How to Keep a Church’s 24/7 YouTube Stream Compliant With Music Licensing Rules

A church’s worship-service music license may not cover an uninterrupted YouTube channel. Learn what rights to verify, how CCLI’s streaming licenses are described, and why Content ID allowlisting is separate from permission.

A church should not assume that a license for online worship services covers an uninterrupted 24/7 YouTube channel. YouTube requires the provider to hold the necessary music rights, while a license’s scope depends on the songs, recordings, use, territory, and service format. Before streaming, document every piece of music and get a clear answer from CCLI and any relevant rights holders about the exact continuous format, including music outside services and archived replays. The U.S. rules discussed here are not universal legal advice.

What makes a 24/7 church stream a special licensing question?

A continuous channel may include more than a worship service: pre-service music, interludes, ambient audio, repeated playlists, and music between or after services. A license described for songs performed during online worship services does not, by itself, establish that all those uses are covered. The public descriptions of CCLI’s U.S. Streaming License and Streaming Plus do not settle whether an uninterrupted 24/7 feed fits their terms.

That uncertainty is important. Ask CCLI and the rights holders about your actual channel, repertoire, recordings, territories, and replay settings before you go live. Do not treat a church’s in-person worship context, a paid music subscription, or a YouTube channel setting as blanket permission to transmit music publicly.

Which rights should the church check?

The song and the recording are different assets

A song’s composition and a particular recording of it can involve different rights holders. A church musician performing a covered hymn live is not the same use as playing a commercial artist’s recording, backing track, or multitrack. If a video or lyric video is involved, its visual material raises a separate rights question as well.

YouTube’s livestream terms place responsibility on the provider to secure necessary rights. They expressly include music rights from artists, record labels, publishers—including public-performance rights—and other royalty participants. Attribution in a description does not replace permission.

Make an inventory before choosing a license

List every audio and audiovisual segment that may enter the feed, not just the songs in the main service. For each item, record:

  • Song title and songwriter or publisher, if known.
  • Whether it is performed live or played from an existing recording, backing track, or multitrack.
  • The recording owner or label, when a recording is used.
  • Where viewers may receive the stream and whether YouTube will archive it.
  • Whether the material appears before or after a service, between services, or as continuous background music.

This inventory gives CCLI and other rights holders enough detail to assess the use you actually plan, rather than a general description such as “church livestream.” Keep it current as playlists change.

What do CCLI’s U.S. streaming licenses describe?

CCLI describes its U.S. Streaming License as covering songs and hymns performed live by church musicians in online worship services. Streaming Plus extends coverage to authorized master recordings and tracks. Check the applicable catalog, license terms, and the status of each work; the product names alone do not establish coverage for every song, recording, or format.

Use What CCLI describes What to verify for a 24/7 channel
Live church-musician performance The Streaming License describes songs and hymns performed live in online worship services. Whether the song is covered, and whether the exact continuous feed and any non-service use are within the license.
Authorized recording, backing track, or multitrack Streaming Plus extends coverage to authorized master recordings and tracks. Whether the specific track and composition are authorized for this use, and whether continuous playback, territory, and replay are covered.
Music not covered by the applicable license CCLI support guidance recommends obtaining permission directly from the relevant owner or owners. Identify both composition and recording rights where applicable, and obtain written terms for the intended platform, format, territory, and archive.

CCLI’s U.S. product page, accessed in 2026, reports a repertoire of “450,000+ songs.” It also lists vendor-reported starting prices of $84 per year for a church already licensed with CCLI and $108 for an “average church” of 100–199 people. These are not independently audited figures or a quote for every church; check the current price and terms directly with CCLI. A listed repertoire size or price does not confirm that a particular song or 24/7 use is covered.

How to clear music for a continuous YouTube stream

  1. Inventory the full feed. Include service music, introductions, transitions, ambient tracks, loops, post-service material, and any video or lyric visuals. Mark whether each segment is live or prerecorded and whether a replay will remain available.
  2. Match each item to the correct permission. Check the song against the relevant catalog and license. If using a recording, verify that the recording itself is authorized as well. For material outside the license, obtain permission from the relevant owner or owners; keep the written grant and any limits.
  3. Confirm the boundaries in writing. Ask whether the license permits an uninterrupted 24/7 YouTube feed, including music outside an actual worship service. Also ask about archived replays, territory, platforms, monetization, term, and any restrictions on recordings or visuals. CCLI’s public description of online worship services does not answer the continuous-feed question.
  4. Ask about YouTube Content ID allowlisting. If licensed third-party music is in the stream, ask the relevant rights holder to add the actual YouTube channel to its Content ID allowlist. Keep the response and license records with the music inventory. Allowlisting can help with platform matching; it is not a substitute for permission.
  5. Review the live feed and the replay separately. Monitor the stream for interruptions. After it ends, check YouTube Studio for claims on the archived stream; YouTube says Content ID claims on archived live streams are made after the live ends. Keep a record of the stream, any notices, and the resolution.

Does the church-service copyright exception cover a public livestream?

For readers in the United States, 17 U.S.C. §110(3) provides an exception for certain performances of nondramatic literary or musical works, and certain dramatico-musical works of a religious nature, in the course of services at a place of worship or other religious assembly. That is not a general permission to broadcast the service publicly.

The statutory commentary reproduced with Chapter 1 of Title 17 says the exemption does not extend to religious broadcasts or other transmissions to the public at large merely because they are sent from a place of worship. A church should therefore not assume that permission to perform music during an in-person service also clears a YouTube transmission.

Section 112(c) separately describes a narrow exception for making certain copies of religious broadcasts. Among its conditions, distribution must be free of charge, the copy may be used for no performance other than a single transmission by an organization entitled to transmit under a license or transfer, and copies generally must be destroyed within one year, apart from one archival copy. It is not blanket authority to stream any music or operate a 24/7 channel. The statutory discussion here reflects the 2022 U.S. Code edition identified in the available source; churches should confirm current law and seek qualified counsel for unusual or disputed circumstances.

Outside the United States, exceptions and licensing arrangements differ. A church with viewers across borders should ask rights holders which territories its permissions cover and get local legal advice where needed.

Why can YouTube interrupt a stream even when the church has a license?

Licensing and YouTube’s Content ID systems are separate operational matters. YouTube says a stream using licensed content may still be interrupted if the rights owner has not allowlisted the channel. Conversely, the absence of a claim or interruption does not prove that the church has the necessary rights.

  • Stream interrupted or blocked: Check the YouTube notice and identify the matched song or recording. Contact the claimant or relevant rights holder, provide the license and track details, and ask about channel allowlisting. Do not assume a claim proves infringement or that a license automatically prevents a claim.
  • Claim appears on the replay: Review the archived video in YouTube Studio after the live ends. Compare the claim with the stream log and the applicable license, then follow the rights holder’s process to resolve it.
  • License appears to cover the song, but not the track: Confirm the recording’s rights separately. A composition permission does not necessarily clear a commercially released master recording.
  • Lyric or song video is included: Clear the visual element separately. CCLI says the Church Copyright License and Streaming Plus do not cover the visual element of a song video.

What should the church do when rights are unknown or disputed?

Do not keep broadcasting a segment while assuming the paperwork will be sorted out later. Pause or mute it, switch to original music with documented ownership, use music whose written license expressly allows the intended use, or obtain direct written permission. Preserve relevant notices and correspondence. If there is a dispute about a claim or the scope of a license, resolve it with the rights holder or qualified counsel rather than relying on the claim status alone.
