Throughput vs. Latency: What’s the Difference for Live Streaming?

Throughput determines whether your connection can carry a stream; latency measures how long the live event takes to reach viewers. Here’s how bitrate, buffering, and YouTube settings fit together.

Throughput is how much data your connection can deliver per second; latency is how long it takes a live event to reach a viewer. A stream needs enough stable upload throughput to carry its encoded bitrate, but a fast connection does not, by itself, make playback nearly real time. The delay also includes encoding, platform processing, and the viewer’s playback buffer.

Throughput and latency measure different things

Throughput is the rate of data successfully delivered over a connection, commonly expressed in megabits per second (Mbps). For a creator, upload throughput determines whether the connection can keep sending the encoded video and audio to the streaming platform.

Latency is elapsed time. For live video, the useful measure is glass-to-glass latency: the interval from an event happening in the real world to its video playing on a viewer’s device. RFC 9317, published by the IETF in October 2022, distinguishes this from packet-network latency because glass-to-glass delay can include encoding, platform ingest, buffering, delivery, and decoding. Think of throughput as the width of a road and latency as the time a particular trip takes. A wide road can carry a great deal of traffic without ensuring that one vehicle reaches its destination quickly. Likewise, a high-speed connection can carry a stream reliably while the platform and player deliberately keep several seconds of video in reserve.

Why can a stream lag with good internet?

A speed test is not a measurement of end-to-end viewer delay. Even when the connection sustains the stream’s average bitrate, congestion or variation in delivery can slow playback. The player’s read-ahead buffer is another major factor: it stores incoming video before showing it, helping playback survive brief changes in connection speed but adding delay. YouTube puts the tradeoff plainly: “The lower the latency, the less read-ahead buffer the video player will have.” YouTube Help: live stream latency

That is why a stream can have excellent upload throughput and still be several seconds behind the event. The network may be carrying data quickly while encoding, ingest, segmented delivery, or the player buffer accounts for the delay.

How much upload throughput does a live stream need?

Your stable upload capacity needs to exceed the configured stream bitrate, with room for bitrate variation and any other traffic using the connection. If the connection cannot keep up, the encoder may send frames late or the connection to the streaming server may drop frames. OBS recommends setting stream bitrate below stable upload capacity; its troubleshooting guidance gives 75% of total upload speed as a rule of thumb, not a guarantee for every connection. YouTube’s figures below are recommended video bitrates, not minimum internet-plan speeds or universal upload-speed guarantees. Audio bitrate, network variation, and competing use also matter. These are YouTube Help recommendations accessed in 2026. An encoder recommendation does not mean that an internet connection with the same advertised speed will sustain the stream. Test the actual upload connection and leave headroom, especially if other devices or production traffic share it.

Does higher bitrate increase latency?

Not automatically. Bitrate describes how much encoded data the stream sends per second; latency describes the end-to-end delay. Raising bitrate can improve picture quality when the encoder and delivery path can support it, but it cannot make the viewer receive the event sooner. If the higher bitrate exceeds stable upload throughput, it can instead cause dropped frames or interruptions.

Codec efficiency changes the bitrate needed for a given level of quality. YouTube’s HLS ingestion documentation says HEVC generally provides 25% to 50% more data compression than H.264 at the same video quality. That is a comparison of compression efficiency, not a promise of lower end-to-end latency. Google for Developers: YouTube HLS ingestion

When should you choose normal, low, or ultra-low latency?

Choose based on how quickly viewers need to respond, not on upload speed alone. RFC 9317 gives rough categories: ultra-low latency is under one second, low-latency live is under 10 seconds, and non-low-latency live ranges from 10 seconds to a few minutes. These are categories in the 2022 RFC, not a promise from every platform. RFC 9317

YouTube mode Useful when Tradeoff or limit
Normal latency The stream is not interactive and playback resilience matters most. YouTube describes this as the mode with the lowest viewer buffering.
Low latency Viewers may interact, but a small delay is acceptable. YouTube says most viewers experience less than 10 seconds in this mode; buffering may increase compared with normal latency.
Ultra-low latency Near-real-time conversation matters, such as live Q&A. YouTube says most viewers experience less than 5 seconds; buffering may increase, and 4K is not supported.

YouTube’s latency figures are typical viewer experience guidance, not guaranteed maximums. Webcam and mobile streams are set up for interactivity and do not expose the same latency selection. How protocol choices affect delay

For YouTube ingestion, RTMP and RTMPS can be used with normal, low, or ultra-low latency. RTMPS adds encrypted transmission. HLS and DASH support newer codec options for high-resolution workflows, but generally add latency relative to RTMP because they deliver media in segments. For YouTube HLS specifically, Google recommends segments of one to four seconds. Shorter segments can reduce delay, but they can also raise rebuffer risk and reduce encoding efficiency. Segment duration is one contributor to delay, not the whole glass-to-glass figure. Google for Developers: YouTube HLS ingestion

Fixing dropped frames or excessive delay

  1. Measure sustained upload performance. Run an upload speed test under the conditions you will stream in, then compare stable capacity—not just a peak result—with the encoder bitrate. YouTube recommends testing upload bitrate, and OBS advises staying below stable upload capacity. YouTube Help · OBS Project
  2. If frames are dropping, reduce video bitrate. Dropped frames can mean the connection is unstable or cannot keep up with the configured bitrate. Lower the bitrate enough to fit stable capacity, then check whether the issue persists. OBS also recommends checking the route to the streaming server. OBS Project: dropped frames and network issues
  3. Try Ethernet if Wi-Fi is unstable. OBS recommends a wired connection for streaming. Ethernet may make the local connection more stable, but it cannot increase the capacity of your internet plan or guarantee lower glass-to-glass latency. OBS Project: dropped frames and network issues
  4. Match the latency mode to the interaction. If viewers need to respond in real time, try a lower-latency mode and monitor stream health and viewer buffering. If the broadcast is one-way, normal latency may provide more buffering resilience. YouTube Help: live stream latency
  5. Check codec and ingest protocol together. A more efficient codec may reduce the bitrate required at a given quality, while segment-based ingest can add delay. Changing one does not automatically fix a problem caused by the other. YouTube Help · Google for Developers
