The 2019 Call of Duty: Modern Warfare depicts these acts to dramatize the brutality and moral uncertainty of conflict, the developers said, and to encourage empathy with people caught in it. That stated goal does not settle whether the game’s scenes or political framing achieve it.
Which Modern Warfare does this refer to?
This is the 2019 Call of Duty: Modern Warfare, a reimagining of the series rather than a continuation of the earlier trilogy’s story. Its campaign is set in the fictional country of Urzikstan and follows characters including Farah Karim, whose community faces violence and counterterrorism operations. Activision described the story as a fictional proxy war centered on the Urzikstani Liberation Force, led by Farah, defending its home. (Activision’s 2019 overview; behind-the-scenes account)
What do the controversial scenes show?
Farah’s childhood fight
A flashback shows young Farah and her brother confronting a Russian soldier after he kills their father. Farah fights him with a screwdriver and then uses his rifle. The scene depicts a child fighting an armed soldier in a desperate situation; it is not evidence that the story depicts a broader child-soldier recruitment program. (GamesBeat’s campaign account)
The London house-clearing encounter
During a London operation, the player encounters people who are armed and unarmed, including an unarmed woman. The situation asks the player to judge who poses a threat; GamesBeat reports that failing to shoot people judged to be threats can fail the mission. That is a constrained, threat-assessment encounter—not a universal instruction to kill every unarmed woman or civilian. (GamesBeat)

Farah’s torture
The campaign shows Farah being waterboarded by a Russian officer. GamesBeat reports that players can opt out of the scene. Narrative director Taylor Kurosaki said the scenes were intended to make players uncomfortable and think. (GamesBeat)
Other violence against civilians
The campaign also depicts a chemical attack on a village, dead children, mass executions, and violence against civilians. These are events in the game’s fictional story, not evidence about a real incident. (GamesBeat)

What reason did the developers give?
In a GameSpot interview published November 1, 2019, Kurosaki said the campaign drew inspiration from real-world events and that “the purpose of the narrative is, frankly, to build empathy.” He described an aim, not a guaranteed effect on every player. (GameSpot interview)
In a PlayStation.Blog post, Kurosaki said the studio wanted players to navigate moral gray areas and see events from characters’ perspectives. He wrote: “Missions aren’t necessarily on battlefields; soldiers have to conduct operations where the enemy doesn’t identify themselves and, in some cases, blends in with civilians.” He also said the studio consulted people from the CIA, the UK’s Special Boat Service, and former Navy SEALs. That is the developer’s description of its process; consultation does not independently establish historical accuracy. (Kurosaki’s PlayStation.Blog post)

Activision’s account also names retired Navy SEALs, war correspondent Hollie McKay, and writer Somaiya Daud among the advisers. The stated rationale, then, is to put players amid uncertainty and civilian exposure to violence—not to present the campaign as a documentary record. (Activision)
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why does the campaign’s framing remain controversial?
There is a difference between depicting moral ambiguity and giving every side of a conflict equal or convincing treatment. The Washington Post reported contemporary criticism that the game casts Russian forces as villains and reworks real U.S. military operations as Russian massacres in its fictional setting.

One example is the game’s fictional Highway of Death. The historical event associated with that name occurred during the 1991 Gulf War, when U.S. aircraft attacked a column of Iraqi military vehicles and civilian vehicles retreating from Kuwait into Iraq. In the game, the perpetrators and setting are changed. The Washington Post reported that the borrowed name and altered framing helped fuel criticism of the game’s politics. (The Washington Post)
That criticism does not erase the developers’ stated intent, just as an intent to build empathy does not resolve questions about player agency, consequences, or whose violence the story emphasizes. Those are separate questions a player can weigh when interpreting the campaign.
