In HLS, a player first reads a playlist, requests the media segments listed there, buffers and plays them in order, and—if the stream offers multiple versions—can switch to a version better suited to changing network conditions. For live video, the player refreshes the playlist to find newly published segments.
The basic idea: an index points to playable pieces
HTTP is the request-and-response system used to fetch resources from web servers. In segmented video streaming, the resources include a playlist or manifest and the media segments it identifies. A compatible player retrieves these resources over HTTP, decodes the media, and presents the pieces as one continuous program.
HLS, or HTTP Live Streaming, is one protocol for organizing this exchange. Its playlists are UTF-8 text files containing URIs and descriptive tags. A media playlist identifies an ordered sequence of media segments; a master playlist can point to several media playlists representing different encoded versions of the same program.
That playlist-and-segment design is specific to HLS. Other HTTP-based streaming systems use their own manifest formats and rules, even when they share concepts such as segmented media and adaptive quality.

What happens between the video source and the viewer
- Encode and package the source. An encoder converts a live feed or finished program into supported audio and video formats. A packager divides the encoded output into media segments and creates the playlist files that describe them. Apple’s deployment overview describes a typical HLS workflow using fragmented MPEG-4 or MPEG-2 transport-stream media; the formats a particular service can use depend on its target devices and authoring requirements.
- Publish the playlists and segments. The media playlist gives the client the segment order and related playback information. If several versions are available, a master playlist can provide links to their separate media playlists and describe the available variants.
- Serve the resources over HTTP. A web server or content delivery network (CDN) hosts the playlists and segments. These are separate resources fetched as needed; the viewer is not simply downloading a complete movie file before playback starts. HTTP delivery can use ordinary web-serving and caching infrastructure.
- Fetch, buffer, decode, and play. The client reads the playlist, requests segments, and decodes and presents them in sequence. Buffering gives playback some tolerance for changes in delivery conditions. The exact buffer size and the player’s selection logic vary; there is no single universal setting or adaptive-bitrate algorithm.
- Refresh a live playlist. As a live program continues, its playlist is updated to expose newly available segments. The player reloads it to learn what it can request next.
In this arrangement, the encoder and packager prepare media and indexes, the server or CDN delivers them, and the player handles fetching and playback. The CDN can help distribute HTTP resources, but its presence alone does not guarantee a particular speed or latency.
How playlists and segments fit together in HLS
Master playlist: available versions
A master playlist acts as an index to other playlists. It can describe variants of the same presentation encoded at different bitrates, formats, or resolutions. Depending on the available presentation and player, related choices may also include different audio languages or camera views.
Media playlist: the segment sequence
A media playlist identifies the media segments that make up a particular version of the program. HLS playlists use tags as well as URIs. RFC 8216’s illustrative playlist includes #EXTM3U, a target duration, #EXTINF entries that give segment durations, and segment URIs. The RFC’s example uses a 10-second target duration; that is an example in the 2017 document, not a universal segment length.

Media segment: one requested portion
A segment is a sequential piece of encoded audio and video that the player retrieves as a resource. Playing the referenced segments in order produces the presentation. In its definition, RFC 8216 describes a media playlist as a list of media segments that, when played sequentially, plays the multimedia presentation.
How adaptive bitrate playback responds to changing bandwidth
If an HLS presentation offers variants at multiple bitrates or resolutions, the client can choose among them as conditions change. This process is commonly called adaptive bitrate (ABR) playback. When the available throughput falls, a player may request a lower-bitrate variant; when conditions improve, it may select a higher-quality one. That trade-off is possible only when the stream has suitable alternatives and the player supports them.
The playlist supplies options; the player decides what to request. The exact decision method is implementation-dependent, and a switch is not guaranteed to happen immediately when Wi-Fi changes. Network throughput can fluctuate, segments already in the buffer still affect what is currently playing, and the player’s own policy influences when it changes variants.

A variant is not the same thing as a rendition in every context. Variants commonly describe alternate encoded versions of a program, while rendition choices can represent alternate media such as language or camera angle. What a viewer can choose depends on how the presentation was packaged and what the player supports.
Live streaming and on-demand playback
Video on demand
For video on demand (VOD), the program is complete and the playlist covers the available presentation. A viewer can generally start at a point in that completed program if the player and service provide that navigation.
Live video
A live source is still being encoded and packaged while viewers watch. Its playlist changes as new segments become available, and the player reloads the playlist to discover them. The broad playlist-and-segment model is therefore shared with VOD, but a live playlist represents a moving edge rather than only a completed program.

Why live playback has delay
There is no single latency value for all HTTP live streams. Segment duration, encoder and packager behavior, how the playlist is refreshed, CDN delivery, and the player’s buffering policy all affect how far playback trails the live source. Shorter media pieces alone do not establish a particular end-to-end delay.
Apple’s current authoring guidance recommends a six-second target duration in its Apple-device authoring context. That recommendation should not be treated as a universal rule for every HLS implementation. It differs in context from the 10-second target-duration example in RFC 8216.

Low-Latency HLS (LL-HLS) adds playlist and segment behaviors intended to reduce latency while retaining the HLS model. Apple documents features including partial segments, playlist delta updates, blocking playlist reload, preload hints, and rendition reports. These mechanisms let a client learn about and request media in smaller or more timely increments.

Apple gives 200 milliseconds as an example possible duration for a partial segment, while regular media segments might be six seconds. The 200-millisecond example describes a partial-segment duration, not measured glass-to-glass latency or a guarantee of how quickly a viewer will see an event. Actual delay depends on the full publishing and playback chain.
HLS, MPEG-DASH, and CMAF: what can be said safely
HLS is not the only adaptive HTTP streaming approach. Apple identifies MPEG-DASH as another approach associated with CMAF, a common segmented-media format. CMAF can allow HLS and MPEG-DASH presentations to use common media objects for bitrate or resolution tracks, but that does not make their playlists, signaling, or implementations interchangeable.
A useful high-level comparison asks whether the intended devices and player support the codecs, containers, encryption or digital-rights-management requirements, and playlist or manifest format; how the workflow handles adaptation and recovery; what latency the production setup can support; and how much encoding, packaging, CDN, monitoring, and playback integration it requires. Those are practical decision axes, not a feature-by-feature verdict: the cited material does not establish a complete neutral comparison of HLS and MPEG-DASH.
What HTTP streaming does—and does not—mean
- It does mean the player retrieves playlists or manifests and media resources using HTTP-based delivery.
- It does not mean the whole video is transferred as one completed file before playback begins.
- It can support quality changes when the presentation exposes multiple suitable variants and the client can select among them.
- It does not guarantee a particular bitrate, resolution, buffer duration, startup time, or live delay. Those depend on the encoded options, delivery path, and player behavior.
- It is not one universal format. HLS has its own playlist and packaging rules; other approaches have their own specifications.

Specifications and guidance evolve
RFC 8216, published by the RFC Editor in August 2017, is an informational specification describing HLS version 7. It remains a useful foundation for understanding playlists, segments, variants, and client-server roles, but it is not the whole of current HLS guidance. Apple says HLS continues to evolve and publishes current authoring guidance for Apple devices, as well as updated draft references. Treat the RFC’s protocol description and Apple’s device-specific recommendations as distinct kinds of guidance.
