Fifteen anime piracy websites were closed after direct negotiations in São Paulo on December 4, 2024, according to Japan’s Content Overseas Distribution Association (CODA). CODA reported about 7.95 million average monthly visits across the sites—not 120 million—during August–October 2024. The figure is visits, not unique people.
What happened in São Paulo?
CODA said the December 4, 2024 operation confirmed the closure of 15 websites that distributed Japanese anime with Portuguese subtitles for Brazilian audiences. The effort was approved by Toei Animation Co., Ltd., Toho Co., Ltd., and Bandai Namco Filmworks Inc., and was conducted as part of a project commissioned by Japan’s Ministry of Economy, Trade and Industry. CODA’s December 16 report describes the effort as a joint enforcement action.
CODA characterized the sites as originating and targeting audiences overseas. It said some used geo-blocking to prevent access from Japanese IP addresses, which made them harder for Japanese rights holders to detect, and that they earned unlawful advertising revenue. These are CODA’s descriptions of the sites and operation.
Where does the 120 million figure come from?
CODA attributed an estimate of approximately 7.95 million average monthly visits to Similarweb for the 15 websites over August–October 2024. That is not 120 million visits, and it does not represent 7.95 million distinct viewers: a visit count can include repeat visits by the same person. CODA’s report does not substantiate the headline’s 120 million figure.

The reported traffic estimate is not a measure of lost revenue, damages, or the number of people who used the sites. CODA did not quantify those outcomes or report how overall piracy traffic changed after the closures.
What does “knock-and-talk” mean?
In CODA’s usage, knock-and-talk means direct negotiation with website operators. CODA says it uses four kinds of countermeasures in joint anti-piracy efforts, choosing among them based on circumstances such as the scale of damage and urgency:

- Administrative penalties, which CODA notes apply in jurisdictions such as China and Vietnam
- Knock-and-talk direct negotiation
CODA says negotiation can be practical when prosecution in an operator’s country would take time. Its account identifies the approach used here but does not provide a detailed description of the negotiations or name the operators. How this operation differs from other Brazil closures
CODA reported other Brazilian anime-piracy closures in 2024, but their site counts, locations, enforcement details, and traffic periods are different. The figures should not be added together or treated as a like-for-like trend.

The Operation Anime 2 figures are from CODA’s August 26, 2024 report. CODA described rine.cloud as the seventh most accessed Japanese anime piracy site in Brazil in its December 25, 2024 report. That Rio case is distinct from the 15-site São Paulo operation.
