It gives MPs and their staff impartial analysis, statistics, confidential help with constituency and policy questions, curated information resources, training and practical workspaces. Much of its published work is also free for anyone to read online, while tailored requests from Members remain a parliamentary service.
Behind every briefing is a coordinated team of researchers, statisticians, librarians, indexers, communications specialists and customer-service staff. Their job is not simply to write reports: they identify reliable evidence, explain complex policy, maintain information systems, support urgent parliamentary work and check that publications meet the Library’s standards for accuracy and political impartiality.
What does the House of Commons Library do?
The Library supports the day-to-day work of the House of Commons. MPs use it when scrutinising bills, preparing for debates, developing policy positions and answering constituents. Staff can request a quick factual check, a detailed analysis of a policy proposal or help finding authoritative parliamentary information. The service describes itself as independent, and its public publications are intended to inform rather than advocate.
The work reaches readers in two ways. Public briefings, data products and research guides are published on the Library’s website and can be read without charge. A separate request service gives MPs and their staff bespoke assistance that is not published for general use. Books, journals, databases, news subscriptions, training sessions and library workspaces support both routes.

The Library is part of UK Parliament, but it is not a political party research unit. Its role is to provide evidence and context to Members of all parties. A briefing can explain what a bill would do, summarise competing evidence or set out constituency-level statistics without recommending how an MP should vote.
Publications carry an important qualification: they are research and information products, not legal or professional advice. The briefing index warns readers not to rely on them as a substitute for advice from a qualified professional.
Who works behind the scenes?
The Library describes itself as a multidisciplinary service. Different specialists contribute at different stages, so the person who answers a Member’s question may not be the only expert involved.
- Researchers investigate legislation, public policy, constitutional questions, social issues and constituency topics. They gather primary documents, assess evidence and write explanatory analysis.
- Statisticians and data specialists produce economic, elections, Parliament and local-level datasets, checking definitions, dates and geographic boundaries before publication.
- Librarians and information specialists curate books, journals, databases, news subscriptions and parliamentary material, and help users locate sources efficiently.
- Indexers organise publications and subjects so that readers can find relevant material in the online archive.
- Communications professionals make complex findings readable, prepare web content and help publications reach parliamentary and public audiences.
- Customer-service staff handle enquiries, route requests to the right specialists and support access to resources, training and physical spaces.
This division of labour explains why a finished briefing can look straightforward even when the work behind it involves multiple disciplines and rounds of checking. The Library says its staff research, draft and review all Library and Parliamentary Office of Science and Technology (POST) publications.

| Service | Who uses it | What it provides | How it is accessed |
|---|---|---|---|
| Public briefings and quick reads | MPs, staff, journalists, researchers, students and the general public | Impartial explanations of legislation, policy and topical questions, with sources and further reading | Free online through the briefing collection; the searchable archive reaches back to 1993 |
| Data products | Parliamentary users and anyone needing official context | Constituency and local data, plus economic, Parliament and elections statistics | Online publications and downloadable datasets where provided |
| Confidential research requests | MPs and their staff | Fact-checking, policy development and analysis, or help answering a constituent’s question | Submitted through parliamentary channels; the scope, format and deadline are agreed with Library staff |
| Information and training services | MPs and parliamentary staff | Guidance on finding questions, debates, bills, press articles and Library publications, plus access to subscribed resources | Inductions, research-skills training, talks and staffed library facilities |
These categories overlap in practice. An MP may start with a public briefing, ask a librarian for a source, attend training and then submit a confidential request for a constituency-specific analysis.
How a public briefing is made
A briefing starts with a question that matters to parliamentary work: what a bill changes, how a policy operates, what the latest statistics show or what issues are likely to arise in a debate. Researchers define the scope and identify the relevant legislation, official statistics, independent evidence and previous parliamentary material.
Evidence gathering and analysis
Researchers compare sources rather than relying on a single statement. They check the date and jurisdiction of each document, distinguish proposed rules from law already in force and explain where evidence is incomplete or contested. Statistical material is interpreted with its definitions and limitations, so a percentage is not detached from the population or period it describes.

The writing is structured around decisions a Member may need to make: the current position, what would change, the arguments and evidence on different sides, and where to find the underlying documents. Debate packs, described in the Library’s guide for the 2024 Parliament, provide overviews of debate topics and point readers to further parliamentary material and reading.
Review and publication
Drafts are reviewed before they appear online. The Library’s editorial policy states: “The House of Commons Library and POST are staffed by people and it is those people that research, draft and review all of our work.” That statement places responsibility for the accuracy and judgment of the final publication with staff, even when digital tools assist with parts of the workflow.

