California’s Backcountry Drug War: Wildlife, Water, and Trespass Cannabis Grows

California’s “backcountry drug war” was a 2017 description of illegal cannabis gardens hidden on public land, where armed raids, toxic chemicals, diverted streams, and damaged habitat converged. Julian Smith’s feature for bioGraphic, republished by High Country News on March 30, 2017, followed wildlife biologist Dr. Mourad Gabriel and interagency teams in northern California. The page was updated January 24, 2024, but the reporting and figures remain historical rather than a current statewide assessment.

What “California’s backcountry drug war” means

The phrase refers to a conflict over illegal cannabis cultivation on public land, not to a conventional battlefield. During the period covered by Julian Smith’s 2017 feature, growers established concealed gardens in national forests and other remote areas. Their operations could require water diversion, long irrigation lines, pesticides, rodenticides, and repeated vehicle or foot access. Law-enforcement officers then entered sites that might contain weapons, hazardous containers, and unstable terrain, while biologists tried to determine what the chemicals were doing to wildlife.

That combination made the gardens an environmental and public-safety problem. The story centers on northern California, including a raid above Palmetto Creek in Plumas National Forest near Quincy. It does not establish how many such gardens exist today, nor does it provide a current statewide prevalence estimate. Statements about “the drug war” should therefore be read as a description of the conditions and investigations reported in 2017, not as a present-day count or forecast.

Dr. Gabriel explains the personal turn in his work this way: “I never thought that studying wildlife diseases would land me in the middle of the drug war,” he says. “But you can’t just stand by and do nothing.” His role illustrates why the issue reached beyond policing: carcasses, water sources, and contaminated soil could reveal effects long after a garden was abandoned.

How a hidden garden can alter public land

Water diversion on a large scale

Plants need a dependable water supply during California’s dry season. At two grow complexes surveyed in Lassen National Forest, the feature reports an estimated 269,000 liters (71,000 gallons) of spring water per day being diverted. The same account describes 65 kilometers (40 miles) of irrigation tubing spread across complexes covering 2.6 square kilometers (one square mile). Those numbers belong to the two complexes described in the 2017 story; they are not a statewide total or a current measurement.

Removing water at that scale can reduce flow available to aquatic organisms and downstream users, while tubing, tanks, and footpaths break up vegetation. A spring that appears small at its source can feed a network of channels, pools, and wet meadows. Diverting it changes conditions beyond the garden itself, although the feature does not quantify a region-wide hydrologic loss.

Poison left in the food web

Grow sites described in the story contained containers that could hold toxic chemicals. Investigators were concerned about pesticides and rodenticides used to protect plants or supplies. Wildlife can encounter bait directly, eat poisoned rodents, or consume prey that has accumulated a toxin. The story links that concern to fisher carcasses, making clear that the findings came from a defined sample rather than from every fisher in California.

Clearing, roads, and waste

Remote gardens require cleared plots and routes for people and equipment. Clearing removes understory cover, exposes soil, and leaves plastic, tubing, fertilizer containers, and other refuse behind. A site can remain hazardous after plants are removed because chemicals and infrastructure still need to be located, characterized, and hauled out. The feature presents cleanup as a specialized operation rather than ordinary litter collection.

The Palmetto Creek case study

The most concrete episode in the feature is an operation above Palmetto Creek in Plumas National Forest. Officers approached a garden while Dr. Gabriel collected plant material for pesticide testing. The account describes a setting where law enforcement and wildlife work had to occur together: officers secured a site that could be connected to armed criminal activity, while the biologist looked for evidence of chemical exposure.

  1. Entry and security: Officers conducted a raid in remote forest terrain. The story describes armed operations, so a reader should not treat the episode as a model for civilian site entry.
  2. Sampling: Gabriel wore blue nitrile examination gloves while collecting plant samples for laboratory pesticide testing. Gloves were part of his professional sampling activity, not a guarantee that a contaminated site is safe.
  3. Hazard recognition: Containers at the garden could hold toxic chemicals. Identifying an unknown container requires trained personnel and appropriate procedures; opening or moving it can increase exposure.
  4. Plant removal and evidence work: At the Palmetto Creek site, 5,257 plants were removed, according to the feature. Removal addressed the immediate garden but did not by itself resolve soil, water, waste, or wildlife concerns.
  5. Follow-up: Samples and observations could connect a particular garden to later toxicology or cleanup decisions. The story does not report a universal remediation result for all sites.

Plumas County Sheriff’s Office detective Chris Hendrickson captures the recurring nature of the problem: “These guys will be coming back,” Hendrickson says. “It would be interesting to be a fly on the wall when they see what has happened.” The quotation is about the operators in that reported case, not proof that every abandoned garden is reoccupied.

What the fisher findings showed

Fishers are forest-dwelling mammals that became an indicator for investigators because carcasses could reveal exposure that was otherwise difficult to see. Smith’s feature reports two related findings, both attributed to the 2017 account and its cited sampling:

Finding reported in the feature How to interpret it
More than 80% of 58 fisher carcasses collected over the preceding three years reportedly contained rodenticide. This is a result for that collection and period, not a current prevalence rate for all fishers or all forests.
All 22 radio-collared fishers in a 2016 sample that apparently died of natural causes reportedly had some synthetic poison in their systems. The finding indicates exposure in that sample; it does not prove that poisoning caused every death or establish a statewide cause-of-death percentage.

