Yes—a cloud-based setup can keep a 24/7 channel running without using the streaming server’s local disk as the permanent home for its video library. But “no local storage” does not mean “no storage anywhere”: the source videos may live in cloud object storage, and the live stream may create cloud-stored manifests and media segments. A continuous source or playout process is still needed to keep the channel on air.
What “without storing videos locally” means
Separate the different places video data can reside:
- Local server disk: The source library does not have to be stored permanently on the server that runs the stream.
- Cloud object storage: Source videos can be held remotely. Depending on the design, generated live-stream segments, manifests, or saved clips may also be written there.
- Temporary processing space: Encoding and streaming software may use memory or temporary working space. The available service documentation does not establish zero buffering or zero transient writes for every architecture.
- CDN cache: A CDN may cache delivered content; its behavior depends on provider configuration.
So the practical answer is that a server can avoid holding the permanent source library on its own disk. It is not accurate to promise that no video data is stored anywhere.
What a 24/7 cloud channel needs
Cloud storage alone does not make a channel continuous. A 24/7 schedule needs both a continuing source and a process that publishes it. For prerecorded programming, that could be a cloud playout or encoder process reading assets from object storage and supplying a live input to a managed transcoder. Alternatively, a live encoder can send a persistent feed to a managed service.

Google Cloud’s Live Stream API documentation describes an input endpoint accepting SRT or RTMP and a channel that transcodes the input into HLS or DASH. Google Cloud says its API transcodes live signals into those direct-to-consumer formats, and its HLS quickstart writes manifests and segments to a Cloud Storage bucket. The service’s overview describes using Cloud Storage as a backend for Media CDN. These are documented building blocks; they do not, by themselves, establish a universal playlist scheduler or a tested recipe for looping a prerecorded playlist indefinitely. The playout or scheduling component must be provided and configured separately.
Choose an architecture for the source and output
Managed live transcoding
A managed transcoder accepts a live input and produces viewer-facing output formats. Google Cloud documents SRT or RTMP input and HLS or DASH output; Cloudflare documents live inputs with unique stream keys and playback using its Stream Player or HLS/DASH-compatible players. Check each service’s current region support, ingest requirements, output formats, quotas, retention behavior, and service terms before building around it.
Cloud playout with media services and a CDN
A cloud playout process can select or loop source assets from remote storage, then publish a continuous feed through live media services to a delivery layer. AWS documents a CloudFront workflow using AWS Media Services that can be configured as a 24×7 channel. Google Cloud’s media guidance describes writing live output to a bucket and using a CDN to read it. These examples show possible implementation paths, not a performance or reliability comparison.

The cited documentation does not establish comparative prices, uptime guarantees, or a best provider. Treat those as deployment-specific decisions rather than assuming one architecture is universally cheaper or more reliable.
Plan storage, retention, and delivery separately
For Google Cloud’s documented HLS workflow, the live manifest and media segments are saved to Cloud Storage. Google recommends placing regional buckets close to transcoding resources for media workloads; that is implementation guidance, not a guarantee of a particular viewer experience.
Google Cloud’s Live Stream API also distinguishes DVR sessions from clips. DVR output can use the live stream’s storage location and is removed with the segments when the configured retention window expires. Clips are copied to a user-specified directory so they are not removed when that retention period ends. For this Google Cloud feature, the documented maximum retention window is 30 days; it is not a general limit for other providers.

Decide explicitly which source assets, generated segments, manifests, and clips need to persist, where each should live, and how long they should be retained. Confirm how a CDN reads the output and how its caching is configured for your playback needs.
Keep children’s-content rules distinct from the streaming setup
Infrastructure does not determine whether a YouTube program is made for kids. YouTube asks creators to designate the audience accurately and says relevant factors can include subject matter, intended audience, actors or characters, language, songs, stories, games, and activities. YouTube notes that its guidance is not legal advice; creators who are uncertain can consider consulting legal counsel.

YouTube restricts features on videos and live streams set as made for kids. Its listed restrictions include personalized advertising, comments, and live chat, among other features. Account for those limits when planning channel operations and monetization; they do not change whether a cloud setup can avoid a local source library.

For a do-it-yourself architecture, keep the source library in object storage, run a playout process that continuously reads and schedules those assets, send its persistent feed to a managed live transcoder, write output manifests and segments to the configured storage destination, and connect the output to a CDN or playback endpoint. Validate the scheduler, feed continuity, access controls, retention, and recovery behavior for the specific services you select; the cited documentation does not define one universal looping-playlist configuration.