Once published, a briefing can be updated when legislation, statistics or official guidance changes. Readers should check the publication date and any update note before using an older document for a current decision.
How do MPs get research from the Library?
MPs and their staff can ask the Library for work tailored to a specific need. A request might be a fact-check before a speech, an analysis to inform policy development or assistance answering a constituent’s detailed question.
- Define the question. The requester explains the issue, the geography or group involved, the decision deadline and the desired output. A precise question helps staff identify the right specialist and avoid researching material that will not be useful.
- Discuss scope and timing. The Library operates with finite resources. Its Statement of Services says staff may negotiate the scope, form or deadline of a request so that the work is deliverable and proportionate.
- Research and check sources. A researcher gathers authoritative material, tests factual claims and identifies uncertainty or competing interpretations. Data requests may require specialist statistical work.
- Receive the response. The result may be a short factual answer, a set of sources, a briefing-style note or another agreed format. It is prepared for the requesting Member or staff team rather than as a public publication.
The Statement of Services describes the Library as “an independent research and information service” and says requests and responses are not shared with other Members or their staff. Confidential support is therefore different from a public briefing: it is a parliamentary service for eligible users, not a commercial consultancy open to anyone.
What information resources are available?
Library users can combine expert help with self-service research. Curated books and journals provide background and specialist scholarship; databases and news subscriptions help users locate current reporting and primary documents; parliamentary material connects a policy question to debates, questions, bills and committee work.
Training is designed to make those resources usable under time pressure. The training and events programme includes inductions, research-skills instruction and talks. Training pages specifically describe help with finding parliamentary questions, debates, bills, press articles and Library briefings. A new staff member can therefore learn not only where information is stored, but also how to search it efficiently and judge which source fits a particular question.

Data for constituencies and local areas
Data products extend the service beyond national policy summaries. Constituency and local-level information can help an MP understand demographic, economic or electoral conditions in a defined area. Economic, Parliament and elections datasets provide broader context. Users must still read the accompanying definitions: boundaries, time periods and methods determine what a comparison actually means.

Where does the physical library fit?
Digital publications are only one part of the service. The Members’ Library is in the Palace of Westminster, and Derby Gate Library is at 1 Derby Gate. Both are described as quiet workspaces where MPs and staff can use information resources, make research requests and collect printed publications.
These locations matter because parliamentary research often involves several sources at once. A user may consult a printed bill or journal, search a subscription database, discuss a question with staff and continue drafting in a quiet workspace. The physical libraries also provide a point of contact for Members who need help navigating the wider information system.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Are House of Commons Library briefings impartial?
The Library says its publications are politically impartial analysis and statistics. Impartiality does not mean pretending that evidence is always evenly divided. A briefing can report that a proposal has strong support in one body of evidence and serious criticism in another; its responsibility is to describe the evidence and its limits accurately rather than campaign for an outcome.
Editorial review is the practical safeguard. Staff check quotations, figures, definitions, legal status and the distinction between fact and interpretation. The policy also addresses artificial-intelligence tools: they may assist some tasks, but they do not replace the staff who research, draft and review the work or the Library’s editorial responsibility for what it publishes.

How readers should use a briefing
- Check the publication date and whether a later edition or update exists.
- Read the scope, definitions and methodology before quoting a figure.
- Follow the links and references when a claim is important to a legal, financial or policy decision.
- Treat the briefing as information and analysis, not as legal or professional advice.
Who can use the House of Commons Library?
| Reader or user | Public material | Confidential requests and member facilities |
|---|---|---|
| General public | Can read the online briefings, quick reads and many data publications without charge. | Cannot submit an MP-only confidential research request through the parliamentary service. |
| MPs | Can use the public archive and data. | Can request tailored research, use subscribed information resources, attend training and work in the parliamentary libraries. |
| MPs’ staff | Can use public publications. | Can support Members through the confidential request service and use the information, training and workspace offer available to parliamentary staff. |
| Journalists, academics and students | Can use the open archive as a source of parliamentary background and statistics. | Do not receive the Member-only confidential service merely by virtue of researching Parliament. |
The public archive makes the Library unusually useful outside Westminster. Its reach back to 1993 allows readers to trace how an issue, law or statistical series has been explained over time, while the date on each publication indicates whether it remains current.
What the Library does not claim
There is no single current official figure in the cited service pages for total staff, annual request volume, budget or the number of publications. Those operational totals should not be inferred from website traffic examples or from the size of the archive. The service can be substantial without a reader having a reliable public headcount.
Nor is every output a substitute for specialist advice. A briefing can explain the law as understood at the time of writing, but a solicitor, accountant or other qualified professional may be needed for advice about a particular case. Similarly, a dataset can illuminate a constituency while still requiring careful interpretation of its boundaries and time period.
How the Library’s parts fit together
The behind-the-scenes model is best understood as a loop rather than a publication factory. Public briefings make reusable analysis available to everyone. Confidential requests reveal the immediate, specific questions Members are facing. Librarians and databases help users find evidence; training improves their ability to search it; statisticians turn official data into usable local and national context; and editorial review keeps the published record accurate and impartial.
