Choose the audience for each livestream in YouTube Studio’s Live Control Room. Mark it “Made for Kids” if the cartoon is directed to children—including mixed-audience content that targets children as one of its audiences. Animation alone does not decide the question. If you mark a stream Made for Kids, YouTube disables features such as live chat and personalized advertising. Plan for a separate operational issue, too: YouTube says streams longer than 12 hours may not be archived.
Set the audience for the livestream
For an individual stream, use the Live Control Room rather than relying on a channel default. YouTube says the audience cannot be set with Classic live streaming tools.
- In YouTube Studio, click Create, then Go live to open the Live Control Room.
- Enter the stream information and choose its privacy setting.
- Scroll to Audience.
- Select Yes, it’s ‘Made for Kids’ or No, it’s not ‘Made for Kids’ based on the content’s intended audience.
- Continue the stream setup.
A channel-wide default is separate: in YouTube Studio, go to Settings → Channel → Advanced Settings → Audience. Choose that the channel is made for kids, not made for kids, or that you want to review each video. YouTube says an individual video’s audience setting overrides the channel setting. If you need to correct an archived livestream, find it under Content → Live, select it, and edit its Audience setting.
Decide whether the cartoon is directed to children
Judge the stream as a whole, not by whether it is safe for children to watch or whether some children might watch it. YouTube treats animation as one consideration among several; a cartoon style by itself does not make content Made for Kids.

Factors to consider
- Subject matter and intended audience: What is the cartoon about, who is it made for, and what does the way it is presented indicate?
- Characters and visuals: Consider animated characters, child-appealing celebrities or toys, and whether child actors or models appear. An animated character can also be aimed at a general audience.
- Activities and language: Look at child-oriented activities such as simple games or early education, as well as the language used.
- Audio and storytelling: Consider songs and stories for children, along with the music and other audio.
- Audience and promotion: Consider other evidence about who the stream is intended for and whether it is advertised to children.
A cartoon livestream intended for children is likely Made for Kids. By contrast, family-friendly material, a traditionally child-associated activity, or incidental child viewership does not by itself make a stream child-directed. Mixed-audience content that targets children as one of its audiences is considered Made for Kids.
YouTube says Analytics is not designed to determine whether content is child-directed, and creators should not rely on automated systems to choose the setting for them. The FTC’s COPPA staff guidance also lists factors such as subject matter, visual content, animated characters, music, language, advertising, intended audience, and evidence about the audience. The FTC FAQ says the COPPA Rule was amended on April 22, 2025; the FAQ presents staff views and is not binding on the Commission. This guidance does not determine the legal classification of a particular cartoon stream. COPPA is U.S.-specific, and YouTube says creators must also consider other applicable laws.
What changes when a livestream is Made for Kids
YouTube limits data collection and use on Made for Kids content to comply with COPPA and other applicable laws. On the video or livestream, YouTube lists the following unavailable features:
- Autoplay on Home, cards and end screens, video watermarks, and Miniplayer playback.
- Comments, live chat, live chat donations, the donate button, Super Chat and Super Stickers.
- Channel memberships on the content, merchandise and ticketing, and the notification bell.
- Personalized advertising, and saving to playlists or Watch Later.
At the channel level, YouTube additionally lists channel memberships, the notification bell, posts, and Ask Studio as unavailable. YouTube Help also says: “Videos that you set as ‘made for kids’ are more likely to be recommended alongside other kids’ videos.”
Do not select “not made for kids” just to retain a feature. YouTube warns that an inaccurate designation may create compliance issues with the FTC or other authorities and may lead to action on the YouTube account. YouTube may override a setting when it detects error or abuse, but creators remain responsible for making the audience choice.
Keep an always-on stream and its replay in perspective
YouTube’s encoder guidance includes streaming software and standalone hardware encoders, as well as Gyre as a cloud tool for 24/7 streaming of prerecorded YouTube videos. It also describes the AJA HELO Plus as a standalone H.264 encoder with scheduled prerecorded playback to YouTube Live, including without a computer, and lists free/open-source software such as OBS. These are examples, not guarantees of suitability or results for a particular channel.

For a continuous cartoon loop, choose a workflow based on whether it supports the playback schedule you need, whether a computer must remain on, what local recording or backup options it offers, and the setup and operating complexity you can manage. The official listings do not establish comparative reliability or value, or a restart schedule that guarantees an uninterrupted viewer experience and an archive for every segment. Check those details with the encoder or streaming service you choose.
Account for the 12-hour archive and DVR limits
YouTube says a stream under 12 hours can be automatically archived, while a stream exceeding 12 hours may not be captured at all. It recommends keeping a local recording as a backup. Its separate DVR guidance says rewind may be limited or unavailable for streams longer than 12 hours. An always-on broadcast therefore should not be treated as a guaranteed permanent replay; decide how you will preserve recordings before relying on the live stream as an archive.

“Made for Kids” is an audience designation, not permission to use cartoon footage, music, characters, or other material. Before looping a recording, confirm you have the rights needed for the material and review YouTube’s applicable rules. The audience setting also does not establish whether a stream meets any separate copyright or monetization requirements.
