If the material points to an attack in progress, a current target, or another imminent threat, call emergency services rather than waiting for a platform to respond. In the UK, that means 999. If there is no immediate danger, report the post through the platform and, in the UK, through the government’s terrorism-content reporting service. You can report anonymously and do not have to prove that the material is illegal.
Start with urgency, not a legal judgment
You do not need to decide whether a post meets a criminal definition before reporting it. The practical question is whether it signals a danger that needs an emergency response or is material that should be referred for specialist assessment.

Counter Terrorism Policing’s public guidance also directs people to call 999 in an emergency. Its advice is intended for situations where delay could put life or safety at risk, not for routine content moderation.
A disturbing slogan, graphic, recruitment message, speech, attack video, or link to a terrorist or extremist organisation may warrant a non-emergency referral even when it does not identify a time or place. You are reporting what you encountered, not certifying the poster’s intent or making a final legal finding.

If there may be an imminent attack
Call 999 in the UK
Call 999 if a post describes a crime in progress, identifies a current target, gives operational details that suggest an attack is about to happen, or otherwise indicates immediate danger. The government’s reporting page states that emergency cases should be handled this way, and Counter Terrorism Policing’s “What You Can Do” guidance gives the same direction.
Do not wait for a platform moderator, an account owner, or an online reporting form to act. Explain that your call concerns a possible terrorism-related threat and give the dispatcher the information you actually observed: the platform, account or page address, stated location or target, timing, and any identifiers that could help officers find the material. If you are physically near the suspected target, move to safety and follow emergency-operator instructions.
Preserve safety while making the call
- Do not contact, challenge, threaten, or warn the person who posted the material.
- Do not travel toward a named location to check whether the threat is real.
- Do not share the post with friends or public audiences while deciding what to do.
- If taking a screenshot would expose you to danger or require continued contact with the account, skip it; your safety comes first.
If the post is disappearing, encrypted, or visible only briefly, tell the emergency operator that detail. A plain description of what you saw, when you saw it, and where it appeared is more useful than taking risks to obtain a copy.
For non-emergency material, report through two routes
Use the platform’s reporting function
Most major services provide a report option beside a post, video, account, or message. Select the category that most closely describes terrorism, violent extremism, threats, or incitement, then submit the report. The UK government’s interim code of practice on terrorist content and activity online says services should provide accessible user-reporting processes. A platform report alerts the host to content it can review under its own rules and legal obligations.

Use the service’s in-product report even when you also intend to contact authorities. It gives the host a direct pointer and may allow the service to apply its own safety controls, such as restricting visibility or reviewing the account. If the platform offers a specific terrorism or violent-extremism category, choose it instead of a generic abuse label. If the service lets you add context, state whether the material promotes terrorism, encourages violence, appears to recruit or praise an organisation, or depicts an attack.

The government’s online-content guidance also emphasizes accessible reporting and advises contacting police when a user suspects an imminent threat to life or serious physical injury. That is why a platform report should not replace a 999 call when the facts suggest immediate danger.
Submit the UK government referral
For content encountered in the UK, the official route is “Report online material promoting terrorism or extremism”. The page accepts referrals about articles, images, speeches, videos that promote terrorism or encourage violence, websites linked to terrorist or extremist organisations, and videos of attacks.
The form is for suspected material, not only content that has already been proven unlawful. You can describe why it concerns you in ordinary language. Avoid trying to investigate the poster, identify an organisation beyond what the page itself shows, or collect additional copies. If the material is behind a login or appears in a group, provide the page address and explain that access limitation rather than attempting to bypass it.
What information helps—and what you do not need
A link is useful
If you can do so safely, copy the page or post URL into the report. A screenshot can also help show what appeared on your screen, especially if the content may be edited or removed. Include the date and approximate time you saw it, the platform, and whether it was a public post, video, channel, or website. State what you observed rather than adding speculation about the author’s motives.
Useful context can include the account or channel name as displayed, the title of a video or article, the language used, and whether the material appeared alongside a threat or call to action. Do not search for the same item elsewhere to fill gaps. Report only details you encountered naturally and can provide without exposing yourself or others to additional risk.

