The Borg rank first among Star Trek’s recurring alien antagonists, followed by the Dominion as a political and military power. That distinction matters: the Dominion is not a species, and the Borg are a collective rather than a conventional biological species. This is an editorial ranking, not an official canon list, based on recurrence, the scale and duration of the threat, franchise impact, and the depth of characterization.
How this ranking works
Star Trek’s enemies do not fit neatly into a list of species. Some are species; others are governments, alliances, or collectives that include more than one kind of being. The entries below rank recurring alien antagonists and antagonist powers, while identifying what each name actually describes. The order weighs their prominence and impact across stories, not moral character or a supposedly objective measure of danger.
1. The Borg
The Borg are the clearest choice for the top spot: their collective identity makes them an unsettling kind of enemy, and their threat has become central to how many viewers talk about Star Trek antagonists. TIME called them “Star Trek’s most viscerally terrifying villain” in its 2016 editorial list of villains. That is a critic’s judgment about the Borg as a villain, not an official ranking or a claim that they are one ordinary biological species.
2. The Dominion
The Dominion is a political and military power, not a species. Its principal constituent species are the Founders, Vorta, and Jem’Hadar. The conflict involving the Dominion grew into a major war that drew in the Federation, Klingon Empire, Romulan Star Empire, and other powers, giving it an impact beyond a single species’ encounters with Starfleet.

3. The Jem’Hadar
The Jem’Hadar are one of the Dominion’s constituent species, not a synonym for the Dominion as a whole. StarTrek.com describes them as bred foot soldiers. Their defined role makes them a distinctive recurring antagonist, while their place within a larger Dominion structure means they should not be mistaken for the power directing that structure.
4. The Cardassians
The Cardassians are both a species and a political power, and they are recurring antagonists in the franchise. StarTrek.com dates their first appearance to Star Trek: The Next Generation in 1991. Their presence on an antagonist list does not mean every Cardassian character is a villain; the available evidence supports their recurring role, not a blanket judgment about an entire people.

5. Romulans, Klingons, and Xindi
These recurring antagonists belong together here because the evidence supports their importance but not a firm ordering among them. Their roles and alignments vary by era and story, so “villain species” is especially imprecise for these entries.
Romulans
Romulans appear in plots as adversaries, but their role should not be treated as permanently fixed. The Dominion conflict overview also places the Romulan Star Empire among the powers involved in the broader conflict.

Klingons
Klingons are a major power whose alignment shifts across the franchise. They are among the participants in the wider Dominion conflict, so describing them simply as villains misses the changing political relationships in Star Trek.
Xindi
StarTrek.com cites Xindi leadership among examples of recurring antagonists. That supports their inclusion, but not a definitive placement above or below the Romulans and Klingons.

What the ranking means
The Borg lead this editorial list, while the Dominion ranks highly as a multi-species power whose conflict involved several major governments. The Jem’Hadar and Cardassians are significant recurring antagonists in their own right. Romulans, Klingons, and Xindi round out the list, with their positions deliberately left tied rather than implying a level of precision the evidence does not establish.
