YouTube added Google DeepMind’s Veo 2 to Dream Screen on February 13, 2025, giving Shorts creators two new options: generate an AI background or insert a separate AI video clip. That announcement was an important launch milestone, but it is no longer a complete description of YouTube’s tools. Current Shorts documentation covers prompt-generated clips of up to 10 seconds, reference images, Photo to video, generated backgrounds, effects and an AI Playground, with availability varying by country, language, device and account.
What YouTube actually launched
The original announcement connected Veo 2 with Dream Screen, YouTube’s AI-assisted Shorts creation system. It introduced two different workflows that are still easy to confuse.
AI-generated backgrounds
A background replaces the usual green-screen image or video behind you. In the launch workflow, open the Shorts camera, choose Green Screen, open Dream Screen, describe a scene, select a result and use it behind your performance. YouTube said Veo 2 improved background quality, generation speed, physical motion and visual detail. Those are YouTube’s product claims, not independent performance measurements.

Standalone AI clips
A standalone clip is inserted into a Short as footage rather than used as a backdrop. The launch path was Shorts camera → Add → Create → prompt → select an image → Create video → choose a length. YouTube described uses such as filling a missing scene, adding a visual gag, imagining an impossible world or supplying B-roll.
Early DeepMind material described six-second generations. Current YouTube Help documentation says a generated standalone clip can be up to 10 seconds, so six seconds is a launch-era description, not the current documented maximum.

How to generate a standalone clip today
The controls are in the YouTube mobile app, and labels can differ with app version, language, account and rollout stage.
- Open the YouTube mobile app and tap Create, or open the relevant image/sparkle AI entry point.
- Tap Add to open the media picker.
- At the top, choose Create video.
- Enter a custom prompt or select a suggested prompt.
- Where available, add up to three reference photos. Explain what each image should contribute and what motion you want.
- Tap Create and review the result.
- Tap Next, then add the title, description, privacy setting and other publishing details.
- Upload the Short, or continue editing it with YouTube’s normal creation controls before publishing.
The current Help page says the clip feature generally expects the device language to be English because prompts are generated in English. A missing control can also indicate that the feature has not reached your account.

How to create an AI background
- Open the YouTube app and tap Create Image or the sparkle icon.
- Choose Green screen.
- Tap the sparkle icon, describe the scene and select a style.
- Tap Create and choose the generated image.
- Select Use image for a background, or Create video when that option is offered.
- Record or assemble the Short, add publishing details and upload it.
This is a compositing workflow: the generated scene supports your camera footage. It is not the same as generating a complete edited episode.

Standalone video creation is also documented as unavailable in the EEA. YouTube describes the broader feature set as available in most countries, not everywhere. Check the current YouTube Help instructions for your account and location.
Prompts that produce a usable starting point
Write prompts as shot directions rather than broad ideas. Include the subject, action, setting, camera, visual style, lighting, movement and vertical-composition intent.

The subject and action define the shot; camera, lighting and caption space reduce guesswork about composition.

Requesting no words or logos avoids relying on generated lettering, which should be added later in an editor.
Surreal transition

Reference-image animation
Use the attached photo as the identity and color reference for the bicycle. Keep the same frame and paint pattern while the bicycle rolls slowly along a coastal road at sunrise; gentle side-tracking camera, realistic wind in nearby grass, no added text.
For reference images, explain how the image should be used instead of writing only “animate this.” If audio is supported, describe the desired sound explicitly, but treat generated speech or music as a draft rather than cleared production audio.
Quality limits creators should plan around
Veo 2 can make a compelling moment, but generation is not the same as directing and editing a finished Short. Review every result before publishing.

- Continuity: Characters, clothing, props and locations may change between shots, making multi-scene stories difficult.
- Anatomy and faces: Check hands, eyes, expressions and contact with objects.
- Text and branding: Signs, headlines, labels and logos may be misspelled or warped. Add important wording with YouTube’s editor or another editor.
- Physics: Reflections, shadows, liquids and object collisions can look wrong even when the overall image is attractive.
- Camera behavior: Unwanted zooms, pans or motion can make a clip unusable for captions or match cuts.
- Audio: Generated sound may be absent, mistimed, unintelligible or unsuitable for commercial use. Record narration separately and use music and effects with appropriate rights.
- Reference images: A subject may be preserved only approximately; pose, clothing, angle and environment can change.
YouTube says its systems include safeguards and may block some prompts, but also says mistakes are possible. Creators remain responsible for reviewing prompts and outputs, privacy, copyright and the way a synthetic scene is presented.

When disclosure matters
YouTube requires disclosure when content is meaningfully altered or synthetically generated and appears realistic—for example, a fake event, an altered real location or a real person shown doing or saying something they did not. Clearly fantastical or obviously animated material may not receive the same treatment.
YouTube says its own generative tools, including Dream Screen and Veo features, can automatically disclose AI use. External tools generally require the creator to use the upload disclosure controls when the content meets the policy threshold. Do not assume every AI-assisted edit uses an identical manual checkbox.

Can an AI-made Short earn money?
Disclosure alone does not remove monetization eligibility, according to YouTube. Eligibility still depends on originality, authenticity, rights and channel-level policy compliance. YouTube’s inauthentic-content rules warn against repetitive or mass-produced videos, including generic template-based AI uploads with little meaningful creator contribution.

- Add original narration, commentary, performance, editing or storytelling.
- Avoid publishing large batches of near-identical prompt results.
- Keep records for music, voice, stock, image and other rights.
- Do not imitate a real person without permission or present generated footage as real news, evidence, travel footage or documentary material.

If the feature is missing or the result fails
The creation control is not visible
- Update the YouTube mobile app.
- Try the mobile app rather than desktop.
- Check the device and YouTube account language; the documented clip workflow generally expects English.
- Confirm that your country supports the particular feature. EEA and UK restrictions apply to specific tools.
- Look under the AI Playground or the Create/sparkle entry point rather than searching only for “Dream Screen.”
A VPN is not a reliable fix: eligibility can depend on account, device and service rollout, not just apparent location.
The prompt is blocked
Rewrite it around a fictional, non-identifiable subject. Avoid sensitive, exploitative or deceptive scenarios and requests involving real people or real events unless the use is legitimate and permitted.
The clip is unusable
Regenerate with one clear subject, one action and a simpler camera move. Remove logos and critical text from the prompt, then add those elements in post. If a reference photo is distorted, describe the identity or object characteristics and the desired motion more explicitly.

Use YouTube’s built-in system for a quick visual experiment, a background behind live footage, a photo animation or a short insert that can be edited and published immediately. Choose a dedicated generator and editor when you need longer scenes, repeatable characters, precise framing, advanced sound design, asset management, higher-resolution exports or production at scale.
Bottom line
Veo 2 made YouTube’s February 2025 Dream Screen launch more capable, but the useful current product is the broader Shorts AI toolkit rather than a standalone “Veo 2 in Shorts” feature. It is a mobile-first way to make short backgrounds and clips—currently documented at up to 10 seconds—then edit them inside YouTube. It is not a replacement for a full filmmaking workflow, and monetization still depends on originality, rights, honest disclosure and meaningful human contribution.
