Yes, but only in a limited way. YouTube Kids can play videos without Wi‑Fi when those videos were downloaded in advance. In the United States, offline downloads generally require YouTube Premium. If nothing was downloaded, the app needs either Wi‑Fi or cellular data to stream.
“No Wi‑Fi” is not always “no internet”
A device can be online in two different ways:

Offline playback does not provide offline browsing. Searching, recommendations, new thumbnails, account changes, comments, likes and similar online features cannot be relied on without an internet connection. Google specifically notes that actions such as commenting and liking require connectivity (Google’s offline help).
How to download YouTube Kids videos for offline use
Use the mobile YouTube Kids app while the device is connected to the internet. Labels can vary slightly by platform, language and app version.
- Open YouTube Kids and select the child’s intended profile.
- Find the video or episode you want.
- Tap More (usually the three-dot menu).
- Choose Download video.
- Wait for the download to finish; starting a download is not the same as completing it.
- Open Your stuff, then Downloads, and confirm that the video appears.
- Before travel, turn on Airplane Mode and play at least one downloaded video as a real-world test.
Google documents this workflow in its YouTube Kids Premium and offline-viewing help. Downloaded content is managed by the app rather than saved as an ordinary video file.

Do you need YouTube Premium?
For a reader in the United States, the practical answer is usually yes. YouTube Premium includes YouTube Kids offline downloads, Smart downloads, background play and ad-free viewing when the account, app, device and location are supported.
Google also describes a separate free-download program for selected countries. Its listed locations are Ghana, India, Kenya, Malaysia, Nigeria, the Philippines, South Africa, Tanzania and Zimbabwe; the United States is not listed (country availability). Therefore, do not treat “Premium required” as a worldwide rule, but U.S. families should generally expect to need it.
Premium availability and plan terms can change. Check the live official signup flow for current individual, family or two-person options rather than relying on an old price: YouTube Premium plans and signup help.
How Smart downloads work
With Premium, Smart downloads can automatically save recommended videos for offline viewing. Google says the system can download up to 20 videos, refreshes recommendations when the device reconnects, and updates every 24 hours while online.

Smart downloads are not a guaranteed travel playlist. Recommendations can change, a favorite video may not be selected, and Google says Smart downloads are deleted if the device has had no internet connection for 30 days. For a flight or road trip, manually download must-have episodes as well.
To manage the feature, open Settings, complete the math problem or custom passcode, then open Background & Downloads. Turn Smart downloads off there if you want only videos you deliberately selected.
Control mobile-data use, quality and storage
In Settings → Background & Downloads, YouTube Kids provides controls for download behavior. Google documents options including:
- Download over Wi‑Fi only: prevents downloads from consuming cellular data, but requires preparation at home or another Wi‑Fi location.
- Download quality: higher quality looks sharper and uses more storage and download time; lower quality saves space and data but may look softer on a tablet.
- Delete downloads: removes stored videos when you need to reclaim space.
These controls and their availability can depend on Premium, country and account setup. The documented settings are described in Google’s YouTube Kids help and download-quality guidance.

Watch or remove downloaded videos
Watch a download
Open Your stuff → Downloads, then select the video. Basic playback controls such as pausing, playing and seeking should remain available, subject to normal app behavior.
Delete one video
Find the video in Downloads, open More, and choose Delete from downloads.
Delete everything
Open Settings, complete the parent-verification step, go to Background & Downloads, and select the delete-downloads option.
Why the Download button may be missing
A missing option does not necessarily indicate a broken device. Common explanations include:

- The signed-in account does not have Premium in a location where Premium is required.
- The family is in a country where the feature is unavailable.
- The parent is signed in to a different Google account than the one with Premium.
- YouTube Kids is out of date.
- The particular video is not eligible for download.
- The feature is not offered on the platform being used; mobile-app support should not be assumed for televisions.
Update YouTube Kids, verify the profile and account, and check another eligible video. Google recommends using the latest app version for Premium features (official guidance).
When a download will not play offline
- Reconnect to Wi‑Fi or cellular data.
- Open YouTube Kids and confirm that the correct account is still signed in.
- Check that the video remains under Your stuff → Downloads.
- Play it once while online, then update the app if an update is available.
- Delete and download the video again, waiting for completion.
- Test once more with Airplane Mode enabled.
A video may also disappear because it became unavailable, storage management removed it, the account or app changed, or a parent changed the child’s content setting. Google says changing a child’s content setting deletes current downloaded videos and creates new downloads under the updated setting.

Check the device’s permissions and connection:
- Enable cellular data for YouTube Kids (or YouTube where the device groups the permission).
- Turn off Airplane Mode and confirm a usable signal.
- Check whether the carrier blocks, throttles or limits video data.
- Review Data Saver, Screen Time, Family Link or other parental restrictions.
For iPhone and iPad, Google specifically recommends checking that cellular data is enabled for YouTube when Wi‑Fi is unavailable (iOS connection troubleshooting). Cellular streaming is a fallback, not a substitute for downloads in airplanes, tunnels or areas with unreliable coverage.
Downloads are not files you can move elsewhere
YouTube’s offline videos are stored in an app-managed, encrypted form and are playable inside the official app. They are not normal MP4 files that appear in Photos, Files or Gallery, and they cannot be treated as transferable video ownership (Google’s offline-download explanation).

A mobile download also does not automatically transfer to a smart TV. TVs generally need an internet connection to stream YouTube content. YouTube Kids downloads are primarily a mobile-device workflow.
Is Premium worthwhile for travel?
| Family situation | Likely best approach |

| Frequent flights, road trips or unreliable internet | Premium plus manual downloads and an Airplane Mode test. |
| One occasional trip | Use an already-paid service with kids downloads or legally stored local media if buying Premium solely for the trip is not worthwhile. |
| Reliable, generous cellular plan | Streaming may be sufficient, while downloads remain useful for coverage gaps and data savings. |
| Child watches mostly on a television | Premium’s mobile offline feature may not solve the main viewing need. |
YouTube Premium may be especially useful if the household also wants ad-free YouTube, background play and YouTube Music. Do not use third-party downloaders, unofficial APKs or account-sharing schemes; they can create security and child-safety risks and may violate YouTube’s terms.
Families already shopping for wireless service may see YouTube Premium promotions in some Google Fi plans. Eligibility, activation, taxes, post-promotion terms and data limits must be checked at signup (Google Fi plans; Fi plan details; Fi promotion information). Buying a phone plan solely for occasional offline Kids viewing is usually disproportionate.
