The reporting available on the question reports a production decision, not a departure Donovan chose: TVLine reported on November 15, 2023, citing sources close to the show, that he was let go for creative reasons. What happened to Frank Cosgrove
- Donovan played Detective Frank Cosgrove in seasons 21 and 22, after Law & Order returned in 2022.

- The sources are unnamed. TVLine did not identify who described the decision, so readers have no way to check the claim against a named person.
- NBC declined to comment. The network did not confirm or dispute the creative-reasons account.
- Donovan’s side was contacted, but no response is recorded. TVLine said it reached out to his camp. The reporting found does not include a public statement from him about the exit.
TheWrap repeated the casting news and attributed the creative-reasons account to TVLine. That shows the claim spread, but it is not an independent second source. Every version of the story traces back to the same report.
The on-screen explanation
The season 23 premiere addresses Cosgrove’s absence directly. New detective Vincent Riley asks Jalen Shaw about Cosgrove, and Shaw says he was a great cop who “just got jammed up” for being too honest. That is the show’s account within the story. It explains why the character is gone from the squad, but it does not explain why the production removed the actor, and it should not be cited as if it were a statement from Donovan or from NBC.

A precise sentence for an article, social post or forum reply is: “TVLine reported, citing sources close to the show, that Donovan was let go for creative reasons.” If you add the on-screen line, label it as the show’s explanation within the story. The word “abruptly” is common in headlines, but the reporting does not describe when the decision was made or how it was communicated to the cast, so the suddenness is a framing choice rather than a documented detail.
