From 1995 until 2001, Jacobson diverted valuable winning game pieces and passed them through recruiters, who arranged for people to falsely claim the prizes. The claimants shared the proceeds with recruiters, who passed a portion to Jacobson. The six-part 2020 documentary series McMillion$ tells the story of the scheme and the FBI investigation that exposed it.
How the scam worked
Simon Marketing administered McDonald’s promotional games, including Monopoly. Jacobson’s security role gave him access to high-value winning pieces before they entered ordinary distribution. Rather than relying on customers to find those pieces through play, he diverted them and supplied them to a network of recruiters.
Recruiters arranged for people to present themselves as legitimate winners. When the prizes were paid, the supposed winners shared the proceeds with recruiters, who passed a share up the chain to Jacobson. The scheme therefore depended on both stolen winning pieces and false claims—not simply on someone rigging the game after a customer had collected a piece.
The U.S. Department of Justice (DOJ) said the scheme began as early as 1995. Its 2001 announcement reported that more than $13 million in grand prizes had been corruptly claimed by co-conspirators. Attorney General John Ashcroft said the fraud “denied McDonald’s customers a fair and equal chance of winning.” Read the DOJ’s 2001 announcement.

Who was involved—and what the records establish
Jacobson and the recruiting network
Official accounts identify Jacobson and his accomplices as the actors in the criminal scheme. The DOJ said McDonald’s assisted the investigation; its announcement describes Jacobson’s diversion of winning pieces and the network used to submit false claims.
A later Eleventh Circuit opinion describes the compromised period as approximately 1995 through August 2001, says Jacobson diverted at least $20 million in high-value prizes, and records that he pleaded guilty in April 2002. It also says approximately 50 other people pleaded guilty or were convicted in connection with the conspiracy. Those figures and outcomes should be attributed to that court’s account, rather than treated as the DOJ’s 2001 arrest announcement. Read the Eleventh Circuit opinion.

Keep the criminal scheme separate from later allegations
A separate lawsuit later alleged that McDonald’s continued advertising fair chances after being informed of problems with prize distribution. Those are civil allegations, not a finding that McDonald’s ran Jacobson’s criminal scheme. A separate Eleventh Circuit opinion discusses the December 2001 indictment of 43 defendants, the game-piece mechanics, and later procedural issues, including the reversal of convictions in a particular appeal. Why reported totals differ
The commonly cited totals count different things and come from different dates. They are not one reconciled accounting figure.

The $24 million figure is the documentary listing’s summary, not the DOJ’s 2001 figure. The difference in wording—prizes diverted versus prizes corruptly claimed, alongside a later rounded series description—matters when comparing the numbers. See Apple’s series listing.

Co-director James Lee Hernandez told The Guardian that he found the story after seeing the question, “Today I learned nobody really won the McDonald’s Monopoly game.” It captures the public suspicion the case inspired, but it is too broad as a literal description: the documented scheme concerned diverted high-value pieces and false winner claims, rather than establishing that no one ever won through ordinary play.
