Hurt had played Thaddeus “Thunderbolt” Ross across several MCU projects, beginning with The Incredible Hulk and continuing through Captain America: Civil War, Avengers: Infinity War, Avengers: Endgame, and Black Widow. Marvel kept Thunderbolt Ross because Ross still had several useful connections to the MCU’s larger story: he was a senior government figure, a recurring antagonist or obstacle in Hulk-related stories, Betty Ross’s father, and a character with a major comics transformation waiting to be used.
Ross began as a military authority pursuing Bruce Banner and the Hulk. He later became involved in the MCU’s debates over government oversight and accountability for superhuman activity. By Captain America: Brave New World, Marvel’s official film page identifies him as President Thaddeus Ross and places him at the center of an international crisis.
Ross also has a personal connection to Bruce Banner through Betty Ross, Ross’s daughter. Marvel’s explanation of how Thaddeus Ross became Red Hulk describes his pursuit of the Hulk as being connected in part to Banner’s relationship with Betty.
Writing Ross out would consequently have meant removing more than a military or political official. Marvel would have lost a link between Bruce Banner, Betty Ross, the Hulk mythology, the Avengers’ political conflicts, and the government world surrounding the MCU’s superheroes. Recasting preserved all of those relationships without creating a replacement character to perform the same functions.
