A phone number can be used to verify no more than two YouTube channels per year. If it has already been associated with two channels during the applicable annual period, YouTube says to use a different number. Sharing a number does not automatically make either channel eligible or ineligible to livestream: each channel must meet YouTube’s requirements on its own.
What the two-channel limit means
YouTube’s account-verification guidance says, “To help prevent abuse, a phone number can only be associated with 2 channels per year.” If you see an error saying the maximum number of channels has been verified, the number has reached that limit for the applicable period; YouTube’s stated remedy is to verify with a different number. YouTube Help: Verify your YouTube account
This is a limit on using a phone number for channel verification. It does not mean that two channels sharing a phone number share live-streaming eligibility, nor does verification alone guarantee that either channel can go live.
Requirements that apply to each channel
YouTube’s general live-streaming guidance requires a verified channel, no live-streaming restrictions in the preceding 90 days, and a creator who is at least 16 years old. Check the status of each channel separately. A restriction on one account cannot be bypassed by switching to another channel while the restriction is active. Extra requirements for mobile live streaming
Mobile streaming has additional eligibility conditions. YouTube lists a minimum of 50 subscribers, a verified channel, no live-streaming restrictions in the preceding 90 days, live streaming turned on, and a compatible mobile device. The first mobile stream may take up to 24 hours to activate after you enable the feature. The 50-subscriber threshold applies to mobile streaming; do not assume it is a general subscriber requirement for other streaming methods. YouTube Help: Create a mobile live stream

Check the other channel separately. A shared number does not make one channel’s status a reliable indicator of the other’s.

Troubleshoot verification and live access
-
You see a maximum-number error: Use another phone number to verify the channel; the number in question has reached YouTube’s limit of two channel associations per year.
-
The code does not arrive: Try text or voice delivery. If neither works, YouTube suggests using a number from a different carrier, since some carriers do not support Google messages.

The channel is verified but cannot go live: Check its feature eligibility and whether it has had a live-streaming restriction in the preceding 90 days. For mobile, also check subscriber count, device compatibility, and whether live streaming has been turned on.
-
You just enabled mobile streaming: Allow up to 24 hours for the first mobile stream to activate.
-
You cannot establish whether the number was used already: Public guidance does not show an individual account’s verification history. Check the channel in YouTube Studio or attempt YouTube’s official verification flow to see the status or error for that account.
Or let it run in the cloud
If your channel is eligible and you want uploaded videos to play as a 24/7 YouTube livestream, StreamNeo is a separate option: upload a recording or playlist, add your YouTube stream key, and go live. Nothing has to stay on at home; it streams the uploaded video as made, up to 4K 60fps, at one flat price per slot, and automatically recovers if YouTube drops the stream. The first day is free with no card. Monthly is $9.99 per month. StreamNeo does not replace YouTube’s channel eligibility or phone-verification requirements.
