Arnold Schwarzenegger named Terminator Salvation (2009) as probably the worst Terminator movie, joking that it made no sense to make one without him. He gave that answer on Watch What Happens Live with Andy Cohen, explaining that the film was made while he was governor of California and he was not in it.
Which Terminator movie did Schwarzenegger call the worst?
His pick was Terminator Salvation, the fourth feature in the film series. In a June 25, 2025 report, SlashFilm quoted Schwarzenegger’s answer: “I would say the worst was probably the No. 4, because that was done during the time I was governor [of California] and I was not in it…How do you do a Terminator movie without me being in the Terminator movie? It doesn’t make any sense.” Startefacts published a corroborating report the following day.
The word “probably” matters: this was Schwarzenegger’s personal, joking answer to an audience member asking which entry he felt was worst, not an official franchise ranking or a claim of critical or audience consensus. SlashFilm’s report and Startefacts’ report recount the exchange.
Why did he single out Terminator Salvation?
His stated reason was that the movie was made during his governorship and did not include him. The punchline was self-interested humor about his importance to the series, rather than a detailed critique of the film’s story, direction, or production.

SlashFilm also reported that Schwarzenegger joked, “I called immediately,” then said, “I’m going to pass a law forbidding [filmmakers] to do movies that suck!” The joke plays on his former role as California governor; it should not be read as a serious account of a law or a production dispute.
What is Terminator Salvation?
Released in 2009, Terminator Salvation is the fourth feature in the series. The reporting identifies McG as its director and Christian Bale as John Connor, and describes its story as taking place in the future rather than returning to the past. Warner Bros.’ official movie page lists the film.

Schwarzenegger said he was not in the film. His answer was about that absence and the timing of its production; it does not establish how viewers or critics rank the movie against the rest of the series.

No. It establishes Schwarzenegger’s own pick in that interview, not a broader verdict. “Worst” can mean different things—personal enjoyment, reviews, audience ratings, box-office performance, or how a film fits the series—and those measures do not necessarily point to the same entry.
