Short answer: Disney initially opted out of having its material appear in OpenAI’s Sora 2, while talent agency CAA warned that the video service posed a “significant risk” to clients and their intellectual property. But the dispute later took an unexpected turn: Disney agreed to license more than 200 characters to OpenAI in December 2025. OpenAI now says the standalone Sora product became unavailable on April 26, 2026.
The episode remains important because it exposed the unresolved fault lines around AI-generated video: copyright, actor likenesses, voice imitation, consent, compensation and who must police unauthorized uses.
What Sora 2 was
OpenAI announced Sora 2 on September 30, 2025. It described the system as a video-and-audio generation model that could create clips from text and other inputs, with more physical realism and control than the original Sora. OpenAI also highlighted synchronized dialogue, sound effects and generated background audio. Those are OpenAI’s product claims, not independent performance findings. Why Hollywood objected
The objection was not simply that an AI system could generate moving images. The concern was that Sora could be used to produce and distribute, at scale:
- recognizable copyrighted characters and fictional universes;
- videos resembling films, television shows or existing footage;
- digital depictions of recognizable actors and public figures;
- imitations of voices, mannerisms and performance identities; and
- commercial or reputationally damaging material associated with a studio or performer.
On October 6, 2025, the Motion Picture Association criticized the launch, saying videos infringing its members’ films, shows and characters were appearing on Sora and social media. The MPA said it supports responsible AI that helps human storytelling, but opposes services that enable or fail to prevent large-scale infringement. Its members include Disney, Netflix, Paramount, Amazon MGM, Sony, Universal and Warner Bros. Discovery. The MPA’s position is an industry advocacy position, not a ruling by a court or regulator.
What CAA meant by “significant risk”
CAA’s warning, reported by Reuters, covered several different risks rather than one single copyright theory. The agency characterized OpenAI’s Sora as a “significant risk” to clients and their rights. That was an advocacy statement, not a judicial finding that every Sora output was unlawful.
1. Intellectual property
A generated clip might draw on a studio-owned character, a film’s visual identity, recorded footage or other protected creative assets. Even when a result is not a literal copy, rights holders may object to material that appears to be an unauthorized derivative or commercial substitute.
2. Likeness and publicity rights
An actor’s face or recognizable digital persona can raise issues separate from copyright ownership in a film. The performer, studio and other parties may control different rights depending on the contract, jurisdiction and use.
3. Voice and performance imitation
A system may imitate an actor’s voice, gestures or characteristic performance without reproducing a specific scene. Voice, publicity, contract, unfair-competition and other legal rules can overlap here, but they are not one universal “AI likeness right.”

4. Economic substitution
Agencies also worry that generated performances could reduce demand for actors, writers, directors, extras and other creative workers, particularly if synthetic material is used instead of commissioning and licensing human work.

These concerns should not be collapsed into the claim that Sora “copied actors.” A generated resemblance, a cloned voice, the use of a character, the reproduction of film footage and the imitation of a performer’s general style can involve different rights and different evidence.
Did Disney block Sora 2?
“Blocked” is headline shorthand, but it is not precise. Reuters reported that Disney opted out of having its material appear in Sora 2. The available reporting does not establish that Disney technically guaranteed that every possible reference to Disney-related material could never be generated.
Several actions can be described loosely as blocking but have different meanings:
- filtering a particular prompt;
- removing identified material from product or model access;
- using an opt-out mechanism for a rights holder’s intellectual property;
- refusing to participate in a licensing arrangement; or
- bringing a legal claim over specific outputs.
The reporting supports the first description of Disney’s early position: an opt-out from participation or inclusion. It does not, by itself, prove a universal technical ban or a lawsuit against OpenAI.

A central criticism was that rights holders reportedly had to explicitly ask OpenAI not to include their copyrighted material, rather than receiving blanket exclusion by default.

