Stephen Colbert mocked President Donald Trump’s threat to invoke the Insurrection Act during protests in Minnesota, quipping, “Well, that’ll calm everybody down.” The threat was not an invocation: TheWrap’s account says Trump threatened to use the law, not that he invoked it or deployed troops under it.
What did Stephen Colbert say about the threat?
In his Late Show monologue on Jan. 15, 2026, Colbert addressed protests in Minnesota over ICE and Trump’s threat to invoke the Insurrection Act. TheWrap reported the segment the next day. Colbert described Minnesota as being “under siege by masked armed goons victimizing American citizens,” then responded to the threat with: “Well, that’ll calm everybody down.” TheWrap’s report also quotes him saying, “I’m sure Minnesotans will just love that,” and joking, “That’s why all the protesters’ signs say, ‘ICE, go home, then come back in a tank.’”
The tank line was satire, not a literal report of what protesters’ signs said. Colbert also offered a brief explanation of the law, then corrected himself for calling the fact “fun”: “Hold on. I’m being given a correction. That fact was… not fun. My mistake.” TheWrap says the monologue included a clip of an ICE agent slipping on an icy Minneapolis street; the clip did not establish whether the agent was in training.
Was the Insurrection Act invoked?
Not according to TheWrap’s account. It describes Trump as threatening to invoke the Act; it does not report an invocation or a troop deployment under the law. A threat, an invocation and the use of troops are distinct events, so Colbert’s jokes should not be mistaken for confirmation that any of the latter occurred.

What does the Insurrection Act allow?
The name commonly refers to provisions in Chapter 13 of Title 10 of the U.S. Code. Sections 251, 252 and 253 describe separate statutory pathways, not one unrestricted power. The Office of the Law Revision Counsel’s preliminary code texts, in effect Sept. 11 and Sept. 13, 2026 respectively, set out the provisions at 10 U.S.C. § 253 and 10 U.S.C. § 252.

These are summaries of distinct statutory conditions, not a determination that any one provision applied to the Minnesota events described in the news report. Section 252’s text says the President may act when he considers the specified obstruction or rebellion makes ordinary judicial enforcement of federal law impracticable; the relevant provision does not itself establish that those conditions existed in Minnesota.

Why Colbert’s line landed
“Well, that’ll calm everybody down” turns the threat’s implied promise of order into a punchline about escalation. His follow-up jokes extend that contrast: the “back in a tank” image exaggerates the prospect of a military response rather than endorsing one or documenting protesters’ views. The segment’s focus was the tension between a forceful threat and the possibility that it could further inflame an already charged situation.
