Yes—YouTube Shorts has built-in AI video generation based on Google’s Veo technology. YouTube first announced “Veo 3 in Shorts,” but the documented experience has evolved into Create Video, with later references to Veo 3.1 and Gemini Omni Flash. Eligible creators can generate short vertical clips from text, and newer versions can use up to three reference images. It is a clip generator, not a one-prompt replacement for a finished, edited Short.
Availability varies by country, language, device, account and rollout stage. YouTube’s original announcement called the feature free with unlimited use, but newer help documentation describes AI tools as experimental and limited to selected creators or markets. Treat access and quotas as changeable rather than guaranteed.
What YouTube’s Veo feature actually creates
In the Shorts creation flow, Create Video turns a written description into a brief, portrait-oriented video. The newer image-guided workflow accepts up to three reference images, allowing you to identify a character, object and setting separately. You can also encounter related AI tools in AI Playground, including generative images, backgrounds, music and effects.
- Text-to-video: a prompt produces a short clip.
- Reference-guided video: up to three images can guide the subject, object or environment where the option is available.
- Green-screen generation: creates an AI background behind a creator.
- Photo-to-video: animates a still image; this is related to, but different from, pure text-to-video.
- YouTube Create: a separate mobile-editor workflow with its own generation control.
The current YouTube Create documentation specifies clips of up to 10 seconds. That is the length of an individual generated shot, not the maximum length of a complete Short. You still need to arrange shots, trim them, add captions or narration, set pacing and publish.

YouTube Create lists 9:16 portrait as the default format. Its documented controls include styles such as photorealistic, vintage film and claymation, plus lighting choices including soft morning light, golden hour, blue hour and moonlight. Prompted sound effects and speech in a requested language are supported in that workflow, although results, language support and consistency vary. See YouTube’s YouTube Create AI guide.
Why articles still call it “Veo 3 in Shorts”
The name reflects the product’s rollout history. YouTube’s original announcement described Veo 3 in Shorts. A later update introduced “Ingredients to Video” and then the newer Create Video experience, referring to Veo 3.1 and Gemini Omni Flash. Therefore, “Veo 3” accurately describes the original announcement, but it should not be read as a promise that every account currently uses the same model or interface.

Who can use it?
Do not assume that seeing the announcement means your account has the control. YouTube says AI Shorts features are experimental and availability depends on rollout, market, language, device and account. The original Veo 3 Shorts rollout listed the United States, United Kingdom, Canada, Australia and New Zealand; the broader AI-feature list covers additional countries, with English-language requirements applying to some tools. The related YouTube Create generation feature is also limited to selected creators and countries. Its January 2026 announcement initially listed the United States, Canada, India, New Zealand and Australia, with wider rollout planned.
How to generate a clip in YouTube Shorts
- Open the YouTube mobile app and tap Create or the + button.
- Enter the Shorts creation flow and open the media gallery or AI Playground.
- Choose Create Video. Labels can differ by app version and experiment.
- Write a text prompt. If offered, add up to three reference images and state what each image represents.
- Generate the clip, review it and regenerate if the motion, subject or composition is wrong.
- Add the usable result to your Short.
- Continue editing—trim the shot, arrange other clips, add captions, music or narration, then publish.
An alternative entry point may appear in the upper-right creation controls or directly inside AI Playground. If no control appears, that normally indicates eligibility or rollout limits rather than a hidden setting.
How to use the YouTube Create workflow
- Install and open YouTube Create.
- Use the homepage generation banner or the video-generation option in the editor.
- Choose Generate Video (the exact label may change).
- Enter a prompt and select available style, lighting, audio and aspect-ratio options.
- Tap Generate.
- Choose Use Video to place the result on the timeline.
- Edit, export or publish from the project.

Prompt patterns that produce more usable shots
Describe one shot rather than an entire story. Include the subject, action, setting, camera movement, lens or visual treatment, lighting, mood, composition, portrait format and any requested sound.

Reference-image example: “Use image 1 as the character, image 2 as the object and image 3 as the background. Show the character picking up the object and looking toward the camera. Keep the character’s clothing and facial features consistent.”
These are descriptive examples, not guaranteed command syntax. Generated results can differ from the wording. Use one primary action per clip, make camera instructions explicit and generate separate shots for separate beats. Reference images work best when their roles are unambiguous.

Audio needs a cautious brief
YouTube Create lets you describe sound effects and request speech in a specified language. That does not guarantee natural dialogue, reliable lip-sync, consistent music, or cleared music rights. Review every generated soundtrack and replace it when necessary.

What to do when the feature is missing
- Update the YouTube app and try the mobile workflow.
- Check the account’s country and the language of the device or YouTube app; some AI Shorts tools initially required English.
- Look in AI Playground as well as the media gallery.
- Check YouTube Create separately.
- Allow for gradual, account-level experiments.
- Do not assume a VPN changes eligibility; it may not and can create policy or billing complications.
If YouTube rejects a prompt
Safeguards may block sexual, graphic, hateful, dangerous or privacy-invasive requests. Remove real-person likenesses you do not have permission to use, private information, protected characters, logos and copyrighted scenes. If the result is poor
- Shorten the prompt and keep one main action.
- Specify camera movement, framing and lighting.
- Give reference images clear, separate roles.
- Regenerate instead of trying to repair every artifact.
- Finish the work manually with editing, captions, music and pacing.

Disclosure, copyright, privacy and monetization
AI labels
YouTube’s May 2026 guidance says AI disclosures are moving to more prominent placements, including a direct overlay on Shorts. Labels cannot be removed when YouTube’s internal tools, such as Veo or Dream Screen, create the content; they can also be applied when verified C2PA metadata indicates fully AI-generated content or YouTube manually labels it. The cited guidance says an AI label alone does not affect recommendations or monetization eligibility. That is not a blanket monetization approval: repetitive, low-effort or mass-produced videos remain subject to YouTube Partner Program and other monetization policies.

Do not upload someone’s face or private image without permission, recreate a recognizable living person in a misleading context, or use a trademark or copyrighted character commercially without clearance. AI generation is not a legal guarantee that an output is copyrightable or commercially safe.

YouTube advises against submitting confidential or personal information. Its AI privacy documentation says account-linked AI activity may be retained for up to 18 months, while unlinked prompts and outputs may be stored for up to three years; policies can change. Read Your data and using AI features before submitting unreleased client material.
Is Shorts enough, or should you use another tool?
Use Shorts first when you need an occasional vertical hook, background, B-roll shot or experiment and already work inside YouTube. A separate tool makes more sense when you need longer sequences, repeatable characters, model choice, higher-resolution export, collaboration or a managed project timeline.

Runway’s catalog lists Veo 3.1, but that is separate from YouTube’s native integration. Its developer documentation said the older Veo 3 endpoint was scheduled for sunset on August 4, 2026. Google’s API page likewise warned that Veo 3.0 models were scheduled for shutdown on June 30, 2026. Check current terms, quotas and model names before committing to a workflow.

YouTube Shorts now offers real Veo-family video generation, but the practical product is Create Video: short, portrait clips that may use text and up to three reference images, followed by human editing. It is a strong low-friction option for quick visual ideas and native Shorts production. It is not a complete automated film studio, and access, model branding, limits, labels and pricing language can change. For client campaigns, repeatable characters or high-volume production, compare the added control of Flow, Runway or an API workflow.
