Why Netflix Streaming Feels Slower—and What the Evidence Really Shows

If Netflix is buffering or taking longer to start, congestion somewhere between Netflix and your screen may be to blame—but current published data does not show that Netflix is getting slower everywhere or that conditions are unlikely to improve. The problem can be in your Wi-Fi or home connection, your internet provider’s network, or another part of the route. Here’s how to tell what the evidence says and where to start troubleshooting.

Is Netflix streaming actually getting slower everywhere?

There is no clear evidence that it is. Netflix’s published results show different internet service providers (ISPs) moving in different directions, not a consistent decline across the board. They also do not support a confident prediction that streaming will stay slow or get worse.

In results Netflix published in December 2025 for November, 20% of measured ISPs improved by 0.2 Mbps, 78% were unchanged, and 2% declined by 0.2 to 0.4 Mbps. Those figures describe that month’s results, not every viewer’s experience or a long-term global trend. Netflix said its ISP Speed Index data would continue monthly, while blog updates would move to a quarterly cadence from 2026. Read Netflix’s November 2025 update.

A viewer can still experience a genuine slowdown even when the broader results do not show one. Performance varies by location, ISP, time of day, device, home network, and playback conditions.

What the Netflix ISP Speed Index measures—and what it doesn’t

The Netflix ISP Speed Index compares prime-time Netflix streaming performance on specific ISPs. Netflix describes it as a measure of “prime-time Netflix performance on a particular ISP,” not the ISP’s overall performance for other services. It is therefore not a general broadband-speed ranking, a measure of every customer’s connection, or proof of a universal change in Netflix quality.

The broadest report available in the cited results covered January through June 2026. Netflix listed 58 ISPs across 21 countries and regions; the highest monthly average reported was 3.2 Mbps. That is an Index measurement of Netflix-specific performance, not the full speed of an ISP’s internet service or the speed available to every home. See the Netflix ISP Speed Index.

A high result on the Index does not rule out a problem on your particular connection, and a low result does not explain exactly what is happening in an individual home. The Index is most useful as a service-specific comparison of participating ISPs during prime time.

Why a stream can buffer even on a fast internet plan

Netflix video has to travel from its service to the screen through several parts of a connection. A bottleneck at any point can affect playback. Netflix says that congestion anywhere along this route can lower streaming quality or cause problems. Netflix’s connection guidance explains the possible causes.

Your home Wi-Fi or internet connection

A weak wireless signal, router placement, or other devices using the home connection at the same time can leave less capacity for Netflix. The advertised speed of a plan does not guarantee that every device will receive that speed throughout the home or during busy periods.

Your ISP’s network

Your provider carries traffic across its network to your home. A problem or congestion there can affect Netflix even if your device is close to the router. A speed test at another time, or a fast result on a different route, may not reflect the connection’s performance while you are watching.

Delivery and interconnection beyond the home

Netflix’s Open Connect materials describe local delivery infrastructure and engagement with ISPs. Local content delivery can help reduce transit and backhaul congestion as a general network mechanism; it does not establish that peering or delivery arrangements caused a particular household’s slowdown. Netflix provides ISPs with an Open Connect engagement process and a form for peering requests to consider in future expansion. Those channels do not promise a fix for an individual viewer.

Congestion is not, by itself, proof that Netflix or an ISP is deliberately throttling video. The published sources cited here do not establish intentional traffic discrimination or paid interconnection as the cause of a viewer’s problem.

How much connection speed does Netflix recommend?

Netflix’s current recommendations are stable connection speeds for different picture resolutions. They are useful benchmarks, not guarantees against congestion, Wi-Fi problems, or other interruptions. Netflix’s internet connection speed recommendations are:

Playback resolution Recommended connection speed
720p (HD) 3 Mbps
1080p (Full HD) 5 Mbps
4K (Ultra HD) 15 Mbps

Compare a speed check with the recommendation for the resolution you want to watch, but treat it as a snapshot. A result above the recommended speed does not rule out a problem that appears only at peak time or over Wi-Fi.

How to find where the slowdown is happening

  1. Check whether it affects one device or several. Try Netflix on another device and see whether other internet services are also slow. If only one device has trouble, tell your ISP whether it connects over Wi-Fi or a direct cable. Netflix’s troubleshooting checklist starts by distinguishing device and connection problems.
  2. Check the connection speed. Run FAST.com or use the network check in the Netflix app, then compare the result with the resolution recommendations above. Note whether you ran the check over Wi-Fi or a cable and whether the slowdown occurs at a particular time.
  3. Compare Wi-Fi with a wired connection, if possible. Connect a compatible TV or streaming device directly to the router using Ethernet, then try Netflix again. If playback improves, Wi-Fi may be the weak link. If it does not, the cable test still cannot rule out congestion elsewhere on the route.
  4. Improve Wi-Fi reception. Move the router and playback device closer together, put the router in an open, elevated space, and move it away from other wireless devices. These changes help test whether the signal inside your home is limiting playback.
  5. Contact your ISP if the problem continues. Ask whether there is a local outage, a modem or router problem, or an issue with the network or connection settings. Describe which devices are affected, whether they use Wi-Fi or Ethernet, and when the slowdown occurs.

A wired connection is a diagnostic, not a guaranteed cure: it can help identify a Wi-Fi limitation, but it cannot repair congestion outside the home. Replacing a router is most sensible when there is evidence that the router or wireless connection is the problem.

What could—and couldn’t—make streaming improve?

The right fix depends on where the bottleneck is. A Wi-Fi placement change can help with a weak signal at home; an Ethernet comparison can help isolate Wi-Fi; an ISP may need to investigate an outage or a network issue; and local delivery infrastructure can affect how content reaches ISP networks. None of these possibilities identifies the cause in a specific home without checking that connection, and network-delivery mechanisms do not provide a reliable timetable for when an individual problem will be resolved.

For now, the strongest conclusion is narrower than the headline: Netflix streaming problems are real for affected viewers, but published Index results do not show a universal slowdown, and they cannot establish that performance will fail to improve.
