Those measures let an operative, a civilian, and a criminal strategist be judged by what each actually does—not by whether she has the same training.
The ranking is an editorial judgment, not an official franchise list. It favors characters whose choices significantly change the course of a film, while recognizing that supporting roles and screen time differ.
10. Julia Meade
Why she makes the list
Julia is not an IMF operative, and her strength is not presented as combat expertise. Her importance comes from the life she builds beyond Ethan’s work and from her ability to face the danger that reaches her without being reduced to a hostage or a prize. In Ghost Protocol, she learns the truth about Ethan’s secret life and chooses to meet it with resolve rather than let it define her.
What holds her back in this ranking
Her influence on the larger operation is more limited than that of the agents and schemers above her. Her courage is personal and consequential, but the films give her fewer chances to steer events herself.

9. Lindsey Farris
Why she makes the list
Lindsey is an IMF field agent whose capture and apparent death drive the mission in Mission: Impossible III. Her work before that crisis establishes her as a capable operative; the evidence she leaves behind helps Ethan uncover the threat he is pursuing. Even when she is no longer able to act in the present, the consequences of her mission shape the team’s choices.
What holds her back in this ranking
The film gives Lindsey comparatively little time to demonstrate her full range or make decisions after the opening operation. Her impact is substantial, but much of it is filtered through the people investigating what happened to her.
8. Nyah Nordoff-Hall
Why she makes the list
Nyah enters Mission: Impossible 2 as a skilled international thief, not as an IMF agent. That distinction matters: she contributes through infiltration, nerve, and knowledge of the criminal world rather than through Ethan’s training. When the mission turns against her, she takes a dangerous role in containing the threat instead of waiting for someone else to solve it.

What holds her back in this ranking
Nyah’s contribution is brave but places her in extreme danger, and the story ultimately gives Ethan the central rescue and decision-making role. Her willingness to act counts in her favor; the limited control she has over the operation keeps her below the characters higher up.

7. Claire Phelps
Why she makes the list
Claire is a field operative in the first Mission: Impossible, but her defining advantage is strategic rather than physical. She helps Ethan survive the fallout of the failed Prague mission while concealing her own alignment with Jim Phelps. Her ability to manage appearances and exploit the trust of people around her makes her one of the franchise’s most consequential early examples of deception.
What holds her back in this ranking
Her agency is real, but it is directed toward betrayal and self-preservation. Claire changes the story through choices that endanger her former team, not through a difficult balancing of loyalties that earns her a more sympathetic position.

6. Alanna “White Widow” Mitsopolis
Why she makes the list
Alanna is an arms dealer who operates through wealth, connections, and social leverage rather than as a conventional field agent. In Mission: Impossible – Fallout, she is a key broker in the chain of exchanges surrounding the plutonium, and her position gives her the power to influence what the team can do. She is difficult to read because her interests are not identical to either side’s.
What holds her back in this ranking
Alanna’s influence is strongest in negotiations and underworld maneuvering; she is not shown doing the same kind of sustained field work as the agents above her. Her shifting interests make her compelling, but the films reveal less of her inner life than they do of their most developed characters.
5. Grace
Why she makes the list
Grace begins Mission: Impossible – Dead Reckoning Part One as a pickpocket whose instinct is to get away with the take and escape. That is a different skill set from an established spy’s: she reads people, spots openings, and improvises under pressure. As events escalate, she is pulled into Ethan’s mission and becomes a consequential partner rather than simply a target or a piece of equipment.

How her role develops
Grace’s place in The Final Reckoning continues that transition. Paramount’s official cast page credits Hayley Atwell as Grace in the film, while the Associated Press describes her earlier role as a pickpocket who becomes a supporting figure alongside Ethan. She earns this position for adaptability and growth, not for having an operative’s résumé from the outset.
4. Jane Carter
Why she makes the list
Jane is an IMF agent in Ghost Protocol whose combat ability is matched by a personal motive: she wants to avenge her fellow agent Trevor Hanaway. She pursues the arms dealer Sabine Moreau and acts decisively when the team’s mission intersects with that goal. Her anger does not make her ineffective, but it does complicate the team’s judgment and gives her choices a cost.
What makes her more than a fighter
Jane’s forcefulness is not simply a generic “tough woman” pose. Director Christopher McQuarrie later described the character as mercenary-like and said the role was tailored to Paula Patton’s strengths, a useful production perspective but not a substitute for what Jane does on screen. Her ranking rests on her field capability, initiative, and the way revenge competes with the mission.

3. Erika Sloane
Why she makes the list
As the CIA director in Fallout, Erika exercises institutional power rather than operating as a field agent. She challenges Ethan’s methods, sets limits on the mission, and assigns August Walker to accompany him. Those decisions shape the operation and its risks. Her authority is not a shortcut to being “badass”; what matters is that she accepts responsibility for consequential calls under pressure.
Why she ranks below the top two
Erika’s story impact is high, but the film shows less of her adapting in the field or confronting competing personal loyalties. Her strength is command and judgment, not the blend of action, improvisation, and ambiguity seen higher on this list.
2. Ilsa Faust
Why she makes the list
Ilsa is an MI6 agent introduced in Rogue Nation, and her allegiances are never as simple as the label attached to her current assignment. She can fight, investigate, and improvise, but her defining quality is the independent judgment with which she navigates competing orders and loyalties. She changes the balance of a scene by deciding when to help Ethan, when to protect herself, and when a mission’s demands no longer match her own.
Why the character endures
TIME’s profile of Rebecca Ferguson presents Ilsa as morally complicated and notes that the filmmakers avoided familiar “strong woman” and “femme fatale” labels for her. That distinction fits the character: she is compelling because she has agency and uncertainty, not because she fulfills a stock archetype. Her blend of skill, adaptability, and unresolved loyalties puts her near the top.

Ilsa holds first place because she combines the most dimensions of the ranking criteria: operational skill, consequential independent choices, flexibility when alliances shift, and a character built around real moral tension. She does not merely assist Ethan or oppose him; her choices repeatedly affect how the mission unfolds, and the audience must assess her intentions without being handed an easy answer.
Grace is the clearest example of a character whose role grows substantially, while Jane and Erika demonstrate different kinds of power. But Ilsa’s combination of competence and complexity is the most consistent across her appearances, making her the strongest all-around answer to who is the franchise’s most badass woman.