The GOV.UK form says supporting evidence is not mandatory. That means you should not download a video, save files to a personal device, or keep returning to the page to gather proof. A URL and a clear description may be enough for authorities or the platform to locate the material.
You may remain anonymous
The UK form allows a reporter to omit their name and contact details. Choose that option if you do not want follow-up contact. An anonymous report can still give investigators a lead, but leaving contact information may allow them to clarify a URL, timing, or context if necessary. Make that choice based on your safety and circumstances.

Anonymity does not mean you must provide a perfect report. If you are unsure about a detail, say so. Guessing at a person’s identity, location, or affiliation can misdirect attention and may put innocent people at risk.
Do not amplify the propaganda
Do not repost, forward, quote, embed, or publicly debate the material to draw attention to it. Do not follow links in search of more copies, join a channel to observe it, or engage with the account. This restraint is practical safety advice to avoid spreading propaganda and exposing yourself to further harmful content; it is not a requirement to make a legal determination before reporting.
A simple reporting sequence
- Pause and assess urgency. Look only at what is already on your screen. If it indicates immediate danger, stop and call 999 in the UK (or your local emergency number elsewhere).
- Record a safe pointer. Copy the URL and note the platform and time. Take a screenshot only if doing so is safe and does not require downloading or prolonged contact.
- Report inside the platform. Use the post, account, video, or website’s report control and select the closest terrorism, extremist-violence, or threat category.
- Send the official referral. In the UK, complete the GOV.UK terrorism-content form. Describe the material and why it appears to promote terrorism or encourage violence.
- Stop interacting. Close the page, block or mute the account if appropriate, and do not circulate the material while waiting for a response.
- Keep any confirmation. Save a report reference or confirmation message if the service provides one, but do not retain downloaded propaganda files.
What happens after you report
A referral is assessed; it is not an automatic removal order or a guarantee that an investigation will begin. The Counter Terrorism Internet Referral Unit (CTIRU) describes specialists assessing public referrals. Depending on that assessment, officers may investigate the original poster, or they may ask the host platform to consider removing the material.

Possible outcomes therefore include a platform review, removal or restriction under the service’s rules, further police action, or no visible action when the available information does not support intervention. You may not be told which outcome applies. Do not assume that content remaining online means a report was ignored, and do not file repeated reports simply to force a visible response.

Platform policies and official procedures can change, and different services may take different actions on identical material. Keep the confirmation of your submission if one is provided, but avoid repeatedly reopening the content to check its status. If a new post supplies a genuinely new immediate threat, treat that as a fresh safety issue and contact emergency services rather than relying on an earlier report.
Common mistakes that create risk
- Waiting for certainty: You can report material you reasonably suspect promotes terrorism without proving that it is illegal.
- Using only a public post: Tagging authorities or reposting the content can spread it; use private reporting channels instead.
- Building an evidence archive: Repeatedly visiting pages, downloading files, or joining private groups can expose you to more harmful material and may compromise your safety.
- Confronting the poster: Arguments rarely clarify an emergency and can provoke escalation or reveal your identity.
- Calling an emergency line for routine moderation: Reserve 999 for a crime in progress or immediate danger; use the platform and official online referral for non-immediate material.
- Assuming a foreign route applies in Britain: Use the UK form and 999 only for UK guidance; elsewhere, follow the local authority’s instructions.
If you are outside the UK
The routes above are UK-specific. The UK government form and 999 do not apply worldwide. Use your country’s emergency number when someone may be in immediate danger, then find the official police or counter-terrorism reporting page for non-emergency referrals. The platform’s own report tool remains available regardless of where the service is headquartered. If you are unsure which national agency handles terrorism-related online content, start with your government or police website rather than an unofficial directory.
Consumer guidance from Ofcom also directs people toward platform reporting and appropriate authorities for illegal or harmful online content. Treat that as signposting, not as a substitute for your own country’s emergency instructions. Procedures and online forms can change. Before submitting a non-emergency report, check that you are on the current official government or police page and read its instructions about anonymity, supporting information, and follow-up.

Can I report anonymously in the UK?
Yes. The GOV.UK form allows you to leave out your name and contact details. Providing contact information is optional and may help clarify details, but choose the option that best protects your safety.
Should I download a video or collect more copies?
