The most documented explanation comes from HBO and from the show’s creative team, not from any count or study. HBO’s programming chief said in 2014 that the network had not asked the producers to reduce sexual content, and the novels they adapted, which include sex and violence, served as their guide. That stated rationale explains why the show was permitted to depict nudity. It does not establish that every nude scene was needed for the story, and critics have argued that some scenes were gratuitous or departed from the books.
The coverage cited here dates from 2014 to 2020. It does not address later seasons or statements made after 2020.

What HBO has said
Lombardo said the showrunners treated Martin’s books as a map and that the books involve war, violence and sex. He said HBO had not limited that material. In his words: “We have certainly not given them an edict or a note that they need to tone down the sexual content in the show.” He described HBO as an adult pay-TV service that trusts its creative partners to judge what suits the characters.
That defence has a limit that Lombardo also stated. He said that as long as violence “isn’t the reason [people] are watching the show, that it isn’t a show trying to attract viewers with sex and violence, I am not going to play police.” The position, then, is that the network permitted adult content and did not regard it as the reason for watching. It is an executive’s account of intent, and it cannot be checked scene by scene.

Why the novels and the show can show different things
Martin’s explanation is narrower than the general claim that the books contain sex. He said that the viewpoint characters in the early novels are told through a limited point of view, and that none of them were gay. That is why the books did not show explicit gay sex scenes. Television, he said, has no equivalent restriction: “A television show doesn’t have those limitations.”
Martin also said he would not add material for its own sake: “I’m not going to do it just for the sake of doing it.” This explains a difference in narrative access and a stated editorial restraint. It does not explain why each individual scene in the series was included, and it does not cover the adaptation changes that drew the most criticism.

Where adaptation changes drew the strongest criticism
Most of the debate concerned sexual violence and changes to the books, rather than nudity alone. Nudity, consensual sex and sexual violence are distinct, and the criticism often turned on which of these a scene depicted.
The Jaime and Cersei scene in season four
Lombardo’s 2014 remarks came after public criticism of a season-four scene involving Jaime and Cersei. Critics said the scene changed an encounter that is consensual in the novel into rape. The debate was about adaptation fidelity as much as about nudity.

The season-five Sansa scene
A season-five sequence showing sexual violence against Sansa drew criticism on two grounds. Critics argued that it was gratuitous, and that the adaptation gave an event from the books to a different character. Some coverage also said the scene’s focus on Theon’s reaction displaced Sansa’s own experience.
Podeswa said the producers listened to audience feedback and that it influenced them. He also defended the depiction as part of the show’s world: “It is important that [the producers] not self-censor. The show depicts a brutal world where horrible things happen.” Readers can weigh those two positions against each other. The sources report both without settling the artistic question.

Violence against men and women
In 2016, Casey Bloys argued that violence affected men and women in the show. He also acknowledged that the series had not, at that point, depicted men being raped. His remarks are a response to criticism about gender balance, and they do not amount to a measured comparison of how often each gender was shown in those situations.

In a 2017 TIME interview, Emilia Clarke said she was asked to do nudity in the first season, when the show was her first major job. She said: “I don’t have any qualms saying to anyone it was not the most enjoyable experience.” This is one performer’s account. It should not be read as a description of every cast member’s experience or of every scene.

A 2020 retrospective based on an oral history by James Hibberd reports criticism from cast members about how early intimate scenes were handled. It also notes that most of those scenes predated HBO’s 2018 requirement to hire intimacy coordinators across its shows. That is useful historical context about industry practice at the time. It is not evidence about the exact process on every Game of Thrones set.
What the evidence does not establish
