirements alone do not guarantee stable streaming.
What you need before you start
- A Windows PC that can run OBS Studio and VLC. OBS’s published requirements list Windows 10 or 11 and a DirectX 10.1-compatible GPU; that requirements page is dated August 25, 2021, and OBS warns that compatibility does not guarantee streaming performance. Check current software and driver compatibility for your actual hardware. OBS system requirements.
- OBS Studio and VLC installed separately. Match their architectures: a 64-bit OBS installation needs 64-bit VLC. OBS media sources.
- Local video files in the order you want them to play. A local playlist avoids relying on a remote media URL staying available.
- A stable internet connection with enough sustained upload capacity for the selected stream settings.
- Permission to stream the video and audio, including music, in the relevant territories and to keep any resulting archive.
There is no universally established “low-cost PC” budget, broadband plan, or power-backup size for India. Base the setup on the machine, measured upload speed, competing network use, and power conditions at your location.
Build and loop the playlist in OBS
- Download OBS Studio and VLC from their official project sources. Install the matching 64-bit or 32-bit versions; for 64-bit OBS, install 64-bit VLC.
- Open OBS and create a scene for the stream. Keep it simple at first: a VLC source and only the overlays or other elements you actually need.
- In the scene’s Sources area, add VLC Video. If VLC is installed with a matching architecture, OBS can use it as the playlist source. See OBS’s media-source guide for the source’s properties.
- Add the video files to the source’s playlist in the intended order. Leave shuffle off for a fixed sequence.
- Turn on Loop Playlist if the list should restart after the last file. OBS documents shuffle off and playlist looping on as defaults, but check the source properties rather than relying on defaults.
- Play the source in OBS and check that the picture fills the canvas as intended and that audio is audible and at a sensible level. Fix the source or scene before connecting to YouTube.
Choose settings that a modest PC and connection can sustain
Run OBS’s Auto-Configuration Wizard, then treat its result as a starting point, not proof that a long stream will hold up. For a constrained PC or upload link, begin at 720p and 30 fps. YouTube’s published H.264 recommendations provide these concrete reference points:

The bitrate figures are YouTube’s encoder guidance, not a guarantee that a specific PC or ISP connection will work. The headroom values are arithmetic: YouTube recommends leaving about 20% above the total stream bitrate. Test sustained upload at the streaming location, not just download speed, and account for other devices or services using the connection. Encoder and keyframes
For a straightforward YouTube RTMPS baseline, use H.264 with CBR where the selected encoder supports it. Set the keyframe interval to two seconds; YouTube recommends two seconds and says not to exceed four seconds. Use the recommended bitrate for your selected resolution and frame rate if the encoder lets you set it.
Hardware encoding or x264
OBS generally recommends hardware encoding when a compatible dedicated encoder is available because it shifts encoding work away from the CPU. Image quality varies by hardware generation, and older encoders may look worse than newer ones at the same bitrate. OBS documents NVIDIA NVENC support beginning with GeForce 750 Ti or 900-series Maxwell and later, and Intel Quick Sync Video on Intel Core i-series generation 2xxx or newer, with 4xxx or newer recommended for quality. Verify the actual GPU or processor, operating-system support, and current drivers; a budget PC may not have a suitable encoder. OBS hardware encoding.

If you do not have a suitable hardware encoder, x264 software encoding is an option, but its CPU load depends on settings and the rest of the scene. Reduce output resolution, frame rate, scene complexity, and concurrent workloads if the PC struggles. A model name or minimum requirement cannot substitute for a real test.
Connect OBS to a YouTube live event
- Confirm the channel is eligible for live streaming. YouTube’s current eligibility guidance says the channel must be verified and have no live-streaming restrictions in the prior 90 days. See YouTube’s live-streaming eligibility guidance.
- In YouTube Studio, create or schedule the live event and open its Live Control Room. Use the stream details provided for that event to connect OBS. Keep the stream key private; anyone who obtains it may be able to send a stream to your channel.
- In OBS, open Settings and then Stream, select YouTube as the service, and connect using the event’s stream details or paste the key as appropriate for the event. Interface labels can vary with OBS versions and connection methods.
- Start the encoder in OBS and check the Live Control Room preview before making the event public. Confirm picture, audio, and stream health; do an unlisted test before a real broadcast.
- For a scheduled event, YouTube recommends preparing it at least two hours in advance and starting the encoder at least 15 minutes before the scheduled start. These are platform recommendations, not stability guarantees. YouTube live-streaming tips.
Check rights before streaming a playlist
Having a copy of a video does not by itself establish that you may transmit it live or leave it in an archive. YouTube’s livestream terms require the provider to have the necessary rights, including music rights, for the stream’s territories and uses. The applicable permission for a particular Indian song, recording, catalogue, or use cannot be inferred from the fact that it is available online; confirm that your rights cover the specific media, live transmission, territories, and archive.

YouTube scans live streams for third-party content. A match can trigger a warning, replacement, interruption, or termination. Even if you have a licence, a rights holder may need to allowlist your channel in Content ID for the stream to proceed without interruption. Troubleshoot common failures
- VLC Video source is missing or will not play: Install VLC separately and confirm its architecture matches OBS. Reopen OBS after installation, then check the source’s playlist and media-file paths.
- Playback stops at the end of the list: Open the VLC Video source properties and enable Loop Playlist. Verify shuffle is off if the sequence must stay fixed.
- OBS reports encoding lag or the picture stutters: Reduce resolution or frame rate, simplify the scene, close other CPU-intensive programs, and try a supported hardware encoder if available. Run another test rather than assuming the change solved the problem.
- YouTube reports dropped frames or an unstable connection: Check sustained outbound upload at the PC’s location, reduce the stream bitrate if capacity is insufficient, and limit competing network use. YouTube recommends about 20% bandwidth headroom. Ethernet may improve the PC-to-router link, but it cannot fix inadequate ISP upload, upstream congestion, or a power outage.
- The stream is blocked, interrupted, or terminated: Check YouTube’s Live Control Room and copyright notices. Confirm you have the necessary rights; if licensed material is matched, ask the rights holder about Content ID allowlisting.
- You cannot start a live stream: Check channel verification and whether a live-streaming restriction applies. Resolve eligibility issues in YouTube Studio before troubleshooting OBS output.
- The stream looks or sounds wrong in the preview: Check the VLC source, scene canvas, audio level, and selected output settings in OBS before publishing the event. Repeat an unlisted test after changes.
