Her remarks were not an operational plan: the White House press secretary said she knew of no tangible ICE plan at the time, and a later NFL account said ICE would not be among the federal agencies at the stadium. The game took place on February 8, 2026.
What Noem said about ICE and the NFL
Bad Bunny was announced as the Apple Music Super Bowl LX halftime performer by the NFL, Apple Music, and Roc Nation. The game was scheduled for February 8, 2026, at Levi’s Stadium in Santa Clara, California; that date has passed. NFL announcement

On October 3, 2025, then-Homeland Security Secretary Kristi Noem told conservative podcaster Benny Johnson that ICE would be at the game. TheWrap quoted her saying, “There will be because the Department of Homeland Security is responsible for keeping it safe.” TheWrap’s October 3 report
Noem also said, “So yeah, we’ll be all over that place … We’re going to enforce the law. So I think people should not be coming to the Super Bowl unless they’re law-abiding Americans who love this country.” The Associated Press later noted that she did not specify whether she meant immigration enforcement or other law-enforcement duties associated with the event. She also attacked the NFL over its choice of performer. The Guardian reported her saying, “Well, they suck, and we’ll win, and God will bless us, and we’ll stand and be proud of ourselves at the end of the day, and they won’t be able to sleep at night, because they don’t know what they believe, and they’re so weak, we’ll fix it.” The Guardian’s report
What the White House said at the time
On October 3, 2025, White House press secretary Karoline Leavitt said she knew of no tangible plan for ICE at the Super Bowl: “As far as Ice being at the Super Bowl, as far as I’m aware there’s no tangible plan for that in store right now.” That was the White House’s understanding at the time, not a final account of the event’s security arrangements. What the later NFL account said about stadium security
A later NFL account of an Associated Press report said ICE would not be among the federal agencies at Levi’s Stadium. That account does not establish that no federal agencies were present; it specifically distinguishes ICE from the wider federal security presence. It also does not clarify what Noem had meant by her earlier statement about law enforcement. NFL-hosted Associated Press report
NFL Commissioner Roger Goodell said the choice of Bad Bunny was “carefully thought through” and, “We’re confident it’s going to be a great show.” The NFL account reported that he was not considering dropping the performer. NFL-hosted Associated Press report

How to read the conflicting statements
- Noem’s remarks: a public declaration in October 2025 that ICE would be at the Super Bowl, without specifying the agency’s intended role.
- Leavitt’s response: the White House press secretary said she knew of no tangible plan at that time.
- Later NFL account: ICE was not among the federal agencies at the stadium; that is not the same as saying there was no federal security presence.
These statements describe different points in time and different kinds of information. Noem’s comments alone do not show that immigration raids took place or establish what security arrangements were ultimately used.
