Shalla-Bal is the Silver Surfer in Marvel Studios’ The Fantastic Four: First Steps, played by Julia Garner. She serves as Galactus’s herald, arriving on Earth to announce the world-devouring threat that the Fantastic Four must face. The film was released in summer 2025, with the studio’s opening date set for July 25, 2025.
Who Shalla-Bal is in the film
The film’s Silver Surfer is not simply a gender-swapped version of the character most viewers know. Shalla-Bal is a named figure with her own backstory, and the filmmakers present her as a distinct role within the story. The Walt Disney Company’s July 24, 2025 interview with Marvel Studios president Kevin Feige describes First Steps as set in a 1960s-inspired, retro-futuristic world, where the Fantastic Four must defend Earth from Galactus and his enigmatic herald, the Silver Surfer, played by Garner. Feige calls the film the team’s official entry into the Marvel Cinematic Universe.
The Associated Press review, which describes Garner’s Surfer as the character who announces Galactus, identifies the film’s world as Earth-828. That designation refers to the film’s setting. It should not be read as a statement about the mainline comics universe.
Her role: Galactus’s herald
A herald arrives ahead of the threat it serves. In First Steps, Shalla-Bal fills that function: she comes to Earth to warn of Galactus and what his arrival will mean for the planet. The Fantastic Four’s conflict is therefore framed around her message as much as around Galactus himself.

Feige’s description of Galactus in the same July 2025 interview offers a useful counterpoint to the herald’s role. His quoted line is “He is not evil. He is a constant.” That framing makes the herald’s work less a matter of villainy than of an unavoidable force she has been ordered to carry out.
Why her loyalties are unclear
Garner’s account, reported by Good Morning America / ABC News on April 24, 2025, centers on ambiguity. She says the audience does not know, at first, where Shalla-Bal stands. In Garner’s words, “She is the herald of Galactus so she works for Galactus, but you’re not sure where she stands.” The same report describes her gliding above the city on a floating surfboard, captioned as “Shalla-Bal/Silver Surfer.”

Garner also called the character “She’s so different than anyone I’ve ever played.” At the film’s global press conference, she said she wanted to bring a personal touch without changing the character too much.
Director Matt Shakman, speaking at the same press conference, pointed to what lies beneath the character’s composed surface. He described her story as one of family, sacrifice, and personal cost in serving Galactus, and said she repeatedly acts as his herald despite that cost. These are interview comments about the character’s intent, not a detailed account of every plot turn.

The Terra X connection
Shakman ties the film’s version of Shalla-Bal to Terra X, which he describes as an alternate universe in comics. In the interview, he says her story is part of Terra X, “que também é um universo diferente” (“which is also a different universe”). Read this as the director placing the character’s backstory within an existing comics tradition, not as confirmation that the film adapts that comics storyline point for point.
The connection matters for a specific reason. If you are trying to place Shalla-Bal relative to other Silver Surfer portrayals, the useful comparison points are:

Garner’s view of a possible spinoff
In the April 2025 ABC News report, Garner said she would be interested in a Silver Surfer spinoff. That is the actor expressing interest. It is not an announcement by Marvel, and nothing in the sources cited here shows that a spinoff has been confirmed.
