Spoilers through Season 3. Grace Penn begins The Diplomat as a formidable vice president and is eventually revealed as the political architect of the attack on the British aircraft carrier HMS Courageous. Her stated aim was to preserve a nuclear-submarine base in Scotland and the US–UK security relationship, but the operation killed 43 people and helped trigger a chain of events that put her in the presidency. By the end of Season 3, she and Hal Wyler appear to have taken possession of a Russian doomsday weapon.
Who is Grace Penn?
Grace Penn, played by Allison Janney, is the vice president of the United States when she enters the story in Season 2. She is a senior political operator, not a career diplomat like Kate Wyler. Her power comes from her office, her strategic instincts and her ability to set an agenda while making others accept it. Keri Russell has described Grace as someone who can dictate the terms of a room. Janney joined the cast in Season 2 after creator Debora Cahn, her former The West Wing colleague, approached her about the part. What did Grace do to the HMS Courageous?
The attack on the British aircraft carrier HMS Courageous initially appears to be the work of Russia or British Prime Minister Nicol Trowbridge. Season 2 reveals that Margaret “Meg” Roylin, Trowbridge’s former adviser, was the British participant. The deeper reveal is that Grace originated the plan: she was not merely aware of it or unable to stop it. Netflix’s Season 2 ending explainer identifies her as the source of the idea.
Grace did not physically carry out the attack. Roylin connected the scheme to its British side, and Russian mercenary Roman Lenkov was involved in its operational execution. Calling it simply a Russian attack or an operation by the British government alone misses the show’s distinction: Grace was the American political architect, while others handled the operation on the ground.

Why did Grace target the ship?
Grace believed Scottish independence could endanger nuclear security. The United States and United Kingdom use a nuclear-submarine base in Scotland called Creegan. She feared an independent Scotland would close it because Scottish nationalists opposed nuclear weapons and English control. In her view, losing the base would give Russia a more favorable route through the Arctic and North Atlantic toward the United States.
Her plan was to use an attack to rally the United Kingdom politically and weaken the independence movement, preserving Creegan and the US–UK security relationship. She says she did not intend for anyone to die. That intention does not erase the outcome: Netflix’s Season 3 explainer gives the Courageous death toll as 43. Was Grace trying to start a war?
Her stated goal was political, not to provoke a permanent war with Britain. But the scheme depended on concealing who was responsible and manipulating the security environment, making escalation a foreseeable risk. Grace casts herself as preventing a larger strategic catastrophe by accepting a smaller one; the operation instead killed sailors and risked rupturing the US–UK relationship.

Creator Debora Cahn has said the intended response is uncertainty about whether Grace made the wrong choice and whether someone else might have made the same one. Her motives and her consequences remain in conflict.
What happens when Kate learns the truth?
Kate initially wants Grace out of office and sees that she could be considered to replace her. Hal Wyler warns that exposing Grace could damage democratic institutions and destabilize the United States. Kate is pulled between revealing the truth, protecting the government and the US–UK relationship, and the vice-presidential path the White House had envisioned for her.
Her response to Grace shifts from intimidation and admiration to temporary defense and then hatred. The conflict is not just personal: any choice Kate makes has consequences for national institutions and international security.
Does Grace resign, and how does she become president?
Grace does not resign. After learning about her role, Kate and Hal assume she cannot remain vice president. Trowbridge, who does not know Grace’s part in the attack, praises her to President William Rayburn. Rayburn considers moving her into a nuclear-czar role overseeing nuclear stockpiles and strategy, but the move is not finalized. Chief of Staff Billie Appiah plans to reverse the proposal, and Grace realizes Kate may be maneuvering to replace her.

Rayburn reacts badly and suffers a fatal heart attack. Grace succeeds him as president. The series does not portray Hal as deliberately killing Rayburn; Season 3 describes his actions as accidentally hastening the president’s death. Hal carries guilt over the chain of events.
What is Grace like as president in Season 3?
Season 3 picks up immediately after Rayburn’s death. Grace is suddenly president while Kate and Hal know she initiated the Courageous operation. She must confront the consequences of a decision she made to shape British politics, now from the highest office in the United States.
Despite her hostility toward Kate, Grace repeatedly seeks her advice in a crisis because Kate is effective under pressure. This is an acknowledgment of Kate’s ability, not a reconciliation.
Grace and Todd Penn
Season 3 brings Grace’s husband Todd Penn on screen. Played by Bradley Whitford, Todd becomes First Husband after Grace takes office. Their marriage is shaped by negotiation, competing expectations and the strain of her political rise. Todd also helps Kate understand the danger in Grace’s relationship with Hal: it is not portrayed as sexual, but as a potent political alliance.
Grace and Hal Wyler
Grace and Hal are not depicted as having an affair. Their connection is professional and intellectual: both are ambitious, instinctive operators who make decisions quickly and accept risk. Kate is alarmed by how effective they could be together, not by a supposed romance. The danger is that neither checks the other’s impulses. Cahn has described them as both pressing the accelerator without anyone applying the brakes.

Season 3 reveals that the missing Russian nuclear-powered B-90 Sarov submarine carries Poseidon, which the show describes as a salted bomb designed to maximize radioactive fallout. The submarine is found about 12 nautical miles off England’s northeastern coast. One proposal is a “Runit Dome” solution: contain the vessel and weapon in a structure modeled on the radioactive-waste containment dome on Runit Island in the Marshall Islands.
The finale strongly indicates that Grace and Hal arrange for an American Ohio-class submarine to reach the Russian submarine and take Poseidon. Grace tells Trowbridge the United States sent an unmanned drone to photograph the vessel; Kate recognizes that the account does not fit the operation. She connects that deception with Grace and Hal’s secretive behavior and concludes they took the weapon. When Kate confronts Hal, he tells her to tell no one, then tells Grace that Kate knows.
What the finale establishes—and leaves open
- Established: Grace and Hal arranged an American submarine’s access to the Russian submarine; Poseidon disappeared after the operation; Kate concludes they took it; and Hal tells Grace that Kate knows.
- Unresolved: The finale does not reveal where the weapon is, whether Grace intends to deploy it, whether Russia or Britain knows the full truth, or what specific plan the pair has for it.
Is Grace a villain?
Grace is a major source of the series’ catastrophic decisions, but the show frames her as more complicated than a conventional villain. She created a false-flag attack, accepted the risk of deaths she says she did not intend, manipulated British politics, and helped set off events that culminated in her presidency. By the Season 3 finale, she appears to have participated in taking a Russian doomsday weapon.

The character’s central conflict is between motive, competence, consequence and accountability. Grace may believe that national security requires decisions others will not make; the people killed and the risks she creates are the cost of that belief.
What is Grace Penn’s status after Season 3?
At the end of Season 3, Grace is president, and the Poseidon plot remains unresolved. Netflix has announced Season 4, with Janney and Whitford promoted to series regulars. The available official account does not establish Grace’s ultimate fate or what she and Hal intend to do with the weapon. Netflix’s Season 4 announcement confirms the continuing roles.
