To run a 24/7 YouTube news stream from recorded clips in India, prepare a rights-cleared playlist and send it to YouTube Live through an encoder or cloud playout service. A YouTube upload or playlist alone is not a live broadcast. The encoder must keep sending a feed, and your workflow needs a plan for monitoring, stream restarts and interruptions.
Choose how the recorded clips will reach YouTube Live
There are three broad approaches. For a local setup, a separate playout tool may be needed to schedule clips; confirm its playlist and restart behavior before relying on it unattended. A cloud workflow reduces reliance on a home computer, but does not remove the need to prepare material, configure YouTube correctly or manage rights.
1. Audit the clips and clear rights before scheduling them
Make an inventory before building a continuous rundown. For each file, record its filename, subject, recording date, location, source, producer or reporter, and rights status. Check the footage and each embedded element separately: music, graphics, captions, logos, and third-party material visible or audible within the clip. Keep permissions, releases and licenses together with any limits on territory, use or term.

Do not assume that a clip is free to rebroadcast because it is publicly available, reports on news, or comes from another broadcaster. India’s Copyright Act describes a broadcast reproduction right for broadcasting organisations. The Copyright Office handbook describes fair dealing for purposes including news reporting as conditional, not blanket permission. Whether a specific use is permitted depends on its facts; document the basis for each clip and get India-qualified legal advice where rights are disputed.
Keep a process for reviewing a challenge and promptly removing or replacing disputed material. A continuous schedule makes that operational step important: a clip may recur after its first transmission.

2. Build an editorial rundown that is clear about recorded material
Order cleared clips into a playlist or playout schedule. Use transitions and title cards where they help viewers understand the sequence, and consider displaying timestamps or identifying when a report was recorded earlier. That is an editorial recommendation, not a stated YouTube labeling requirement. Avoid presenting archived footage in a way that implies it is live reporting or current when it is not.
Plan enough material to avoid rapid, repetitive replay. Check transitions, audio continuity, captions and the order of segments. Decide what the stream should show if the playlist ends, a clip fails to play, or the feed drops: for example, a prepared holding slate, a restart, or a monitored return to the rundown.

3. Enable YouTube livestreaming and create the stream
- Check eligibility and enable live access. YouTube’s guidance says the channel must be verified, have no live-streaming restrictions in the preceding 90 days, and the streamer must be at least 16. First-time live-stream activation may take up to 24 hours, so complete this well before the planned launch.
- Open YouTube Studio’s Live Control Room. Create a stream or schedule one. Scheduling can support promotion and reminders; use the scheduled-stream flow if you want viewers to have advance notice.
- Copy the stream URL and stream key. Enter them in your encoder or streaming service. Treat the key as a credential: do not publish it, share it unnecessarily or show it in screenshots. If it is exposed, replace it in YouTube Studio and update the encoder.
- Start sending the feed before going live. Start the encoder or cloud playout, then wait for YouTube’s preview. Check picture, sound and stream-health indicators. In a scheduled flow, click Go live when the preview is ready.
4. Set video, audio and network settings for a stable feed
YouTube recommends RTMPS, a secure extension to RTMP. Its documented ingest options include H.264, H.265 and AV1 video, with AAC or MP3 audio. For a common SDR setup, use H.264 video, AAC or MP3 audio, constant bitrate (CBR), and a two-second keyframe interval; YouTube says not to exceed four seconds. YouTube transcodes the incoming feed for viewer devices, so the encoder’s output is not the only version viewers may receive.

Choose resolution and bitrate based on a measured upload connection, leaving headroom for variation and other network use. Test with moving footage and representative audio, not a static title card alone. Monitor YouTube’s stream health during a full test; a speed test by itself does not confirm that a long-running feed will remain stable.

5. Design sessions, monitoring and recovery rather than assuming one stream lasts forever
YouTube says streams shorter than 12 hours are automatically archived. That is not a promise that a single stream can run indefinitely, nor does the cited guidance establish archive behavior for a stream longer than 12 hours. Plan controlled sessions and a tested restart procedure instead of treating one session as an endless broadcast.
- Assign an operator or configure monitoring alerts so a dropped feed is noticed.
- Test how the encoder behaves when a clip ends, the playlist loops, the computer restarts, or the connection fails.
- Keep source files and a known-good encoder profile available for recovery.
- Where continuity matters, plan power and network redundancy, including a backup connection if practical.
- Decide what viewers should see during an outage and how the stream returns to the schedule.
These are operational safeguards, not assurances of uninterrupted service. Neither YouTube’s stream-health indicators nor a vendor listing establishes a 24/7 uptime guarantee.

India-specific checks for news publishers
The Ministry of Information and Broadcasting’s Digital Media Division describes Part III of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 as relating to publishers of news and current affairs on digital media. The framework includes a Code of Ethics and a three-tier grievance mechanism. The Government’s announcement also refers to Press Council of India journalistic norms, the Programme Code under the Cable Television Networks rules, and an India-based grievance redressal officer.
These descriptions do not settle whether a particular channel qualifies as a publisher, or how amendments, court orders or current Ministry practice apply to it. Check the current official rules and obtain India-qualified legal advice for your channel. Creating a YouTube stream is not the same as meeting any applicable Indian digital-news obligations.
