Pennsylvania’s former prison closed in 1970 and is now a preserved historic site with scheduled public hours. Its semi-ruined cellblocks, vaulted ceilings and shafts of daylight can look like the setting of a ghost story, which explains the language of “hallowed” and “haunted” in a 44-photo feature. The site’s own audio tour calls the building “haunting, if not haunted”; that is atmospheric language, not proof of paranormal activity.
The photographs are most useful when viewed alongside the institution’s history. Eastern State was created to isolate prisoners in individual cells, changed as crowding made strict separation impractical, and later became a threatened ruin before preservation turned it into a museum and educational site. The context below explains what those images can—and cannot—tell you.
Why Eastern State Penitentiary looks abandoned
Eastern State’s appearance is the result of deliberate preservation of a deteriorating former prison, not neglect of a currently operating property. The historic site describes its grounds as semi-ruined: roofs, walls, cell interiors and corridors retain visible damage and weathering, while the organization stabilizes the complex and interprets its history for visitors. That balance produces photographs with peeling surfaces, deep shadows, exposed masonry and vegetation that appears to reclaim parts of the structure.
The prison’s closure explains the empty, frozen-in-time impression. Pennsylvania ended prison operations there in 1970. The complex served briefly as a city jail in 1971, then stood unused and faced possible demolition. Preservation advocates helped stop a sale process in 1988. The first hard-hat tours drew 10,000 visitors in 1994, beginning the transition from threatened property to public historic site.

Today, the institution says its work is preservation and public interpretation of the site’s complicated legacy and of the American criminal-justice system. “Abandoned” is therefore an accurate description of the prison’s former status, but not of the visitor operation that exists now.
The prison’s original idea: isolation as reform
The Pennsylvania legislature approved funding for Eastern State in 1821. Designers built the institution around the Pennsylvania System, a reform theory that placed each incarcerated person in an individual cell for most of the day. Prisoners were expected to perform labor in their cells and use solitude to reflect, repent and become penitent.
The radial plan associated with Eastern State placed cellblocks around a central point so staff could monitor movement while limiting contact among prisoners. A cell’s high window or skylight supplied light without creating an ordinary street-facing room. In photographs, repeated doors, narrow views and overhead light are architectural evidence of that policy—not merely Gothic decoration.

Dickens’s 1842 response
Charles Dickens visited Eastern State in 1842 and objected to the effects of enforced isolation. In his account he wrote, I believe it, in its effects, to be cruel and wrong.
His sentence is a period reaction to the Pennsylvania System, not a modern evaluation of every later condition at the site. It matters because it records how the prison’s central reform claim looked to a prominent visitor during the system’s early history.
When strict separation stopped matching reality
Isolation began to erode before the formal policy change. As the prison became crowded, people were sometimes required to share cells and dining spaces, making the original one-person, one-cell ideal impossible to maintain. Eastern State officially abandoned the Pennsylvania System in 1913. The architecture remained, but the social arrangement it was designed to enforce had already changed.
From operating prison to preserved historic site
The institution’s timeline has four distinct phases. Separating them prevents photographs of the present-day site from being mistaken for evidence of one unchanging prison.

| Period | What changed | Why it matters when viewing photographs |
|---|---|---|
| 1821–1913 | Funding, construction and operation under the Pennsylvania System, with solitary confinement and labor intended to inspire penitence. | Cell size, doors, skylights and circulation routes reflect an isolation regime. |
| Before 1913–1970 | Crowding weakened strict separation; the formal Pennsylvania System ended in 1913, while the prison continued operating under different practices. | A photograph of a cellblock cannot by itself show whether a particular room was used for solitary confinement at a given date. |
| 1970–1971 | The penitentiary closed in 1970 and was briefly used as a city jail in 1971. | Later use complicates any claim that every visible feature belongs to the original reform experiment. |
| 1988–present | Preservation advocacy helped prevent demolition; hard-hat tours began in 1994, followed by an ongoing historic-site operation. | Ruined textures are preserved and interpreted rather than left as an unrestricted derelict. |
The site says nearly 85,000 people occupied its vaulted, sky-lit cells over the institution’s history. The page does not state a year for that figure, so it should be read as the organization’s historical total without an assigned publication date.
How to read a 44-photo collection responsibly
A gallery of 44 images can communicate atmosphere and architectural repetition, but photographs are selective. A dark corridor may emphasize emptiness while omitting staff areas, safety barriers or stabilization work. A close view of a cell can suggest personal confinement without proving who occupied that particular room or when.