These distinctions matter. Detecting a chemical in tissue demonstrates exposure, while proving lethal poisoning requires toxicological and circumstantial evidence. A carcass can also reflect more than one stressor. The feature uses the findings to show why illegal gardens were investigated as a wildlife threat; it does not claim that the samples represent every forest, year, or fisher population.

Craig Thompson, a U.S. Forest Service wildlife ecologist, calls the situation “a massive problem.” His statement conveys the seriousness of the field observations, not a numerical estimate of total contamination.

Why entering a grow site is hazardous

Remote gardens combine risks that ordinary hikers rarely encounter. The feature describes these hazards in the context of trained law-enforcement and scientific teams:

  • Weapons and confrontation: Officers expected that some operations could involve armed people. A civilian cannot assume an apparently abandoned garden is unoccupied.
  • Unknown chemicals: Unlabeled containers may contain pesticides, rodenticides, fuels, or other substances. Smell and appearance are unreliable ways to identify them.
  • Contaminated objects: Soil, plant material, food, and discarded equipment can carry residues. Touching or moving items can spread contamination.
  • Remote medical access: Steep terrain and long travel times make an accident harder to treat.
  • Environmental instability: Improvised camps, pits, damaged trees, and irrigation lines can create trips, falls, or entanglement hazards.

This is not a field-sampling guide. People who encounter a suspected trespass garden should leave the area, avoid touching equipment or containers, keep others away, and contact the relevant land-management or law-enforcement agency. The feature’s description of Gabriel’s gloves and sampling does not make consumer protective gear sufficient for investigation or cleanup.

Illegal gardens and the regulated cannabis market are different systems

The story distinguishes black-market cultivation on public land from licensed production and sales. Mark Higley, a wildlife biologist with the Hoopa Tribe in Humboldt County, puts the distinction plainly: “These guys aren’t growing for the legal recreational market or medical dispensaries—they’re growing to exploit a black market somewhere.”

Question What the 2017 feature supports
Where did the gardens described occur? On public lands, including national forests in northern California.
What market did the operators target? The account describes an illegal black market, with officials saying many sites were associated with Mexican drug cartels.
Does the story prove illegal cannabis entered licensed stores? No. It explicitly says there was no proof that illegal cannabis entered the legal market.
Can the feature establish the current legal status of a site or product? No. Present legal status and enforcement conditions require newer, jurisdiction-specific information.

Officials’ statements about cartel connections are attributed reporting from the period, not an independently established finding that applies to every grow. Likewise, the existence of a legal cannabis market does not erase the separate environmental damage documented at illegal sites.

Enforcement, cleanup, and the limits of a raid

Removing plants is only one stage of restoring a public-land site. Teams may still have to map irrigation, remove tubing and containers, assess chemical residues, inspect springs, and determine whether wildlife or people were exposed. Each task requires different expertise and may involve evidence preservation, hazardous-material handling, or land-management decisions.

The story also shows why enforcement alone is difficult. Gardens are concealed in rugged terrain, operators can return, and evidence of ecological harm may appear in a carcass or water source months after a raid. A site can therefore be legally cleared while its environmental recovery remains uncertain. The feature does not provide a universal timeline, funding total, or success rate for cleanup, and those outcomes should not be inferred.

Figure Scope and date
5,257 plants removed Palmetto Creek site described in the 2017 feature.
269,000 liters (71,000 gallons) of spring water per day Estimate across two grow complexes surveyed in Lassen National Forest, as reported in 2017.
65 kilometers (40 miles) of irrigation tubing Those same two complexes, according to the feature.
2.6 square kilometers (one square mile) Combined area reported for the two complexes.
More than 80% of 58 carcasses Rodenticide detection in carcasses collected over the preceding three years, as reported in 2017.
22 of 22 radio-collared fishers Synthetic poison detected in a 2016 sample of animals apparently dying of natural causes, according to the feature.

The article also included market-size and revenue projections made in 2017, including a projected California market by 2020. Those projections have expired and should not be presented as present-day outcomes. The page’s January 24, 2024, update date does not convert the underlying reporting into a new forecast.

Why this remains a public-land issue

The feature’s central insight is that an illegal garden creates overlapping responsibilities. Forest managers must protect water and habitat; wildlife specialists must interpret poison exposure; sheriffs and federal officers must secure dangerous sites; and cleanup crews must remove infrastructure without spreading contamination. No single agency can answer all of those questions from a brief raid.

For readers, the practical lesson is limited but clear: a concealed garden is not simply an illicit crop plot. In the documented cases, it was also a potential hazardous-waste site, a source of water diversion, and a threat to animals that never encounter the people who planted it. The evidence is strongest for the specific sites and samples described by Smith. It does not justify a current statewide estimate, a claim that every grow uses the same chemicals, or a conclusion that illegal product entered legal stores.

California’s backcountry drug war is therefore best understood as a historical account of how black-market cultivation brought criminal enforcement and conservation science into the same remote places. Any claim about current prevalence, toxicology, legal policy, remediation funding, or enforcement responsibility needs newer official or scientific documentation than the 2017 feature provides.
