Possibly. YouTube lists computer livestreaming as an intermediate feature, separate from advanced features. So an advanced-features review alone does not prove that a channel cannot stream. Check YouTube Studio > Settings > Channel > Feature eligibility for the channel’s current access. You also need a verified channel with no livestream restriction in the previous 90 days.
Why an advanced-features review may not block a computer livestream
YouTube separates feature access into tiers. Its feature-access guidance puts livestreaming on a computer in the intermediate tier; advanced features are a separate tier that includes features such as embedding live streams. In practical terms, a pending advanced-feature review is not, by itself, evidence that ordinary computer livestreaming is disabled. YouTube’s general livestream guidance also says a channel must be verified and must have had no livestream restriction in the preceding 90 days. If computer livestreaming is enabled in Studio and those conditions are met, the advanced-feature review need not be the deciding factor. Check your channel’s access in YouTube Studio
- Open the eligibility page: In YouTube Studio, go to Settings > Channel > Feature eligibility. Check whether livestreaming is enabled for your channel.
- Confirm phone verification: For an India-based channel, YouTube says phone verification grants access to intermediate features. You can check or complete verification from Feature eligibility. YouTube Help: Get “phone verified” as an India-based channel
- Look for restrictions: Check Studio notifications and channel status for an active livestream restriction. A channel with an active restriction cannot livestream through another channel to get around it.
- Act on any pending advanced-feature step: Follow the status and options shown in Studio. YouTube says ID or video verification usually takes 24 hours to review; that is guidance, not a guaranteed turnaround for an individual account. YouTube Help: Get access to intermediate and advanced features
Phone verification and advanced verification are different
YouTube’s process distinguishes the steps: creators first complete phone verification, then build sufficient channel history or, when offered, verify their identity with a valid ID or video to access advanced features. A review of that later step does not tell you whether intermediate features are enabled; check Feature eligibility instead.

For India-based channels, YouTube says phone verification is the route to intermediate features. It also says viewers in India can see a “phone verified” label on the channel’s About page. YouTube Help: Get “phone verified” as an India-based channel
Mobile livestreaming has separate requirements
Do not assume that the rules for starting a mobile livestream are the same as the requirements for streaming from a computer. YouTube’s mobile guidance lists these requirements:

- No livestream restriction in the preceding 90 days.
- A compatible device and live streaming turned on.
YouTube says a first mobile stream can take up to 24 hours to activate. This is a possible wait, not a promise that activation will take exactly 24 hours. If the livestream option is still unavailable
- Studio shows livestreaming disabled: Use the Feature eligibility page and any notices there to identify the remaining requirement. Do not infer eligibility from the advanced-feature review alone.
- The channel is not phone verified: Complete phone verification through Studio’s Feature eligibility area, then check the access status again.
- You are trying to stream from a phone: Check the mobile-specific subscriber, device, and activation requirements separately.
- There is an active livestream restriction: Wait for the restriction to end and follow YouTube’s notice. Do not switch to another channel to evade it; YouTube says circumvention can result in account termination. YouTube Help: Avoid restrictions on YouTube live streaming
