Yes—but not because Korean webtoon artists have been replaced by image generators. The strongest evidence shows AI entering the business first through translation, recommendations, piracy detection, character chat, avatars and other platform services. Adoption of AI for producing comic images remains a minority practice: a 2024 Korea Creative Content Agency (KOCCA) survey found experience at 27% of responding companies, versus 73% reporting none.
The short version: a platform transformation, not an artist wipeout
Generative AI is changing South Korea’s webcomics industry, but “AI-generated webtoons are taking over” is not an accurate description of the evidence. KOCCA’s 2024 survey of 159 companies found that 27% had experience using AI for image production and 73% had not. Reported use was higher among platforms (41.7%) than content providers (25.9%), although the platform figure came from only 12 respondents and should not be treated as an industry-wide estimate. The more visible shift is around the artwork. Webtoon companies are applying machine-learning and generative systems to lower distribution costs, find readers, localize stories, protect intellectual property and turn characters into interactive products. Some of those systems generate text or images; others, such as recommendation and anti-piracy tools, are AI systems without being generative AI.

Where AI sits in the webtoon pipeline

Translation is the clearest scale opportunity
For a Korean creator, reaching another country can require translation, lettering, cultural editing and a separate release schedule. WEBTOON announced a unified CANVAS expansion covering English, Spanish, French, Indonesian, Thai, Traditional Chinese and German, alongside an opt-in AI-powered Translation Program. The company says eligible creators retain control over localization and distribution; a May 2026 filing described beta access for eligible English-language CANVAS creators. Machine assistance could reduce cost and shorten the interval between a Korean release and an overseas edition. It may also give smaller titles a chance to be discovered internationally rather than waiting for a publisher to fund a full localization.
But Korean webtoons rely heavily on speech levels, honorifics, slang, dialect, sound effects and culturally specific jokes. A technically understandable translation can still alter a relationship or flatten a character’s voice. The practical model is therefore likely to be machine draft plus human editing, particularly for valuable or culturally complex titles. The announcement demonstrates a product direction, not proof that automated translations match professional literary localization.
Discovery becomes another contest for creators
WEBTOON says it uses AI-powered recommendations based on onboarding preferences, reading history, genres, themes and drawing style, and has added keyword discovery and trailer-like previews. WEBTOON’s discovery announcement

This changes the economics of publishing. A creator must still make a compelling series, but must also be legible to a ranking system: the right thumbnail, metadata, pacing and early reader signals can influence whether a title is surfaced. Personalization may help a niche series find a receptive audience. It can also reinforce existing hits, make ranking decisions opaque and encourage creators to optimize for measurable engagement rather than experimentation.

Recommendation, moderation and analytics systems are often described loosely as “AI.” They may be predictive or classificatory rather than generative. Their industrial effect can nevertheless be substantial because platforms control the data, interface and route to readers.
From finished comic to interactive character
WEBTOON’s 2025 annual report identifies AI-powered recommendations, character chat and other tools, while warning that AI outputs can be inaccurate, biased or legally problematic. Annual report · SEC filing
In April 2026, WEBTOON and Genies announced an opt-in program for interactive digital avatars based on selected characters, initially naming The Greatest Estate Developer, The Knight Only Lives Today and My In-Laws are Obsessed with Me. Announcement
An avatar or chatbot turns a one-way story into a service. Potential businesses include subscriptions, virtual goods, licensing and branded experiences. The unresolved issues are just as important: Did the creator authorize the character’s personality and dialogue? Who approves responses that are out of character or unsafe? Does an existing adaptation contract cover chat and virtual goods? How is revenue divided among creator, studio, licensor and platform?

What changes for labor?
“The artist” is not one job. A webtoon production chain can include a writer, storyboard artist, character designer, penciller, inker, colorist, background artist, assistant, letterer, editor, translator, trailer producer and rights staff.
AI may help a team prototype a background, test a composition, clean repetitive work or prepare a translation draft. That can lower barriers for independent creators and leave more time for writing, directing and revision. It can also reduce demand for assistants and junior artists, put downward pressure on episode budgets or shift hidden labor into checking and correcting machine output.
There is not enough evidence here to claim that AI has already eliminated large numbers of Korean webtoon jobs. Such a conclusion would require employment, commissioning, wage and production-volume data. The better-supported concern is bargaining power: platforms that own models, audience data and distribution may capture efficiency gains while creators absorb new review work or lose control over how their style and characters are reused.
Copyright is several questions, not one
The Korean Copyright Commission has published guidance on registering AI-assisted works and preventing disputes involving generative-AI outputs. For a webtoon project, the legal checklist includes:
- Was training material licensed or used without permission?
- Is an output substantially similar to a protected panel, character or composition?
- Was an identifiable artist’s style deliberately imitated?
- How much human creative control shaped the prompt, selection, edits, compositing and final episode?
- Can the human-created portions be registered separately from machine-generated material?
- Do platform and studio contracts permit AI-assisted production, training or character reuse?
- Are creators told when their work is used to improve a system?
These are fact-specific questions, not a settled rule that every AI-assisted work is protected or unprotected. Commission guidance is not the same as a final court judgment. Translation, recommendations, character chat and anti-piracy matching also raise different rights and data issues.

A webtoon magnifies small errors. A generated face, costume or prop can change between panels; Korean lettering and sound effects can be malformed; a character’s speech level can shift; and a promotional image can unintentionally resemble another artist’s work. In a serialized story, an attractive single image is less important than maintaining visual identity and emotional timing over dozens of episodes.
AI is strong at variation, speed, categorization and first drafts. Human creators remain responsible for narrative judgment, cultural specificity, visual authorship, tone and continuity. “AI-assisted” is therefore too vague to describe a production unless a publisher also explains which decisions and labor stayed human.

AI’s double role in piracy
AI can protect webtoons by finding image matches, tracking illegal reposts and automating notices. WEBTOON describes Toon Radar and watermarking as technologies for protecting creator rights. Toon Radar Kakao Entertainment’s anti-piracy reporting illustrates the scale of the underlying business problem, including a system it says blocked 240 million illegal cases. The same generative tools can make unauthorized translation, editing and redistribution cheaper. That is AI-enabled piracy, not evidence that ordinary piracy has disappeared. Automated enforcement also needs appeals and human review so that legitimate quotation, fan activity or authorized licenses are not removed by mistake.
Why Naver, Kakao and other platforms matter
South Korea’s webtoon economy is platform-led. Naver Webtoon and Kakao Entertainment influence distribution, monetization, recommendations, contracts, overseas expansion and adaptations into television, film, games and merchandise. Adoption varies with title budget, genre, deadline, target market, contract terms and tolerance for copyright or audience backlash. A platform announcement proves a launch or plan; it does not prove widespread creator use or reader acceptance.
How to judge whether the change is durable
- Adoption: How many companies and creators actually use the system?
- Workflow: Is it making final panels, or helping with translation, discovery or operations?
- Economics: Does it reduce cost, increase output, expand revenue or simply improve convenience?
- Labor: Which roles disappear, change or emerge?
- Rights: Who controls training data, outputs, model improvements and derivative products?
- Audience: Does personalization improve access without reducing trust or quality?
- Durability: Is the feature an experiment, or is it embedded in contracts and standard workflows?
Bottom line
South Korea is moving toward an AI-augmented, globally localized and increasingly platform-controlled webtoon ecosystem. The biggest near-term gains are likely to come from translation, discovery, rights protection and interactive IP—not from publishing entire mainstream series without human artists. The decisive question is no longer simply whether AI can draw a panel. It is whether creators retain consent, attribution, editorial control and a fair share of the value generated around that panel.
