How Emory Upton Remade U.S. Army Tactics—and Challenged Its Traditions

Emory Upton changed the U.S. Army in two different ways. His Civil War experiments helped produce an infantry system adopted in 1867, encouraging more open formations and coordinated fire and movement. His later campaign for a professional, centrally planned Army influenced reformers but was never accepted as a complete program. Upton’s battlefield methods therefore entered Army practice more directly than his institutional blueprint.

Who was Emory Upton?

Emory Upton (1839–1881) was a West Point graduate, Union officer, instructor and military writer whose career connected Civil War combat with the professionalization debates that followed it. He graduated in 1861, at the opening of the Civil War, and built a reputation as an energetic tactician. After the war he taught infantry, cavalry and artillery at West Point and served as commandant of cadets from 1870 to 1875.

Upton’s importance lies less in a single invention than in the way he linked three problems: how troops should fight after firearms became more lethal, how officers should be trained to use those methods, and how the United States should organize an Army between wars. The first problem produced a practical tactical system. The third produced a controversial political and constitutional argument. Treating both as if they had the same outcome obscures his actual influence.

What did Upton learn on the Civil War battlefield?

The assault at Spotsylvania Court House

On May 10, 1864, during the fighting at Spotsylvania Court House, Upton led a concentrated assault against Confederate breastworks. Instead of sending troops forward in the extended linear formations associated with mid-nineteenth-century battle, he arranged them in a column designed to punch through a narrow section of the works.

The column initially penetrated the Confederate position. That success demonstrated that a carefully concentrated formation could break into fortified defenses, even when a conventional line might lose momentum under fire. Yet the advance could not be held. Supporting troops did not arrive as needed, and Upton’s men eventually withdrew.

The episode is valuable precisely because it was both a success and a failure. It showed tactical promise under battlefield conditions, but it did not create a self-sustaining victory. The assault exposed the operational requirements of any breakthrough: coordination, reserves, communication and timely exploitation. Later accounts use Spotsylvania as an example of experimentation rather than proof that column attacks alone had solved the problem of assaulting field fortifications.

Why the action mattered beyond one battle

By the final years of the Civil War, rifled muskets, repeating arms, improved artillery and field fortifications made dense formations increasingly vulnerable. Upton’s experience suggested that units needed enough concentration to generate shock at a selected point, but also enough dispersion and flexibility to survive modern fire. The practical question was not simply “line or column.” It was how formations could move, fire and support one another under conditions in which an exposed mass could be destroyed before reaching its objective.

Upton did not single-handedly create modern infantry combat. His action was one contribution to a longer adjustment in which armies tested skirmish lines, open order, covered approaches and coordinated fire. Its enduring value was that it turned battlefield observation into a systematic argument about training and doctrine.

How did Upton’s postwar tactical system change Army practice?

Adoption in 1867

The Army adopted the postwar infantry tactical system associated with Upton in 1867. Army historical accounts describe it as a move away from rigid linear practice toward more open formations and a closer integration of fire with maneuver. Soldiers were expected to use terrain, maintain more room between men and units, and advance through a sequence in which firing and movement supported each other.

Adoption of a manual did not instantly make every unit fight in a modern way. Manuals had to be taught, rehearsed and adapted to officers’ judgment, terrain and the weapons actually available. The 1867 system was an important stage in that development, not a sudden replacement of all earlier methods. Its significance is best measured by the problems it tried to solve: excessive vulnerability in dense ranks, difficulty controlling units under fire and the need to combine a firing line with a maneuvering force.

Instruction at West Point

Upton’s influence expanded because he was an instructor as well as a combat veteran. At West Point he taught infantry, cavalry and artillery, giving cadets a view of tactics as an integrated problem rather than a collection of branch-specific drills. As commandant of cadets from 1870 to 1875, he also occupied a position from which ideas could spread through the officer corps.

This educational role mattered over decades. A tactical system survives when officers understand its purpose and can modify it intelligently, not merely when a headquarters prints a regulation. Upton’s teaching helped connect Civil War lessons to the professional habits of officers who would lead the postwar Army.

What did Upton’s foreign study and books add?

The 1875–1876 study mission

In 1875–1876 Upton studied foreign armies. He paid particular attention to European organization and to the professional systems that linked officer education, staff work and mobilization. He published his observations as The Armies of Asia and Europe in 1878.

The book widened his subject from battlefield technique to the machinery that made an army capable of learning, planning and expanding. Upton was interested in how other states selected officers, prepared staffs and coordinated forces before a crisis. His comparisons were not a neutral catalog: they supported his view that the United States needed stronger permanent institutions if it expected to fight effectively after a period of peace.

From tactics to military policy

Upton’s principal argument about American organization appeared in the unfinished The Military Policy of the United States. He died in 1881, before completing it. Secretary of War Elihu Root later arranged its publication in 1904, making the manuscript available to a new generation of reformers.

The posthumous publication explains why Upton’s reputation grew after his death. The book offered a sustained critique of a system that relied heavily on small peacetime forces and temporary volunteers in war. It also supplied reformers with historical arguments about why the United States repeatedly entered conflicts without an adequate permanent structure.

What reforms did Upton propose?