- The scale and repetition of cellblocks, doors and passageways.
- How overhead or high-set windows bring daylight into spaces designed to restrict contact.
- Material aging: cracked plaster, worn masonry, rust, water staining and other signs of a long-closed industrial complex.
- The contrast between preserved structure and semi-ruined surfaces.
- Why the site’s geometry produces a solemn, unsettling visual mood.
What the images cannot establish on their own
- The identity of an unseen room or corridor when a caption is absent.
- The date of a wall, door, repair or piece of equipment.
- Whether a particular cell was occupied under the original solitary regime or during a later period of crowding.
- Evidence that a shadow, blur or empty passage is paranormal.
Captions for the specific 44-image set are not available in the public material used for this article. It would therefore be misleading to assign individual photographs to named rooms or claim that every frame is an original image from one identified gallery. Use the photographs as an entry point, then consult the site’s interpretation on location for room-specific history.

Is Eastern State Penitentiary haunted?
“Haunted” has become part of Eastern State’s cultural reputation because the building is vast, quiet and visibly weathered. Its audio-tour transcript describes the place as “haunting, if not haunted,” preserving the distinction between an emotional response and a verified supernatural event.
No source cited here establishes paranormal activity. A creaking roof, changing light or an indistinct figure in a photograph has ordinary explanations in a large, aging structure. You can discuss ghost stories as folklore or atmosphere, but presenting them as documented fact would go beyond the evidence. The more defensible interpretation is that the site feels haunted because its architecture makes historical absence visible: thousands of former occupants, a severe confinement policy and decades of vacancy are all legible in the same spaces.

Hours and event dates can change, especially around seasonal programming. Check the current official schedule before traveling rather than relying on a date printed in a photo caption or an older guide. A historic site with active preservation work may also close particular areas without changing its general opening hours.
Plan a first visit
- Check the live calendar. Confirm opening hours, seasonal closures, ticket instructions and any event-specific entry rules.
- Allow time for interpretation. The radial architecture is easy to photograph quickly, but understanding the Pennsylvania System, later crowding and preservation history requires reading and listening stops.
- Wear practical clothing. Semi-ruined historic areas can include uneven surfaces, narrow passages and changing temperatures. Follow posted access and safety directions.
- Keep the timeline in mind. Ask whether an exhibit concerns the original solitary model, later prison practice, the 1971 jail use or the preservation era.
- Follow staff instructions. Preservation zones and fragile surfaces are not photo props, and access can be adjusted for safety or conservation.
Can you take pictures inside?
The official visitor FAQ encourages a camera for personal, non-commercial photography. Visitors who are not members and bring a tripod, monopod or easel need a daily photography-equipment pass. The FAQ also says commercial or posed shoots, along with some other uses, require advance arrangements.
Because policies and fees can change, verify the current photography rules before bringing equipment; do not assume an older fee still applies. A handheld camera or phone is the simplest option for a normal visit. Large supports can slow movement in narrow areas and may be restricted even when ordinary personal photography is allowed.
Practical photo etiquette
- Do not cross barriers or touch masonry, doors, graffiti or exhibit materials to improve a composition.
- Keep walkways clear for other visitors and staff.
- Use a tripod only where the current policy and staff directions permit it.
- Ask in advance about portraits, staged scenes, lighting, audio recording and commercial publication.
- Describe the site accurately when sharing images: it is a preserved historic site, not an unrestricted abandoned building.
Why the photographs matter beyond atmosphere
Eastern State’s visual power can obscure the human policy that produced it. The high windows and isolation cells were intended to make people confront their own conduct, but Dickens argued that the result was cruel and wrong. Later crowding demonstrated that a system designed around one person per cell could not survive unchanged as the population increased. The 1913 abandonment of the Pennsylvania System was therefore a major institutional shift, not a minor administrative update.
The site’s preservation also changes the meaning of “ruin.” Leaving a building to collapse would erase evidence; stabilizing selected areas while allowing the semi-ruined character to remain makes the evidence available for public examination. The same cracked surface that creates a dramatic photograph can prompt questions about prison design, reform ideals, overcrowding, punishment and the choices involved in preserving difficult places.
Quick Recap
What to remember when viewing the 44 images
