No—not just for subscribing. Under the UK rules described in a Parliamentary answer on 26 March 2026, a TV licence is required to watch live television on any platform, including a streaming service, and to watch or download BBC programmes on BBC iPlayer. The government has discussed whether the licence requirement should cover additional services, but it has not announced a rule making Netflix or Disney+ subscriptions alone liable. Nor does the government’s 2025 review propose a levy on streaming platforms’ revenue.
What do Netflix and Disney+ subscribers need a TV licence for now?
The current-rule description in a UK Parliamentary answer dated 26 March 2026 sets out two relevant triggers:
- Watching live television: a licence is required regardless of the platform. That includes live TV watched through a subscription streaming service.
- BBC iPlayer: a licence is required to watch or download BBC programmes on iPlayer.
The answer does not say that paying for Netflix or Disney+ alone requires a licence. A household that uses those services only to watch on-demand programmes, and does not watch live TV or use BBC iPlayer, is not identified in that answer as needing a licence simply because it subscribes.

What change is the government considering?
The Department for Culture, Media and Sport’s 2025 Charter Review Green Paper says the government is reviewing the scope of services or activities for which a household may need a TV licence. It says the government is open-minded about what might be covered, including potentially BBC online services or BBC Sounds. That is an open policy question, not an enacted change to the current rules.
The same paper explicitly says the government is not considering a levy on streaming services’ revenues to fund the BBC. These are different ideas:

The Green Paper describes the licence fee as the BBC’s main public funding source. Its policy discussion weighs stable funding for public service broadcasting against affordability, changing viewing habits and declining licence uptake. It says the number of UK households holding a TV licence had fallen by 2.4 million since its peak in 2017/18.

What is the current licence fee?
The annual colour TV licence costs £180 from 1 April 2026. The Department for Culture, Media and Sport said the increase was £5.50 and followed the inflation-linked settlement made in 2022. This is the price of the existing licence; it does not mean that a Netflix or Disney+ subscription by itself triggers payment.

What concessions and payment support are available?
Government information lists concessions for registered blind or severely sight-impaired people, people aged 75 or over who receive Pension Credit, and eligible residents in qualifying residential care. A Simple Payment Plan can spread payments. Eligibility conditions apply, so check the current official guidance before relying on a concession or payment option.
The Green Paper says approximately 287,000 households were supported by the Simple Payment Plan, and that 53% of those households did not keep up with their payments. Those figures describe the plan’s supported households as reported by the Department for Culture, Media and Sport in 2025; they are not a measure of all licence holders.

When will the government decide?
The Commons Library reported on 16 July 2026 that consultation on the Charter Review had closed on 10 March 2026 and that a White Paper setting out policy decisions for the next Royal Charter was expected later in 2026. The sources available for this article do not establish whether that White Paper has since been published or what it says about licence scope. The final position on Netflix- or Disney+-only households therefore remains unsettled.
The current BBC Charter began on 1 January 2017 and expires on 31 December 2027. GOV.UK says the next Charter is expected to take effect on 1 January 2028.
