Reporting describes substantial historic chemical contamination there, but the evidence cited so far does not establish that people were exposed or that the site caused cancer. Nor does it show that the council is legally required to carry out its own tests: “must carry out own tests” should be read as the title’s framing of a dispute, not a verified council quotation or legal direction.
What site does the documentary investigate?
Buried with Michael Sheen is a two-part BBC investigation into allegations and evidence concerning historic chemical dumping in Wales. Sheen worked with investigative journalists Dan Ashby and Lucy Taylor. The reporting includes the Llwyneinion Acid Tar Lagoon, near Ruabon in Wrexham, and places it in a wider account of alleged PCB dumping at multiple Welsh sites.
The lagoon is described in the reporting as a historic waste site. Calling it “toxic” conveys the seriousness of the contamination concerns, but does not by itself establish a particular level of current exposure or a resulting health impact.
What contamination has been reported at Llwyneinion?
BBC reporting in 2026 described the findings of a 2006 environmental engineering consultancy report seen by BBC Wales. That report recorded contamination dating back to 1979 and identified 93,100 tonnes of acid sludge attributed to Burmah Castrol, along with barrels of unknown substances suspected to be from Monsanto.

The consultancy report identified 105 possible routes by which contamination might affect people, wildlife, property or water supplies. These included three uncapped mine shafts beneath the lagoon, described as possible pathways. Identifying a possible route is not proof that contaminants travelled through it or that anyone was exposed.
The same BBC account said that, over 27 years, there had been 18 investigations, two remediation proposals and five treatment trials, while the lagoon remained in place as of the 2026 report. Those figures describe a history of assessment and proposed or trialled responses; they do not establish that a proposed remedy was completed successfully.

What is the council’s reported position?
Nation.Cymru reported in August 2026 that the council did not consider the contamination dangerous enough to justify a cleanup costing millions of pounds. The report said the site did not meet the legal threshold for remediation. That is the council position as reported by the outlet, not a finding independently established here from the council’s underlying assessment.
BBC reporting has also recounted that Clwyd County Council bought the site in the 1980s and agreed to protect its previous owner from claims and liabilities arising from the escape or nuisance of noxious wastes. This historical account does not, on its own, determine who currently bears legal responsibility.

Why are campaigners calling for more or independent tests?
The central dispute is about whether existing evidence is adequate to judge risk and decide what action is warranted. In September 2026, reporting on a Welsh Affairs Committee discussion described calls for independent testing and a national-level funding mechanism. Michael Sheen and the documentary’s journalists also gave evidence at the Committee’s session on contaminated land and Wales’s industrial legacy.
Independent testing is sought so that decisions do not rely solely on assessments whose scope or conclusions are being challenged. A useful testing programme would need to make clear:

- which contaminants and locations are sampled, including whether sampling addresses plausible pathways such as the mine shafts;
- how results and methods will be made public; and
- what findings would trigger more investigation or remediation.
The available reporting supports the calls for independence and a funding mechanism, but does not set out a fully specified testing plan or a verified statutory direction requiring the council to test. The phrase “must carry out own tests” should therefore not be presented as a confirmed council statement or settled legal obligation.

The reported contamination and possible pathways are reasons for concern and further investigation. They are not, by themselves, proof of present-day exposure or of a specific health effect. The cited coverage includes concerns about PCBs and other contaminants and claims about cancer patterns, but the available sources do not establish that pollution at Llwyneinion caused cancer or other illness.
BBC coverage reported that Public Health Wales said its Welsh cancer intelligence and surveillance unit had collected and analysed every cancer case since the 1970s. That description of the unit’s work does not amount to a site-specific finding that Llwyneinion caused a cancer cluster. A causal conclusion would require evidence that directly addresses exposure and health outcomes; none is established in the material cited here.
How widespread is contaminated land in Wales?
Nation.Cymru reported in September 2026 that a witness estimated there were between 10,000 and 45,000 contaminated sites in Wales, of which 80 were formally classified. This is a witness’s estimate reported during committee discussion, not an official inventory count. It provides context for calls for national coordination and funding, rather than evidence about the risk at any individual site.
