Why the answer depends on what you mean by “Disney movies”
The company-wide film chronology
D23’s company list counts films across formats and genres. Its first 25 therefore include more than theatrical animation: live-action adventure films and nature documentaries sit alongside animated features and films that combine animation with live action.
The classic animated-feature chronology
D23 also maintains a narrower Animated Features, Classic list. It covers major full-length animated features produced by Walt Disney Feature Animation and excludes direct-to-video features, theatrical features made by Disney Television Animation, stop-motion films such as The Nightmare Before Christmas, and computer-animated films such as Toy Story. Under that specific roster, number 25 is The Black Cauldron (1985). It is a different list, not a correction to the company-wide chronology.

What the early titles reveal about Disney’s changing film output
Animation begins with a landmark feature
Snow White and the Seven Dwarfs debuted in 1937. D23 identifies it as Disney’s first feature-length animated film, and Walt Disney Animation Studios calls it the studio’s first fully animated feature. D23’s historical overview places Pinocchio and Fantasia next, both released in the list’s 1940 year field and regarded by D23 as technical achievements. Their costs coincided with a period when World War II was cutting the company off from foreign markets.
Wartime work and the South American films
Saludos Amigos and The Three Caballeros belong to a wartime production context distinct from Disney’s later postwar output. D23 says they were made in South America at the request of the U.S. State Department. The intervening company-wide entries also show why a simple animated-feature label can be misleading: the list includes Victory Through Air Power and other works outside the familiar run of stand-alone animated stories.

Postwar package features, live action and nature films
Some postwar animated entries, including Make Mine Music and Melody Time, are package features—collections of short cartoons presented together—rather than single continuous stories. The same chronology records Disney’s expansion into other kinds of filmmaking. D23 describes Treasure Island (1950) as the company’s first completely live-action film and links the studio’s growth in live-action production with its True-Life Adventure nature series. The list’s nature-film entries include The Living Desert and The Vanishing Prairie.
