First find out whether it came from a YouTube Live API request, FFmpeg’s connection or publish attempt to YouTube’s ingest server, or YouTube Studio after ingest. Each points to a different fix; an API permission error, for example, does not by itself explain a rejected RTMP connection.
First identify where the 403 appears
Save the exact error text and surrounding FFmpeg output before changing settings. Note whether FFmpeg is calling a YouTube API endpoint or sending media to an RTMP/RTMPS ingest URL, and whether YouTube Live Control Room shows the stream as received. Keep your stream key private: redact it before sharing a command or log.

A raw ingest failure and a 403 returned by a specific API method are not interchangeable. In particular, an API error such as liveStreamingNotEnabled should only be treated as the cause when that API response is actually present.
Fixes to try, in diagnostic order
1. Replace the stream key if encoder startup is rejected
YouTube’s encoder-start guidance recommends getting a new stream key in Live Control Room and updating the encoder. Open YouTube Studio, go to Create > Go live, then check the stream settings for the key assigned to the broadcast. Replace the key in the FFmpeg command or configuration, and do not publish it in logs or support posts. YouTube’s guidance is specifically about a third-party encoder startup problem; it does not establish that every 403 is caused by a key.

If the streaming software signs in to YouTube directly rather than using a stream key, YouTube advises contacting that software provider’s support team. See YouTube’s encoder-start troubleshooting.
2. Verify the ingest endpoint and RTMP/RTMPS scheme
Use the server address and stream name/key supplied for the current stream, rather than an old endpoint copied from another setup. YouTube’s API stream resource separates the ingestion address from the stream name and also exposes stream status and health information: YouTube LiveStream resource.

For an RTMPS connection, check that the URL uses the rtmps:// scheme and the server address shown in the current YouTube settings. YouTube’s RTMPS guidance says to try port 443 for specified SSL errors or timeouts. That is targeted connection guidance—not a general cure for a 403 response: YouTube RTMPS setup and troubleshooting.
3. Read API 403 details against the operation
If the failure is an API response, record the method or operation, the returned error reason, and the resource’s current state. The API reference includes distinct cases such as liveBroadcastBindingNotAllowed, insufficientLivePermissions, liveStreamingNotEnabled, and liveStreamModificationNotAllowed. Depending on the detail, the issue may involve authorization, a state transition, or an attempt to modify a field that cannot be changed after stream creation. Match the fix to the exact error rather than changing encoder transport settings at random.

4. If YouTube receives the stream, inspect health rather than authorization
An accepted ingest with a warning in Studio is a different problem from a connection rejected before YouTube receives media. Check Live Control Room’s stream health and, when using the API, the stream’s status.healthStatus.configurationIssues. Reported configuration issues can include unsupported codecs, missing audio or video, rate or frame mismatches, or insufficient video input. The API resource documents the stream’s status and health fields at YouTube’s LiveStream resource.
YouTube’s general troubleshooting also recommends using a current encoder version, checking local audio/video and dashboard errors, checking CPU load, and testing outbound internet connectivity. Those steps help investigate quality or connection problems; they do not prove that an API authorization failure caused the 403. See YouTube’s live streaming troubleshooting.

Common misdiagnoses to avoid
- Treating every 403 as a disabled live-streaming account: that explanation belongs to a matching API error response, not automatically to an FFmpeg ingest log.
- Changing ports for every rejection: YouTube’s port 443 suggestion is for specified SSL errors or timeouts, not a blanket fix for authorization or resource-state errors.
- Changing video bitrate to solve a permission error: codec, frame-rate, bitrate, and input issues matter when ingest is accepted but stream health is poor. They do not identify the cause of an API 403.
- Posting an unredacted command: FFmpeg commands can contain the live stream key. Remove it before sharing output or asking for help.
