Sometimes—but not reliably, and not necessarily without a bill. A free VPS avoids extra charges only while its compute, storage, outbound data transfer, and all other billable resources stay within the provider’s current free allowance. For a 24/7 video stream, outbound transfer is the main trap: even a low-bitrate stream can send close to a terabyte in a month. Google Cloud’s published free allowance includes just 1 GB of monthly outbound transfer, far too little for a typical continuous stream. Oracle Cloud documents larger Always Free compute resources, but capacity limits and possible idle-instance reclamation mean “free” is not a guarantee of uninterrupted service.
What “without extra costs” really means
A VPS can run a YouTube stream without an additional compute charge if the VM and every other resource it uses remain inside the provider’s applicable free allowance. That does not mean the whole workload is free, or that the VM will stay available indefinitely. Check the current terms and billing console for your account, region, and configuration before relying on a free tier.
- Free-tier allowance: a recurring quota for specified resources, subject to plan limits and eligibility.
- Trial credit: a temporary credit that can cover charges for a limited period; it is not a permanent monthly allowance.
- Overage: charges may apply when billable use exceeds a free allowance on an eligible paid billing account.
Google Cloud says its Free Trial is temporary; resources stop if the account closes without an upgrade. Oracle’s promotional credit is separate from its Always Free resources. Oracle says eligible Always Free resources continue after the trial period, subject to their limitations. Why bandwidth can make a free stream impractical
The VPS sends the encoded video to YouTube continuously. The transfer allowance must cover that outbound stream for the full time it runs. YouTube’s published H.264 bitrate recommendations provide a useful basis for estimating the scale:

These are decimal-data calculations, not transfer figures published by YouTube or a cloud provider. They omit protocol overhead and bitrate variation, so actual transfer can be higher. YouTube’s recommendations include 3 Mbps for 480p at 30 fps, 8 Mbps for 720p at 30 fps, and 14 Mbps for 1080p at 30 fps. Oracle says: “Idle Always Free compute instances may be reclaimed by Oracle.” Its documentation describes reclamation when, over a seven-day period, 95th-percentile CPU utilization is below 20% and network utilization is below 20%; for A1 shapes, memory utilization below 20% is also part of the criteria. These thresholds make a free instance a poor foundation for a stream that cannot tolerate interruption. Review Oracle’s Always Free Resources documentation.

Can a free cloud VM stay online all the time?
A provider may offer free VM capacity without promising that a particular instance will be available continuously for your stream. Free-tier quotas, regional capacity, resource eligibility, account status, idle-instance policies, and billing limits all matter. The official plan pages describe allowances and conditions; they do not establish independent uptime or prove that a particular VM can encode your video at the chosen settings.
For a documentary channel, an interruption can mean a stopped broadcast, a gap in the schedule, and a need to restart or verify the stream. If continuous availability is a requirement, compare a paid VPS with a hosted streaming service rather than treating a free VM as a dependable 24/7 commitment.

How to configure YouTube ingest from a VPS
YouTube documents RTMP and RTMPS ingest and recommends RTMPS. Its settings guidance recommends constant bitrate and a two-second keyframe interval, with intervals no longer than four seconds. YouTube lists H.264, H.265/HEVC, and AV1 as supported codecs and supports up to 60 fps. These are ingest recommendations, not proof that a chosen VM has suitable CPU capacity, architecture, network performance, or uptime.
- Choose an encoder and confirm the VM can run it. Check the VM’s CPU architecture, available compute, and encoder compatibility. A stream that starts successfully at one resolution may fail to encode in real time at another; validate the exact workload on the selected machine.
- Set the encoder for YouTube ingest. Use RTMPS where available, select a supported codec, configure constant bitrate, and set a two-second keyframe interval (never over four seconds). Choose a resolution and bitrate appropriate to the video and available resources; YouTube’s recommendations are guidance for the ingest, not a VPS capacity guarantee.
- Enter the YouTube stream key securely. Use the key provided for the intended YouTube live stream in the encoder’s ingest settings. Treat it like a password: do not publish it in scripts, logs, screenshots, or public repositories. If it is exposed, replace or reset it in YouTube’s live-stream settings.
- Estimate transfer before leaving the stream running. Multiply the outgoing bitrate by the planned streaming hours and compare the result with the provider’s transfer quota and billing rules. Include overhead and bitrate fluctuations in your safety margin.
- Test with representative video and audio. YouTube recommends a speed test and a test stream using representative movement and audio. Check the stream health indicator and messages while it runs, then confirm that the video and sound reach YouTube as expected.
- Check ongoing operations and billing. Monitor VM availability, outbound transfer, and the provider’s billing console. A successful test does not guarantee that free-tier limits, capacity, or account status will remain unchanged over a full month.
What to check before choosing a route
There is no single apples-to-apples cost comparison in the provider documentation cited here. Compare the specific configuration and workflow you intend to use rather than relying on a “free” label.

- Transfer allowance and overage: verify the quota, destinations covered, and billing treatment for traffic beyond it.
- Encoding capability: check CPU architecture and whether the VM can encode your source in real time at the desired resolution and frame rate.
- Availability and recovery: account for host capacity, idle-instance reclamation, restarts, monitoring, and the steps needed to restore a dropped stream.
- Region and workflow: confirm that the free shape is available in your permitted region and that the service supports your chosen live or prerecorded-video workflow.
- YouTube policies: a working ingest does not grant rights to the documentary footage, music, narration, or other material. Check that you have the rights to stream the content and review YouTube’s live-stream requirements and settings.
