If you want to watch a documentary without an internet connection, the legal options are narrower than a search for “free movie downloads” suggests. A free streaming service is not automatically a download service, and a video file on an unofficial website is not automatically lawful to copy.
For genuinely free offline viewing, start with Hoopla if your library participates, or look for downloadable public-domain and rights-cleared films in the Library of Congress National Screening Room. Both options work differently: Hoopla lends an encrypted, app-controlled title for a limited period, while the Library of Congress can provide an actual video file for eligible films.
Option 1: Borrow a documentary through Hoopla
Hoopla is the most practical legal route for borrowing current documentaries and other films at no charge. Access requires a library card from a participating library, and your library decides which titles are available, how many borrows you receive each month, and how long each loan lasts.
How to download a borrowed title
- Install the Hoopla Digital app on your phone or tablet.
- Sign in or create an account using your participating library card.
- Search for a documentary, or open the Movies section.
- Open the title’s details page and tap Borrow.
- After the loan begins, tap Download.
- When you are offline, open the documentary from your borrowed content inside the Hoopla app.
Hoopla says movie loans commonly run for 48 to 72 hours, but the due date displayed in your account is the one that matters. Your library may apply different limits or borrowing rules.
#1 Best Overall
- Easily store and access 2TB to content on the go with the Seagate Portable Drive, a USB external hard drive
- Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop
- To get set up, connect the portable hard drive to a computer for automatic recognition no software required
- This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
- The available storage capacity may vary.
This is a temporary library loan, not a permanent movie purchase. The downloaded title remains tied to Hoopla and is playable through the app. It does not become an ordinary MP4 that you can move to VLC, copy to a USB drive, or play on another device. When the loan expires, Hoopla automatically returns the title and offline playback ends.
Why the Download button may be missing
- Your library may not offer Hoopla.
- The title may not be licensed for your library’s catalog.
- You may have reached the library’s monthly borrowing limit.
- The content may be a streaming-only item. Some Hoopla BingePass content, for example, does not offer downloads.
- Your device may not have enough free storage.
Complete the download while you still have a reliable internet connection. Starting a loan does not necessarily mean the entire film has already been stored on your device.
Option 2: Download a public-domain film from the Library of Congress
For a file you can keep and play outside a streaming app, investigate the Library of Congress National Screening Room. Many items in the collection have downloadable formats, including MP4 and, for some films, higher-quality ProRes MOV files.

Download steps
- Open the National Screening Room, or browse the Library’s Public Domain Films from the National Film Registry collection.
- Select a film and open its individual item page.
- Review the item’s rights statement before downloading.
- Find the available file formats in the item’s download options.
- Choose the MP4 or another listed video file and save it to your computer or device.
Documentary viewers may also find historically valuable nonfiction and educational films among the Library’s holdings. Examples listed in its public-domain film collection include Duck and Cover and The Hitch-Hiker, alongside other films such as The Great Train Robbery, Within Our Gates, and Popeye the Sailor Meets Sindbad the Sailor.
Check the rights statement for the exact item
Do not treat the collection name, the film’s age, or a National Film Registry listing as blanket permission to download and reuse everything associated with a title. Copyright can differ by film, restored version, soundtrack, subtitles, and other added material. Some films in Library of Congress collections are available only with permission or are streaming-only.
The Library’s rights and access guidance tells users to examine the rights information for the specific item. If you plan to edit, republish, screen publicly, or use a downloaded documentary commercially, check that statement rather than assuming personal viewing rights cover those uses.

Free services that do not offer offline downloads
Tubi
Tubi provides free, legal streaming, but its current help documentation says an active internet connection is required and that videos cannot be downloaded for offline viewing. A browser extension, screen recorder, or third-party “Tubi downloader” is therefore not an official offline solution.
Kanopy
Kanopy is another library-supported service, but its current help page says that videos cannot be downloaded for offline viewing. A mobile app does not change that limitation.
Free tools Windows power users keep installed

Kanopy tickets control streaming access to a title for a limited period—often a window such as 72 hours. That window is not a downloadable copy or an ownership license. If you need to watch a Kanopy documentary while travelling, you will need an internet connection unless Kanopy changes the rules for that title.

What not to rely on
| Claim | What is actually true |
|---|---|
| “If a service streams a film for free, it should let me download it.” | Streaming and offline-download rights are separate. Tubi and Kanopy currently document streaming-only access. |
| “Kanopy downloads work in the mobile app.” | Kanopy’s current help documentation says offline downloads are not supported. |
| “Any old movie is public domain.” | Copyright may depend on publication date, renewal history, country, restored elements, music, and the specific version. |
| “Every National Film Registry film is free to download.” | The Registry contains films that may still be copyrighted. Availability and rights differ by title. |
| “A download button on a free movie website makes copying legal.” | The uploader must have the necessary rights or license. A button alone proves nothing. |
A quick way to choose the right method
- Need a recent documentary? Check Hoopla through your library. Borrow it and look specifically for Download.
- Need a file that can be played independently of an app? Search the Library of Congress collection and read the item-level rights statement.
- Only found the documentary on Tubi or Kanopy? Plan to stream it; neither service currently offers the offline method described here.
- Found it on an unfamiliar website? Verify who owns or licenses the film before downloading. If the site gives no clear rights information, avoid it.
FAQ
Can I legally download documentaries for free with Hoopla?
Yes, if your library participates, the documentary is available to your library, and the title shows a Download option after you borrow it. The download is a temporary, app-controlled loan rather than a permanent video file.
Can I keep a Hoopla movie after its loan expires?
No. Hoopla automatically returns the title when the lending period ends, and offline playback stops. The downloaded content is not an ordinary MP4 that can be kept or transferred.
Does Tubi let users download movies for offline viewing?
No. Tubi’s current help documentation says an active internet connection is required and that videos cannot be downloaded or watched offline.

Are films in the Library of Congress National Film Registry automatically free to download?
No. Check the rights statement on the individual Library of Congress item. A film’s age or Registry status does not by itself establish that every version or related material is public domain.
The Bottom Line
For a free legal offline documentary, use Hoopla when a participating library offers the title and displays Download. For a file you can retain and play independently, use a downloadable film from the Library of Congress only after checking the specific item’s rights information. Tubi and Kanopy are useful free streaming services, but they currently do not provide offline downloads.
