To create a 24/7 news radio livestream on YouTube, run prerecorded bulletins through a continuous playout system, send its audio-and-visual output to a live encoder, then connect that encoder to a YouTube broadcast using the server URL and stream key. YouTube receives the live feed; it does not schedule or loop your uploaded bulletin files for you. For more reliable archiving, plan YouTube broadcast sessions shorter than 12 hours even if the bulletin playout continues between sessions.
Understand the two parts of a 24/7 livestream
YouTube distinguishes the viewer-facing broadcast from the audio-video stream sent to YouTube. Google’s Live Streaming API documentation gives a 24/7 feed as an example use case: a separate playout and encoding setup supplies the continuous program, while YouTube delivers the broadcast to viewers. For a news radio service, the playout system must select and play bulletins in sequence. The encoder turns that program output into a live feed. YouTube Studio manages the broadcast and provides the connection details. These are distinct jobs: uploading files to YouTube alone will not make them play as a continuous live stream.
1. Confirm your channel is eligible to stream
YouTube’s live-streaming guidance says a channel must be verified and must not have had live-streaming restrictions in the past 90 days. Check eligibility in YouTube Studio before building a schedule; the exact status shown for your channel is the practical go/no-go check. See YouTube live streaming tips.

2. Assemble a continuous bulletin playout feed
Use a computer or playout system to play the prerecorded bulletins as a continuous program and route its output to a live encoder. Decide how the service handles gaps between editions: for example, whether it plays the next bulletin, an identified repeat, or a holding segment. Make the sequence intentional rather than leaving an accidental silent or frozen interval.
Make the visual component deliberate
A YouTube live stream is an audio-video feed. If the service is radio-first, pair the audio with an appropriate visual such as a clearly identified programme graphic or slate. Keep the audio intelligible and verify that the visual output is present and not frozen. The sources cited here do not establish a particular application for scheduling, looping, or recovering prerecorded files, so choose and test a playout workflow against those requirements rather than assuming YouTube will provide it.
Keep the programme and broadcast schedule separate
The bulletin playout can be continuous while individual YouTube broadcast sessions are ended and restarted on a schedule. This separation is useful because YouTube’s archive and DVR limits make a single uninterrupted broadcast a poor default when reliable archives matter; see the next section.

3. Create the YouTube broadcast and connect the encoder
- In YouTube Studio, create or schedule a live stream that uses an encoder. Follow the current Studio workflow for the channel and event.
- Copy the YouTube server URL and stream key from the stream setup into the corresponding fields in your encoder. YouTube’s encoder instructions describe this connection and the Live Control Room preview: Create a YouTube live stream with an encoder.
- Start the bulletin playout and encoder so the program feed reaches YouTube, then inspect the preview in Live Control Room before starting the public broadcast.
- Keep the stream key private: it functions like a credential for sending a feed to your stream. If it is exposed, reset it in YouTube Studio and update the encoder with the replacement.
Do not treat a successful encoder connection as proof that the whole service is working. Confirm the expected bulletin is playing, the audio is audible, the visual is correct, and the preview has no unexpected silence or interruption.
4. Plan around YouTube’s 12-hour archive and DVR limits
YouTube Help says streams under 12 hours can be automatically archived; streams longer than 12 hours may not be captured. DVR rewind may also be limited or unavailable beyond 12 hours. The guidance does not state a publication year for these limits. Check the current YouTube archive guidance and DVR guidance when planning your operation.
If keeping an archive matters, use broadcast sessions shorter than 12 hours and retain local recordings as a separate backup. You can restart the YouTube broadcast while keeping the playout feed running, but that schedule is an operational response to the documented limits, not a YouTube-mandated configuration. Test the transition so viewers do not encounter an avoidable long interruption.

5. Choose an encoder approach that fits unattended operation
YouTube describes both software and hardware encoder workflows. It recommends professional-grade hardware encoders for higher-production-value events, but does not make dedicated hardware a requirement for a prerecorded news-radio stream. See YouTube live streaming tips.
Assess either approach against the same operational needs:

- Can it play the prerecorded files in the planned order and handle gaps or missed files?
- Can it route and monitor the audio and produce the intended visual?
- Can it run unattended for the hours you need, and what happens after a power, software, or network interruption?
- Can an operator see and respond to a failed feed, silent audio, frozen image, or missed bulletin transition?
- Can you schedule the YouTube broadcast restart separately from continuous program playout?
- What maintenance and operating costs are required for the chosen computer, playout setup, encoder, and connection?
The cited YouTube guidance does not validate a specific playout application, scheduler, encoder product, or automatic recovery method. Do not assume that any one of those capabilities exists until you verify it in the product you choose and test it under realistic conditions.

6. Test, monitor, and keep a local recording
Before relying on the stream, run a test and use Live Control Room to check the incoming preview. YouTube’s guidance also recommends checking that the event is reachable from channel and watch pages and mobile devices, monitoring audio and video quality, and confirming that local archive files are being written. Turn these checks into a simple operator runbook for an always-on service. Include who responds and what to check when the feed disappears, audio goes silent, visuals freeze, a bulletin fails to transition, a broadcast restart is missed, or a local recording is not being saved. Alerts for those conditions are sensible operational measures, not stated YouTube requirements.
7. Clear rights and assess monetization separately
You are responsible for the rights needed to transmit and archive the material, as well as applicable licensing, registration, notification, and other legal requirements in the territory where the stream is available. Review the rights status of recordings, music, voice talent, images, video clips, syndicated or wire copy, and other third-party material for both the live feed and its archive. YouTube’s livestream terms and conditions put responsibility for necessary rights on the content provider, including music licensing rights from relevant participants.

Monetization is a separate question from whether a stream can be created. YouTube’s channel monetization policies apply to live streams and can make repetitive or mass-produced content with little original value ineligible. Repeating identical recordings or looping a generic template is not a guarantee of monetization.
