A gesture or conversational habit that feels ordinary in North America may be read differently elsewhere—but there is no universal list of things that are “rude” outside North America. Meanings vary by place, setting, relationship, and individual. These 14 examples are prompts to check local expectations, not rules about whole countries.

The CDC’s Yellow Book 2026 puts it plainly: “Meaning and expectations derived from nonverbal communication are not universal and may differ based on culture.” Its guidance also stresses that norms vary within communities. When uncertain, observe, consult a knowledgeable local source, or ask the person about their preference.

Gestures that may not mean what you intend

Hand signs are especially easy to misread because they can seem self-explanatory to the person making them. Their meaning is not always shared.

1. Pointing at someone with an index finger

Pointing directly at a person can be insulting or interpreted differently in some settings, according to the CDC. The University of Toronto notes that index-finger pointing is considered impolite or very rude in many places, including many European countries, and describes different practices in many African countries. Where that concern applies, an open hand is a less pointed alternative. (Sources: CDC; University of Toronto.)

2. Making the OK sign

The circle made with the thumb and index finger means “OK” in Canada, but the University of Toronto cautions that it can be an insult in some cultures. The CDC also lists it among gestures whose meaning may differ. The sources do not identify a specific destination for that warning, so it is safer not to assume the sign will be understood as approval. (Sources: CDC; University of Toronto.)

3. Giving a thumbs-up

A thumbs-up is commonly positive in North America and England, but the University of Toronto says it could be insulting in Brazil, Russia, or Germany. The CDC likewise warns that the gesture can be interpreted differently. If you do not know the local convention, use words rather than relying on the sign. (Sources: CDC; University of Toronto.)

4. Using the V sign

The CDC includes the V or peace sign among gestures that may be insulting or interpreted differently in some settings. Its guidance does not specify a country or hand orientation, so avoid assuming that a familiar version will carry the same message everywhere. (Source: CDC.)

5. Beckoning with a curled index finger

A curled-finger “come here” motion is among the gestures FEMA identifies as having cross-cultural differences. The University of Iowa describes the palm-up beckon as common in U.S. interactions, but the reviewed guidance does not establish a particular destination or a universal insulting meaning for the gesture. If a beckon seems uncertain, say the person’s name or invite them verbally instead. (Sources: FEMA; University of Iowa.)

Posture and eye contact can carry different signals

Body language is not a reliable, one-size-fits-all measure of respect, attention, or attitude. The same posture or gaze can be understood differently in different settings.

6. Showing the soles of your feet toward an elder

The CDC says that showing the soles of the feet is considered inappropriate in some cultures. Sitting with one leg crossed over a knee can expose a shoe sole unintentionally. The University of Iowa contrasts this with U.S. settings, where visible shoe soles do not generally carry the same taboo. At a visit with elders or in a culturally unfamiliar setting, notice how people sit and choose a posture that does not point your feet toward others. (Sources: CDC; University of Iowa.)

7. Expecting sustained direct eye contact

In the U.S., eye contact is often used to show interest and respect, according to USAHello. But the CDC notes that some cultures may use less eye contact to convey respect, while others may use direct or prolonged eye contact to signal attention. Avoid treating lowered or averted eyes as proof that someone is inattentive or dismissive. (Sources: USAHello; CDC.)

8. Assuming relaxed posture signals disrespect

The University of Iowa says relaxed postures are common in U.S. interactions and do not necessarily signal inattention or disrespect. But the meaning of posture varies, and the CDC gives the example of feet pointed toward an elder as inappropriate in some cultures. Read posture in context rather than assigning it a fixed meaning. Touch and personal space depend on the situation

Greeting habits and conversational distance are not universal. A welcome in one context can feel intrusive in another.

9. Assuming a greeting touch is welcome

Some settings are high-contact, with frequent touch during conversation; in others, public touch is minimized or reserved for close relationships. The CDC describes both patterns, and the University of Toronto notes that greeting expectations may depend on gender, age, status, and context. If you are unsure whether a handshake, hug, or other touch is wanted, pause and let the other person lead or ask. (Sources: CDC; University of Toronto.)

10. Treating one conversational distance as universal

People differ in how much space they expect during a conversation. USAHello describes personal-space expectations as a general feature of U.S. culture, while FEMA emphasizes that expected distances differ elsewhere. FEMA offers U.S. training examples—not universal rules—of 1.5–4 feet for friends and intimates, 4–12 feet for social and business transactions, and 12 feet or more among strangers. Those ranges are examples from FEMA’s material, not measurements that should be imposed on individuals. (Sources: USAHello; FEMA.)

Conversation has its own timing and etiquette

Silence and pauses can be part of communication. They do not automatically mean a person has nothing to say or wants to end an exchange.

11. Treating a pause before a reply as disengagement

FEMA notes that conversational timing is culturally influenced: in some cultures, a pause can signal a polite, considered response. That does not mean silence always has one preferred meaning. Give the other person time to answer instead of assuming a pause is rudeness or disinterest. (Source: FEMA.)

12. Filling every silence immediately

The University of Iowa observes that Americans can feel uncomfortable with silence, while FEMA describes pauses as culturally influenced. These points support a contrast in conversational expectations, not a rule that any particular community prefers silence. If a pause occurs, allow it to stand briefly rather than rushing to fill it. (Sources: University of Iowa; FEMA.)

Some etiquette is specific to the place you are visiting

13. Assuming ordinary street manners apply at a religious site

Expectations at religious and cultural sites can differ from those on the street. The University of Toronto advises travelers to check in advance for site-specific dress and behavior requirements; some sites may ask visitors to remove shoes or cover their heads. These are examples of local rules, not requirements at every place of worship. Check the guidance for the particular site before visiting. (Source: University of Toronto.)

14. Assuming the same convention applies to every person in a community

A custom described as common in a place is not a guarantee about any individual. The CDC recommends learning from community members and asking people about their preferences because practices vary within communities. Treat local guidance as a starting point, then respond to the person and setting in front of you. (Source: CDC.)

How to avoid a cross-cultural misunderstanding

  • Check current guidance for your destination and for specific venues such as religious or cultural sites.
  • Notice what people in the setting do, without assuming that one person represents an entire community.
  • Use words when a gesture could be ambiguous; when in doubt about touch, ask or wait for the other person to initiate.
  • Do not infer attitude from one cue, such as eye contact, posture, distance, or a pause.
  • Ask a host or individual about preferences respectfully. Norms can vary by setting, relationship, age, gender, and person.

The CDC Yellow Book chapter was published April 23, 2025, for its 2026 edition. The cited University of Toronto, University of Iowa, and FEMA pages do not state publication dates in the reviewed material; USAHello’s page was updated October 21, 2024. Their examples are useful starting points, not a definitive catalogue of national behavior.
