Carmine Falcone looks different in The Penguin because the series recast the character: John Turturro played him in The Batman, while Mark Strong portrays him in the series’ flashbacks. Showrunner Lauren LeFranc said Turturro’s schedule did not work; Turturro also said the show’s violence toward women was not something he wanted to take on.

Why did The Penguin recast the role?
LeFranc said the production initially hoped Turturro could return, but his schedule did not work. In an interview reported by TheWrap, she said, “To my knowledge it was due to scheduling conflicts.” She also said she respected an actor’s personal reasons for declining a role.
Turturro gave additional context of his own. He told TheWrap, “In the show, there was a lot of violence towards women, and that’s not my thing.” The scheduling explanation is LeFranc’s account of what she understood about the production; the objection to the show’s content is Turturro’s stated personal reason. They are related context, but not the same explanation.

Why Mark Strong was chosen
LeFranc said the team sought an actor who could bring gravitas and ferociousness to Falcone, and praised Strong’s work. She also described Falcone’s arc as closely connected to Sofia’s story. ComicBook.com reported her explanation of the casting process.
Why Falcone’s portrayal feels darker in the series
The change is not only in the performer. The Penguin gives Falcone’s violence a more explicit role in Sofia’s flashback story. LeFranc said she and Matt Reeves understood Falcone to be a violent man with a streak of violence against women, building on events established in The Batman: the killing of Selina Kyle’s mother, Falcone’s attempt to kill Selina, and the killing of Selina’s friend Annika.

TheWrap’s account of the flashback episode describes Falcone strangling his wife Isabella and later framing Sofia for murders of women, which leads to Sofia’s time in Arkham. Turturro contrasted this with the film’s more restrained presentation of violence, saying, “It’s scarier that way,” about violence happening off-screen in The Batman. His comments describe his view of the storytelling and his own decision, not a production claim about why Strong looks different.
