In late June and early July 2025, racist and antisemitic short videos apparently generated with Google’s Veo 3 spread widely on TikTok. One reported clip reached 14.2 million views, while other examples drew hundreds of thousands or millions of views. The incident exposed a gap between platforms’ written safety rules and how quickly synthetic hate can be detected and removed—not evidence that Google or TikTok officially endorsed the material.
What happened
Media Matters identified TikTok accounts posting short AI-generated videos built around racist, antisemitic, anti-immigrant, anti-Asian and anti-Black stereotypes. Reporting by Ars Technica and WIRED found that the clips often used synthetic voices, fictional street interviews, faux-news formats and meme-style scenarios.
The videos appeared to have been made with Google’s Veo 3 because they carried the model’s visible watermark and showed characteristics associated with its output, including realistic short clips with synchronized audio. The careful description is “apparently generated with Veo 3”: a watermark or visual style supports attribution, but it does not prove that every clip was created directly from an unrestricted prompt or that Google’s systems produced every element.

Some videos used dehumanizing caricatures of protected groups. Others presented hateful claims as absurdist comedy, fabricated interviews or apparently spontaneous recordings. That presentation matters: a video criticizing racism, documenting it or using it in an educational context is not automatically equivalent to a video promoting the same stereotypes. The surrounding caption, account history, editing and apparent intent are relevant.

How large was the audience?
One reported video accumulated 14.2 million views, according to a summary of the Media Matters findings published by DeepNewz. Other clips reportedly received hundreds of thousands of views, and WIRED reported that an Instagram video associated with the same trend exceeded one million views.
Those figures establish substantial reported audiences, but they do not provide a complete measurement of the trend. Views are not the same as likes, comments, reposts or unique viewers. They also do not prove that TikTok’s For You recommendation system intentionally promoted racist content. People may watch, criticize, report or share a video in opposition to it, and that engagement can still increase its exposure before removal.
The available reporting does not provide an independently audited total number of videos, a denominator for all participating accounts, the average time each video remained online or a comprehensive estimate of cross-platform circulation. Removed originals may also survive as screen recordings and reposts on TikTok, Instagram, X, YouTube or private messaging services.
Why Veo 3 made the episode significant
Veo 3 was unveiled at Google I/O 2025 and became available to users by late May. Google later announced paid-preview availability through the Gemini API on July 17, 2025. The model’s importance in this incident was not that it invented racist stereotypes. It reduced the time, skill and cost required to package old stereotypes as convincing video.
- Realism: lifelike people, settings and camera movement can make fabricated scenes feel documentary.
- Native audio: synchronized synthetic speech and ambient sound make a clip resemble an ordinary social post rather than a visibly artificial animation.
- Short duration: brief outputs fit TikTok’s rapid meme cycle and encourage repeated variations on a theme.
- Low production cost: creators can generate many versions, test which attracts attention and quickly re-edit successful formats.
- Watermarking: a visible Veo mark can help viewers and researchers identify likely provenance, but it does not prevent cropping, screen recording or redistribution.
Google said users had generated tens of millions of videos with Veo 3 by July 2025. That was a total-generation figure, not a measure of racist content or TikTok uploads. It also says nothing by itself about the intentions of individual users.

Google has described watermarking and its SynthID provenance technology as tools that can assist identification. They are not the same as reliable, platform-wide detection of every repost or edited copy.
Did Veo 3’s safety filters fail?
The reporting shows that people were able to obtain racist-looking outputs or create videos that appeared to use Veo 3. It does not prove that every clip resulted from a direct, unmodified prompt that bypassed Google’s safeguards.
Several routes could produce a similar result:
- A creator could use wording that evaded a filter while still implying a protected-group stereotype.
- They could iterate through indirect prompts until an output was produced.
- They could edit, combine or overdub an otherwise permitted generation.
- They could use a third-party interface or workflow.
- They could upload material generated by another system while adding a Veo-like watermark or presentation.
- They could redistribute a clip after it had been generated elsewhere.
Google’s Generative AI Prohibited Use Policy prohibits hate speech, harassment, abuse, violence-related misuse and attempts to circumvent safety protections. The relevant question is therefore not whether Google had a written rule. It did. The accountability question is how those rules operated in practice across generation, editing, provenance and distribution.
What TikTok’s rules prohibit
TikTok’s Community Guidelines prohibit attacks based on race and other protected attributes, hateful slurs, dehumanization, claims that protected groups are inherently dangerous, and promotion of hateful ideologies or supremacy. Its rules apply whether content was made by a person, generated by an AI model or assembled from multiple sources.
TikTok also distinguishes between removal and recommendation eligibility. Content that does not meet the threshold for removal may still be excluded from the For You feed if it uses demeaning stereotypes or insinuations. That distinction is important: a platform can leave a post accessible while limiting its recommendation, or remove a post only after it has already reached a large audience.