That approach shifted practical work onto studios and other rights holders. They would need to consider how OpenAI could identify every relevant character, title, performer and work, and whether an opt-out covered training data, prompts, outputs, a particular product or all of those categories.
It also raised operational questions: Would an opt-out cover altered spellings, parodies, mashups and newly created variations? Would it apply globally? Who would monitor the results? Most importantly, a product opt-out and copyright liability are separate questions. Opting out may affect how a service treats material, but it does not automatically settle whether a particular use was authorized or unlawful.
Disney changed course
In December 2025, Disney announced a landmark agreement with OpenAI. Under the announcement:

- Disney would become Sora’s first major content-licensing partner;
- more than 200 characters from Disney, Pixar, Marvel and Lucasfilm properties would be available for fan-inspired videos;
- curated Sora-generated videos were expected to appear on Disney+; and
- Disney planned to invest $1 billion in OpenAI, subject to the conditions described in the company’s release.
Disney’s announcement and its investor-relations release describe the arrangement. The deal did not necessarily contradict Disney’s earlier opt-out. The two positions represented different choices:
- reject uncontrolled or default inclusion of studio intellectual property; and
- allow selected uses under a negotiated license with defined commercial and safety terms.
That distinction is likely to shape future agreements between entertainment companies and AI developers. Studios may be more willing to authorize character use when they can negotiate scope, compensation, moderation, attribution, territories, duration and termination rights.
Sora’s later shutdown
The original controversy is now historical rather than an active dispute over an available standalone app. OpenAI’s safety page says the Sora product was no longer available as of April 26, 2026. Associated reporting from The Associated Press and Reuters reporting reproduced by Investing.com described the shutdown of the Sora social-video platform.

That does not establish that OpenAI abandoned all video-generation research or functionality across its wider product ecosystem. It establishes that the Sora product itself was discontinued. Any separate OpenAI video capability would need to be evaluated on its own terms.

For rights holders: opt out or license?
Opting out preserves a hard-line position against uncontrolled use and may reduce some forms of unauthorized generation. It may not address lookalikes, parodies, altered prompts or content created outside the specific opt-out system.
Licensing creates a framework for approved use and can address compensation, safeguards, attribution and brand protection. But it may also normalize synthetic uses that performers and agencies believe could displace human work. A serious license would need to define the characters, actors, voices, territories, duration, permitted uses, moderation standards, reporting, payment, audit rights and termination remedies.
For actors and performers
Contracts and policies should distinguish among use of a person’s name, face, voice, footage, character, performance and general style. These may implicate copyright, publicity rights, contract rights, trademark, unfair competition, union rules and state law in different combinations. No single rule automatically answers every AI-likeness dispute.
For filmmakers and creators
Before using AI-generated video commercially, check whether the service permits commercial use, what rights it grants in outputs, how it treats uploaded footage and reference images, whether real-person likenesses and copyrighted characters are restricted, and whether provenance metadata is included. Keep records showing the source and permission status of every reference asset.
Risks include takedowns, account termination, unclear ownership, inability to clear a video for distribution and reputational harm if generated material appears to endorse a political, sexual, violent or commercial message involving a real person or familiar brand.

For studios and platforms
A credible rights-management system would need more than a watermark. It would address default treatment of copyrighted characters, prompt and output filtering, likeness and voice protection, repeat-infringer controls, provenance, complaints, takedowns, auditability, licensing, reporting, payment and remedies when safeguards fail.
OpenAI said Sora videos included visible and invisible provenance signals and C2PA metadata. Those are OpenAI’s stated safeguards; they can help identify or trace content but do not themselves prove that an output was authorized or prevent every infringement. The larger Hollywood–AI lesson
The Sora episode was not simply a story of Hollywood rejecting AI. It showed a conflict between two models. One model places the burden on rights holders to identify and exclude protected material. The other treats high-value characters, likenesses and voices as assets that should be used only through negotiated permission.
Disney’s later agreement demonstrated that a major studio could move from resistance to controlled licensing. The shutdown of the Sora product then changed the immediate commercial context, but not the underlying questions. Future AI-video services will still have to decide whether permission is the default, how performers are compensated, how generated likenesses are controlled and whether users can prove that their work is safe to distribute.