Upton’s institutional program was more ambitious than his tactical work. Its principal elements can be separated as follows:

Proposal What Upton sought Why it was controversial
Professional Regular Army A stronger permanent force capable of maintaining expertise between wars. It challenged the American preference for limiting standing armies and relying on citizen-soldiers.
Regular officers for wartime volunteers Volunteer formations would be organized and led within a professional framework during mobilization. Militia and volunteer traditions treated local and state-based military service as a safeguard against excessive central power.
General staff A permanent body for planning, coordination and preparation rather than improvised wartime administration. It implied more centralized authority and a larger professional bureaucracy.
Advanced officer education Systematic study for officers beyond basic commissioning and branch instruction. It favored expertise and institutional standards over seniority or purely political influence.
Examination-based promotion Professional tests and demonstrated knowledge as part of advancement. Such standards could displace patronage, informal connections and some traditional seniority practices.
Reduced civilian influence in battlefield command Greater operational independence for professional soldiers during combat. It raised constitutional questions about civilian control and the proper relationship between elected authorities and the Army.

These were arguments for a coherent professional institution, not merely for better drill. Upton believed an Army needed trained specialists who could plan in peacetime, educate one another and expand without rebuilding its command system from scratch.

Why did Upton’s institutional program meet resistance?

The citizen-soldier tradition

In the United States, suspicion of a large standing army was tied to the political culture of the early republic. Many Americans regarded state militias and temporary volunteers as a protection against military domination. Upton’s preference for a strong Regular Army and regular officers supervising wartime volunteers therefore looked to some observers like a transfer of power from communities and states to a permanent national establishment.

The disagreement was not simply between “modern” and “backward” soldiers. It involved constitutional authority, public finance, federalism and the meaning of citizenship. A professional officer corps could provide continuity and technical competence, but a militia-centered system promised broader civic participation and less danger from a permanent military caste.

Influence without wholesale adoption

Army histories describe Upton as a leading younger reformer, yet they also emphasize the uneven results of his program. His tactical system entered Army practice. His wider institutional recommendations did not become policy in their entirety. Later interpreters sometimes selected the parts of his work that supported their own reform agendas while ignoring limits or opposing implications.

That selective reception is central to Upton’s historical importance. A writer can influence debate even when legislators, presidents and senior officers reject much of his prescription. Upton gave professional reformers a vocabulary for criticizing improvisation, weak staff work and inadequate officer education, but he did not settle the citizen-soldier question.

How should Upton be distinguished from Elihu Root?

Root’s decision to publish The Military Policy of the United States in 1904 helped preserve and amplify Upton’s arguments. It does not mean that every reform associated with Root was Upton’s own design. Root operated in a different political moment and developed his own legislative and administrative program.

The distinction matters because later reforms can make Upton appear to have authored the entire professional Army that emerged in the early twentieth century. A more accurate account is that Upton supplied influential analysis and proposals; Root and other officials later chose, adapted or rejected elements within changing political circumstances. Publication created access to Upton’s ideas, not automatic adoption of them.

Upton’s influence in two different registers

Area Evidence of influence Limit or qualification
Battlefield tactics The Army adopted his postwar infantry system in 1867; historians connect it with open order and fire-and-maneuver. Adoption of a manual did not instantly transform every unit, and the system was part of a longer evolution.
Officer education His teaching at West Point and advocacy of advanced study strengthened the case for professional instruction. Educational reform required institutions and standards that developed gradually.
General staff and planning His writings made centralized planning and professional staff work prominent reform issues. The proposals encountered resistance and were not accepted wholesale.
Regular Army and volunteers He offered a clear model for integrating wartime volunteers under regular leadership. The model conflicted with militia and citizen-soldier traditions.
Historical interpretation The Military Policy of the United States, published in 1904, became a major reference for later reform discussions. Later readers used his arguments selectively; publication should not be confused with complete implementation.

A concise timeline of Upton’s career

  1. 1839: Emory Upton is born.
  2. 1861: He graduates from West Point and enters Union service.
  3. May 10, 1864: He leads the column-based assault at Spotsylvania Court House; the penetration succeeds initially but cannot be held without timely support.
  4. 1867: The Army adopts the postwar infantry tactical system associated with Upton.
  5. 1870–1875: He serves as commandant of cadets at West Point while teaching military subjects.
  6. 1875–1876: He studies foreign armies.
  7. 1878: He publishes The Armies of Asia and Europe.
  8. 1881: Upton dies before completing The Military Policy of the United States.
  9. 1904: Elihu Root arranges the posthumous publication of the unfinished work.

Why Emory Upton still matters

Upton’s career shows how military change moves through several channels. Combat experience can expose weaknesses, but doctrine must translate those observations into training. Training can spread a method, but institutional reform depends on politics. A successful tactical idea may therefore coexist with a rejected organizational program.

His legacy is strongest when kept in those proportions. Spotsylvania illustrates experimentation and the need for operational support. The 1867 system marks an important move toward open formations and coordinated fire and movement. His foreign study and later books turned battlefield lessons into a case for professional education, staff planning and a stronger Regular Army. The resulting debate sharpened the Army’s understanding of professionalism without erasing the American commitment to civilian authority and citizen service.

For viewers exploring documentaries or military history, Upton is consequently more than a reform hero. He is a case study in how an officer’s ideas can be adopted in one domain, resisted in another and reinterpreted by successors. His influence was real, but it was neither uniform nor automatic.
