In Last Week Tonight’s April 27, 2025 episode “Health Agency Cuts,” John Oliver criticized the Trump administration’s downsizing of U.S. public-health agencies under Health and Human Services Secretary Robert F. Kennedy Jr. He also challenged Kennedy’s rhetoric about autism. The segment’s central distinction matters: arguments about agency cuts and public messaging are separate from what autism surveillance data can—and cannot—show about prevalence and cause.

The Guardian’s April 28 recap describes a satirical critique of HHS downsizing, including reported staffing losses, NIH grant disruptions and cuts, and canceled health grants to states. Oliver argued that rapid restructuring risks cutting important work without understanding its value. As he put it, “It is crucially important to know exactly what you are cutting. Speed is just not the most important thing.” The Guardian’s recap reports the segment and quotes Oliver.
The figures in that recap are reports about Oliver’s account, not independently verified current totals. The Guardian cited 10,000 layoffs and a further 10,000 departures through retirement or resignation, about $750 million in HIV-targeted grant cuts, and more than $12 billion in canceled federal grants to states for health services. Those numbers describe what the April 2025 recap reported; they should not be read as a current staffing count or an audit of eventual effects.

What did Oliver say about Kennedy’s autism rhetoric?
Oliver criticized Kennedy’s characterization of autism as an “epidemic” and objected to rhetoric that depicts autistic people in dehumanizing terms. The Guardian recap reports Oliver’s argument that increased identification has been driven substantially by more research, greater awareness, and better access to diagnosis—not evidence, by itself, of a newly established cause.
That is Oliver’s critique of Kennedy’s public statements, not a substitute for clinical evidence. A CNN transcript published April 16, 2025 records Kennedy describing autism as environmentally caused and making broad predictions about autistic children’s futures. The transcript also records responses from physician Chris T. Pernell and Christopher Banks, CEO of the Autism Society of America. CNN’s transcript documents the remarks and responses; it does not establish a cause of autism.

What does the 1-in-31 autism statistic mean?
The CDC’s latest cited Autism and Developmental Disabilities Monitoring (ADDM) Network estimate is about 1 in 31, or 3.2%, of eight-year-old children identified with autism spectrum disorder (ASD) in 16 participating U.S. communities in 2022. That is a surveillance estimate for a defined age group, year, and set of sites—not a census of every child in the country. The same estimate is expressed as 32.2 per 1,000 children.
CDC reports that the participating sites ranged from 1 in 19 to 1 in 103 children identified. That spread describes differences among the monitored communities; it is not a range for the entire U.S. population. CDC notes that identification, diagnostic practices, and access to services affect how site differences should be interpreted. CDC’s autism data and research page explains the surveillance estimates and their context.

Most importantly, an increase in identified prevalence does not by itself establish why the estimate changed. It is not the same measure as incidence, which concerns new cases over time, and it cannot show that a particular exposure caused autism. The surveillance figure also cannot diagnose an individual child. Oliver’s challenge to Kennedy’s rhetoric and CDC’s description of the data answer different questions: one concerns how public figures talk about autism; the other concerns how many children were identified in specified communities under a surveillance system.

On September 22, 2025, HHS announced actions involving leucovorin, communications about acetaminophen, and autism research. HHS said NIH’s Autism Data Science Initiative had funded 13 projects totaling more than $50 million. These are figures and actions reported in HHS’s announcement, not evidence that a cause or cure for autism has been established.

The same HHS release cautions that leucovorin is not a cure, may help only a subset of children, and should be given with close medical supervision. On acetaminophen use during pregnancy, it acknowledges conflicting evidence and a lack of clear causal evidence. The announcement should therefore be read as HHS’s stated actions and position, not as individualized medical advice or a settled answer about autism’s causes. HHS’s September 22 announcement sets out its claims and caveats.
