To measure it meaningfully, compare the event or capture time with the time the same frame is displayed; to reduce it, measure each stage and tune the part contributing the most delay. Network speed is only one possible factor.
What streaming latency means
The Internet Engineering Task Force (IETF) defines streaming latency as the “glass-to-glass” duration between a real-life event and the streamed media being appropriately played on an end user’s device. That end-to-end interval can include capture, processing, encoding, buffering, delivery, decoding and display—not just network transit. IETF RFC 9317 (2022)
Latency is about the age of the live event when it reaches the viewer. It is different from startup delay: a viewer might wait several seconds for playback to begin, then see content close to the live edge, or join quickly and watch a stream that is already delayed.
Latency ranges are targets, not guarantees
RFC 9317 uses broad categories to describe application needs: ultra-low latency is under 1 second, low-latency live is under 10 seconds, non-low-latency live is from 10 seconds to a few minutes, and on-demand is hours or more. These are classification ranges, not universal averages or promises about a particular service, device or network. The RFC cautions that sub-second delivery operates on a timescale comparable to ordinary end-to-end network variation, making interruptions or media artifacts more likely.

Measure the delay that matters
Before collecting a number, define where its clock starts and stops. For viewer-perceived live latency, start at the event or capture point and stop when the corresponding frame is displayed. This is the glass-to-glass measure. Measurements between narrower points—such as encoder output and decoder input—help isolate a component but do not describe the whole viewer experience.
A practical glass-to-glass check
- Put a timestamp in the captured scene. Use a synchronized clock or timecode that remains visible in the video. Record where in the capture chain the timestamp is inserted.
- Observe the same timestamp on the playback screen. Compare the displayed time with the source clock, accounting for clock synchronization and the time needed to observe or capture the display.
- Write down the measurement boundaries. Record the capture and display points, the device and playback path, and how the clocks were synchronized. Frame capture and display timing can affect the result, so this is a practical diagnostic method, not a universal test standard.
- Measure components separately when possible. Add timestamps or telemetry at available ingest, encoding, packaging, delivery and playback boundaries. Compare those intervals with the glass-to-glass result instead of assuming one stage is responsible.
For HLS telemetry, Mux describes comparing a manifest’s EXT-X-PROGRAM-DATE-TIME value with current UTC. Mux says this metric can be about one second lower than actual glass-to-glass latency and warns that comparisons depend on where timestamps enter the capture, ingest or encoding chain. Treat it as an example of boundary-sensitive telemetry, not a universal correction factor. Mux’s latency measurement example

Keep time to first frame separate
Time to first frame is the interval from a viewer’s join action until the first sample is perceived; end-to-end latency measures the capture-to-remote-screen timing. DASH-IF distinguishes these metrics because they answer different questions. Track both if the issue is a slow join as well as delayed live content. DASH-IF Interoperability Points
Find where the delay accumulates
Map the pipeline and measure at each boundary you can access. AWS recommends measuring delay at each pipeline hop: adjusting one stage without checking the others can shift the bottleneck rather than remove it. AWS guidance on low-latency live streaming

- Capture: Camera sensor, capture pipeline and any delay before frames reach the encoder.
- Encoding: Processing and frame reordering. AMD’s codec guide notes that each enabled B-frame incurs one frame of latency because of the reordering buffer. The practical time represented by a frame depends on the frame rate. AMD encoder settings and tuning
- Ingest and bitstream buffers: Time spent buffering or moving encoded video into the contribution and ingest path.
- Packaging and availability: Time before a segment or partial chunk is ready to be requested.
- Origin, CDN and network: Transit, congestion and retransmission behavior between delivery points and viewers.
- Player: Hold-back and jitter-buffer policies that preserve smooth playback at the cost of being farther from live.
- Decode and display: Decoder and decoded-picture buffers, display synchronization, frame buffers and monitor response.
These stages do not contribute equally in every system. Use component measurements alongside the end-to-end result to identify the largest controllable contribution before making changes.
Choose a delivery approach for the use case
Compare complete implementations against the needs of the program and audience: target glass-to-glass delay, scale, network robustness, device and browser support, adaptive bitrate and resolution flexibility, picture quality, operating cost and interactivity. A live conversation and a large broadcast do not have the same latency requirements.

Apple describes CMAF as a segmented-media encoding and packaging format for adaptive presentations, with HLS playlists and DASH manifests able to share CMAF-addressable objects. - Set the application target. Decide whether the experience needs conversation-like interaction, broadcast-style live playback or on-demand viewing. Use the RFC ranges as orientation, not as a guaranteed result.
- Measure the whole path and available hops. State the timestamp boundaries and capture method. Track end-to-end latency separately from delivery or network measurements and time to first frame.
- Find the largest controllable contributor. Check player hold-back, segment or chunk production, encoder buffers and frame structure, delivery and display buffers. Do not presume the network is the bottleneck.
- Change the architecture only when the target calls for it. Evaluate RTP or WebRTC for interactive sub-second needs. For scalable HTTP live delivery, evaluate LL-HLS or LL-DASH with CMAF chunks, confirming support across the packager, origin or CDN, and player.
- Retest quality and reliability. Alongside latency, observe rebuffering, visible artifacts, resolution and bitrate behavior, device coverage and cost. Lower delay can make delivery more sensitive to transient network conditions and may require trade-offs in robustness, quality, bitrate flexibility or device support.
Common measurement and tuning mistakes
- Calling network latency “streaming latency”: Network transit is only one part of the capture-to-display path. Measure the whole path for a viewer-experience number.
- Confusing startup delay with live delay: A slow first frame does not prove the program is far behind live. Record time to first frame and glass-to-glass latency as separate metrics.
- Changing the encoder before checking the player: A large player hold-back can dominate the delay. Measure stages first, then tune the stage with the greatest controllable contribution.
- Assuming a low-latency label ensures a result: Protocol names and target categories do not establish the latency achieved by a specific end-to-end deployment. Test the actual devices, network conditions and delivery path.
- Reducing buffers without checking stability: Less buffering may reduce delay but increase interruptions or artifacts when network conditions vary. Retest playback quality and reliability after each change.
