In the Marvel Cinematic Universe, Sam Wilson carries the Captain America shield without the Super Soldier Serum. Steve Rogers chose him as his successor, and the story grounds Sam’s claim to the role in humanity, judgment, compassion, and empathy rather than in enhanced physiology. Disney’s own interview with actor Anthony Mackie states plainly that Sam does not have the serum.
This article covers the MCU only. Comic book continuities handle the Captain America mantle differently and are not addressed here.
What Steve’s serum origin actually involved
To understand why Sam’s situation is different, start with how Steve Rogers became a super-soldier in the first place. Disney’s D23 history of the MCU, published March 9, 2021, describes Steve completing mental and physical tests before he received the Super Soldier Serum. The film’s Dr. Erskine explains that the serum amplifies what is already inside a person. In other words, the serum is not a generic upgrade; it magnifies the qualities a subject already has, which is why Steve’s enhancement was tied to his character from the start.
How the shield passed to Sam without the serum
Disney says Steve chose Sam at the end of Avengers: Endgame to succeed him as Captain America. The Disney+ series The Falcon and the Winter Soldier then explored what it costs to carry the shield, and Disney’s official film synopsis for Captain America: Brave New World says Sam wields the shield after the events of that series. The film places him in an international incident and a global conspiracy. The synopsis does not go into the mechanics of his strength or his equipment, so the handoff is established as a story decision and a matter of trust, not as a physical transfer of power.

What the official commentary says about Sam’s qualifications
The most direct explanation comes from a Disney studio interview with Anthony Mackie and director Julius Onah, published February 13, 2025.
Mackie on what Sam knows about his limits
Mackie says Sam understands he is not Steve Rogers because he does not have the serum, and he does not have the backup and facilities Steve had. The line in the film where President Ross tells Sam he is not Steve Rogers lands because Sam already accepts the gap. That is actor commentary on how the character is written, not a claim that Sam’s physiology matches Steve’s.
Mackie on Sam’s “brute force”
Mackie describes Sam as a counselor, a soldier, and a veteran, and says his brute force is his humanity, his mind, and his compassion, not his muscles. Read this as a statement about the character’s emphasis. It identifies the qualities the story asks the audience to value in Sam, rather than a measurement of what he can lift or endure.
Onah on heart and empathy
Onah calls empathy Sam’s superpower and says Sam’s heart makes him a great Captain America while also being very formidable. “Superpower” here is a metaphor used in the interview. It does not describe a biological power or an effect of the serum.

- No source compares Sam’s physical strength, speed, or endurance with Steve’s, so any claim that Sam is “as strong” or “weaker” goes beyond the evidence.