TikTok’s rules also recognize public-interest contexts such as documentary reporting, education, counterspeech, satire and art. Such material may receive labels, warnings or For You restrictions depending on the context. A journalist documenting racist AI content should not automatically be treated as a creator endorsing it.

TikTok says creators must label realistic AI-generated or significantly AI-edited content. This includes synthetic videos of realistic people, places or events; real footage substantially changed with AI; and content that makes people appear to say or do things they did not.
Creators can use TikTok’s AI-generated-content setting or disclose AI use through a caption, sticker, watermark or other clear context. TikTok’s guidance is available on its AI-generated content support page.
The central distinction is simple:
An AI label answers “Was this made or altered with AI?” It does not answer “Is this content allowed?”
A racist video can be accurately labeled and still violate hate-speech rules. Conversely, a news report about a racist synthetic video may need an AI disclosure while remaining permissible because it provides critical context.

How prohibited material can reach millions
Moderation is not a single filter that makes a decision once. A video passes through upload systems, automated classifiers, user reports, human review, recommendation systems, account enforcement and sometimes duplicate-detection tools. Failure or delay at any stage can allow exposure to grow.
- Context is difficult: indirect stereotypes and coded language are harder to classify than explicit slurs.
- AI changes the visual surface: synthetic characters and surreal settings may not match existing image or keyword patterns.
- Meme formats disguise intent: a hateful premise can be presented as a joke, fake interview or absurd skit.
- Volume creates delay: automated systems and moderators must process enormous amounts of new video.
- Engagement is ambiguous: criticism and reporting can generate the same measurable signals as approval.
- Copies outlive removals: deleting an account does not erase downloaded or screen-recorded versions.
None of this demonstrates that TikTok deliberately boosted hate. It does demonstrate why eventual removal is not the same as preventing distribution. The fact that prohibited material could accumulate very large audiences before enforcement is the central accountability issue.

TikTok told Ars Technica that more than half of the accounts identified by Media Matters had already been banned for policy violations before the report was published. The company said the remaining accounts were subsequently removed. TikTok says it uses automated systems and human moderators to identify violations; its enforcement framework is described here.
That response indicates enforcement occurred, but it does not establish how many videos were removed, how long they remained available, whether they were found proactively or through reports, or how many views they received before removal. It also does not establish whether reposts were blocked or whether any accounts earned money.

- How many posts and accounts were removed?
- What was the average time from upload or first report to removal?
- Were the accounts monetized through ads, gifts or other programs?
- Were search terms, hashtags or recommendations restricted?
- Were duplicate copies detected through hashes or provenance signals?
- Did the content circulate outside TikTok after the original accounts disappeared?
The money and attention behind synthetic hate
Inflammatory content can function as an audience-growth tactic even when it is later removed. WIRED reported that some creators offered instruction on making similar videos for $15. That points to a commercial ecosystem around tutorials, prompts, production services or access—not proof that every creator involved earned money from TikTok.
No reliable figure establishes total revenue from the specific accounts or confirms TikTok monetization for the videos. The broader incentive is nevertheless clear: cheap generation, rapid variation and strong reactions can help accounts attract attention. That attention may later be used to sell tutorials, grow a following or redirect viewers to other content.
What users should do
If you encounter a suspected AI-generated hate video, report it without helping it spread. TikTok’s stated reporting route is:
- Open the post.
- Tap Share, or press and hold the post.
- Choose Report.
- Select Misinformation.
- Choose Deepfakes, synthetic media, and manipulated media.
- Submit the report.
Menu names can vary by app version, geography and policy update. If the exact option is unavailable, use the closest hate-speech, harassment or synthetic-media category.
Preserve evidence without amplifying it
- Save the post URL and account username.
- Record the date, approximate time, view count and visible AI label or watermark.
- Take screenshots rather than downloading and reposting the clip.
- Do not repeat hateful prompts or slurs unnecessarily.
- Report the original and obvious duplicates separately.
What this incident does—and does not—prove
The 2025 episode did not show that Google made racist videos or that TikTok officially approved them. It showed that model safeguards and platform moderation are separate control points. Google governs access to generation and its prohibited-use rules; TikTok governs upload, recommendation and enforcement on its service. A weakness in one system can be compounded by the other, but the two should not be treated as one mechanism.
It also did not prove that AI created racism. The stereotypes predated generative video. AI made it easier to produce realistic, personalized and repeatable versions at scale, while social platforms made it possible for a single clip to reach millions before a decision was made.
Because the documented wave occurred primarily in late June and early July 2025, it should be described historically. The available evidence does not establish that the same videos are still going viral on TikTok in September 2026. The enduring lesson is broader: when synthetic media can look and sound ordinary, safety depends not only on whether a model refuses a prompt, but also on whether platforms can identify context, stop copies and act before attention becomes distribution.
