A steady bitrate reading does not prove that a YouTube Live stream is healthy from encoder to viewer. First check YouTube’s stream-health messages and the encoder’s actual output; then compare resolution, codec, keyframes and GOP settings with YouTube’s guidance. If the picture or sound is already bad in the encoder, investigate the source, encoder and CPU. If it looks healthy there, test the outbound connection.
Start with the symptom: where does the stutter appear?
Separate a local encoding or source problem from one that occurs after the stream leaves your encoder. YouTube recommends inspecting the stream in the encoder, checking the dashboard for errors and reviewing the local archive before treating the network as the cause. A stable bitrate alone does not identify which part of the path is responsible.
- Stutter is visible or audible in the encoder preview: inspect the routed audio and video sources, encoder errors, CPU load and the local recording.
- Encoder preview and local archive look and sound healthy: investigate the outbound internet connection. YouTube advises contacting your ISP if a connection test identifies a problem.

Check stream health and match the bitrate to the actual output
In YouTube Live Control Room, review stream health and any messages. Confirm that the encoder is sending the resolution and frame rate you intend to stream. YouTube detects encoder settings by default; a custom stream key can be configured for manual resolution selection.

Compare the bitrate with YouTube’s recommendation for the ingestion resolution and codec. The figures below are YouTube’s published recommendations for 60 fps input, not a guarantee against stuttering or a measure of viewer-side playback quality.

These are YouTube recommendations published on its encoder settings page, accessed October 3, 2026. Do not raise bitrate automatically just because playback stutters: first verify the actual codec and resolution, then use the symptom checks to determine whether encoder or connection evidence points to a problem. YouTube also recommends running a speed test to check upload bitrate.

Verify the encoder settings that affect 60 fps streams
Compare your encoder’s options with YouTube’s recommendations. Different encoders may use different labels, so look for the equivalent control rather than assuming every interface uses the same wording.
- Protocol: RTMP or RTMPS.
- Frame rate: up to 60 fps, matching the intended output.
- Rate control: CBR.
- Keyframe interval: 2 seconds recommended; no more than 4 seconds.
- Advanced settings: square pixels, progressive scan, two B-frames, one reference frame and CABAC.
YouTube’s live-stream error guidance says keyframes arriving less often than every four seconds can cause buffering. It also says its pipeline requires a closed GOP for optimal transcoding. If Live Control Room reports a keyframe or GOP error, check those controls in the encoder; the guidance describes possible configuration problems, not a diagnosis of every stuttering stream.

Use the encoder preview and local archive to isolate the cause
- Use current encoder software. YouTube recommends the latest version of your encoder.
- Watch and listen inside the encoder. Check whether the stutter or audio issue is present before the signal reaches YouTube.
- Inspect the routed sources. Confirm the intended camera, media source and audio inputs are reaching the encoder without problems.
- Review encoder errors and CPU load. Look for reported errors or evidence that the system is struggling to encode.
- Check the local archive. If the recording is also affected, that supports investigating the source or encoding path rather than assuming a YouTube playback issue.
- If local output is healthy, test upload connectivity. YouTube recommends an upload speed test; if it identifies a connection issue, YouTube advises contacting your ISP.
This sequence follows YouTube’s troubleshooting advice. A steady bitrate reading is only one observation; compare it with the preview, archive, error messages and connection test.
Consider latency mode, but do not treat it as a cure
YouTube defines latency as the delay between capture by the encoder or camera and display on the stream. Lower latency can mean more playback buffering, so check the selected mode when relevant, but changing it does not establish or necessarily fix the cause of stutter. Test before the event and monitor while live
Before an important stream, test with audio and movement similar to the planned event. During the broadcast, monitor stream health and messages, and keep checking audio and video quality. YouTube’s encoder settings guidance recommends testing and monitoring; its computer live-stream tips also recommend continuous quality monitoring.
